Existing conditions: The site is currently open space and identified as Huntington Park
Project Justification: The applicant states that the proposed facilities are needed to stop recurring
flooding of numerous homes adjacent to Cameron Run. The proposal is the only reasonable
alternative for flood protection onsite.
Proposed Use: Fairfax County Department of Public Works and Environmental Services proposes
to construct and operate the Huntington levee and stormwater pump station to mitigate flooding in
the residential areas around Huntington Park.
Facility: See application (Attachment A) for full description; all dimensions are approximate:
• Site - Southeast quadrant of County
• Structure, Compound and Screening - The levee will be a combination of an earthen embankment
and a concrete I-wall that runs 2,850 feet parallel to Cameron Run. The embankment will be
between six and eleven feet high, and the concrete I-wall will be four feet in height on top of the
embankment. The top of the embankment will be 13 feet wide, including an eight foot wide
asphalt trail, for a total width of 43 to 68 feet at the base. Stormwater will drain through a box
culvert to pass under Fenwick Drive on the west side of the site, then will run through an open
channel, parallel to the levee, to the pump station located at the east end of the levee. The
pumping station footprint will be an L-shape 146 feet by 78 feet and 46 feet in height.
Transitional screening will be provided on the entire project site perimeter, while the pump
station will be set back from the residence with a forested buffer.
• Location - The level and pump station will be located on and across 16 parcels that are adjacent to
Cameron Run.
• Access - The trail at the top of the embankment will be accessible to the public, but not for
vehicular traffic. Maintenance access will be granted to vehicles through gated entrances from
Metroview Parkway, Huntington Creek Road, and Vernon Drive.
• Operations - Unmanned unless a large storm is predicted, which at that point the pump station
will be staffed to monitor water elevation; operates 24 hours/day, with pumps activated based on
water level; monthly inspections at the pump station and grass mowing is required.
• Security - Pump station will be surrounded by 8 foot tall vinyl coated chain link fence with
padlocked gate. Levee will have gated access at east and west ends.
Off-Site Impacts: The applicant states that the proposed facility is a passive use and will not have
employees or personnel on site (other than inspection, maintenance, or large storm event), or have
any impacts to traffic. The facility will not generate noise, odors or vibrations. Stormwater pumps
will be submerged and housed in a structure that mimics the adjacent residential dwellings. Site
lighting will occur at the pump station, but will be low output and manually switched on, as needed.

Alternate locations: No other properties would provide floodplain mitigation. No other locations
on the subject parcels would work because the orientation of the proposed levee is critical to keeping
the water out of the affected homes.

Huntington Community Planning Sector. The Comprehensive Plan Map identifies the properties
as planned for Public Parks, Office, and Residential use (3-4 DU/AC).

The land use recommendations for the Huntington community seek to preserve the stability of this
residential area, upgrade local community shopping facilities, improve parklands and provide better
pedestrian linkage to the Metro station. The Huntington Conservation Area is comprised of Land Units A,
B and T as shown in Figure 28.
A neighborhood improvement program and the Huntington Conservation Plan were adopted for the
community by the Board of Supervisors in March, 1976. The basic goal of that document is the
conservation and development of a viable and sound residential community in the Huntington
neighborhood. First, the neighborhood improvement program lists a series of public improvement projects

that will be necessary to improve the livability of Huntington. Second, the Conservation Plan provides the
legal mechanisms for carrying out the activities of the neighborhood improvement program; it firmly
establishes land use densities for the Conservation Area; and it sets standards for future development and
rehabilitation in the community.
Land Unit A comprises most of the northern portion of the Huntington Conservation Area. The
developed area of duplex residential units is planned for residential use at 8-12 dwelling units per acre.
The undeveloped land along the south side of Cameron Run, north of the rear property line of parcels on
the north side of Arlington Terrace, should be acquired for additional public park use to serve the
residents of the Huntington area. It is suggested that the park be developed with passive and active
recreation facilities "

facilities with a community pedestrian orientation, such as a neighborhood park or
an elementary school.

can also accommodate expansion.

Avoid areas of environmental sensitivity except where site acquisition is in

general location or approximate location, character, and extent of the proposed facility, as amended,
are substantially in accord with the adopted Comprehensive Plan.

Location
The Huntington levee and pump station are needed to mitigate flooding in the residential areas
around Huntington Park. Cameron Run is the cause of the flooding, and the levee and pump station
need to be located in the area between the residences and adjacent to Cameron Run. From the west
side of the site, stormwater will drain through a box culvert to pass under Fenwick Drive, and then
run through an open channel parallel to the levee until it reaches the pump station and is eventually
discharged back into Cameron Run at a location that has been determined will not impact other
properties. The levee and pump station work collectively to mitigate the recurring flooding of this
area.
The proposed location of the levee and pump station will be within the scope of the Huntington
Conservation Plan. This plan promotes the conservation and development of a residential
community within the Huntington neighborhood. This conforms with Plan guidelines to site facilities
appropriate to the area they are intended to serve. Land acquisition rights required for the levee
project are scheduled to be completed by the end of the 2015 calendar year. This will adhere with
the Comprehensive Plan objective of acquiring sites which are appropriate for the facility's specific
purpose and locating public facilities in areas of compatible land use.
No other alternative site was determined to be a reasonable alternative for flood protection of the
residential area. Erosion and sedimentation controls will be established during construction, and no
adverse impact on air or water quality will occur once the project is completed. Other areas of
environmental sensitivity will be avoided, all in accordance to Plan guidelines.
Character
The Policy Plan states that new structures should consider minimizing visual impacts on the
surrounding area. The proposed site contains large areas of open space. The levee will consist of an
earthen berm approximately ten feet in height with a four foot concrete wall at the top. The levee
will stretch approximately 2,850 linear feet parallel to Cameron Run, with the pump station located
toward the east end of the levee. The pump station will have a footprint 146 feet by 78 feet and 46
feet in height. Transitional landscaping between the residences and the levee and pump station will
provide a buffer and minimize visual impacts of the new facility. Staff believes the facility conforms
to Comprehensive Plan guidelines to ensure that public facilities are properly screened and buffered
in order to mitigate visual impact on adjacent development of a different use or nature.
The earthen levee will have grass growing on the embankments, and the pump station will be
designed to mimic the existing construction materials and forms of the adjacent residential
dwellings. Staff believes that the proposed landscaped transitional screening areas, grassed
embankments of the levee, and design of the pump station helps to minimize the visual impact to the
adjacent properties and maintains the general character of the area. Staff believes the proposal meets
Plan guidelines to minimize adverse impacts through the use of landscaping, screening, and
architectural design.
Extent
The proposed facility consists of a 2,850 linear foot levee and a pump station with a footprint of
approximately 7,800 square feet. The proposal conforms to Zoning Ordinance requirements for this
type of facility. Staff believes that the visual impact of the facility is mitigated by the proposed
landscaping and architectural techniques, as discussed above. The proposed use will not have a
traffic impact as the structure is not open to public vehicular traffic and will be unmanned, except for

inspection, maintenance, or large storm events. An eight foot wide asphalt trail at the top of the
embankment will be available for public use and will connect to the existing trail loop located within
Huntington Park.
The proposed gated maintenance accesses to the facilities are from Metroview Parkway toward the
west end of the levee, Mt. Vernon Drive south of the pump station, and Huntington Creek Road
toward the east end of the levee. Staff believes that the proposed facility conforms to Plan guidelines
to construct and maintain facilities in accord with expected levels of service.
The proposed use meets Comprehensive Plan guidelines of not adversely impacting historically
significant landscapes or views, or detracting from any architecturally or historically significant
structure in the area.
CONCLUSIONS AND RECOMMENDATIONS
Staff concludes that the subject proposal by the Fairfax County Department of Public Works and
Environmental Services to construct the Huntington Levee and Stormwater Pump Station, generally
located at 2219 Fairfax Terrace, Alexandria, VA 22303, satisfies the criteria of location, character,
and extent as specified in Va. Code Sec 15.2-2232. Therefore, staff recommends that the Planning
Commission find the subject Application 2232-V15-1, substantially in accord with provisions of the
adopted Comprehensive Plan.

A. DESCRIPTION OF PROPOSED USE

B. REQUIREMENT FOR PROPOSED USE

• The levee is adjacent to Cameron Run which is the cause of the residential flooding

ANTICIPATED IMPACTS/MITIGATION
1. Visual
• The proposed levee will consist of an earthen berm generally less than ten feet in height with a
concrete wall approximately four feet in height at the peak for approximately 2,850 linear feet
parallel to Cameron Run. A stormwater pump station will be located at the east end of the
levee. The pump station building will be over 200 feet from the closest dwelling. A meeting
was held with representatives of the community and a mockup of the proposed construction
was shown (See Below).

2. Noise and light
• There are no permanent noise and light impacts associated with the project.
3. Air and water quality
• The project when completed will have no adverse impacts on air or water quality. Erosion and
sedimentation controls will be established during construction. A VSMP permit will be
prepared and maintained on the site.
4. Environmental
• The project is totally within a Fairfax County designated Resource Protection Area. It has
been defined by County Staff as a Water Dependent Use, which is allowable under Chapter
118-2-1 of the County Code.
• A Water Quality Impact Analysis will be prepared as a part of the plan approval process,
reflecting any mitigation of the levee's impacts.
• A Joint Permit Application (JPA) for wetland disturbance will be prepared and submitted to
the Corps of Engineers and a wetland permit will be obtained in accordance with Section 404
of the Clean Water Act.
• Since the wetlands impacted are considered tidal, a hearing will be held before the Fairfax
Wetlands Board to review the application as a part of the JPA.
• There will be less than 7 acres of trees removed for construction of the levee and the storm
storage requirements on the protected side.

D. CONFORMANCE WITH THE COMPREHENSIVE PLAN AND OTHER STANDARDS
1. Comprehensive Plan policies and guidelines that directly support the proposal
• In the Land Use section of the Mount Vernon Planning District Comprehensive Plan, Land
Unit A (Huntington Conservation Area) seeks to preserve the stability of the residential area.
Built in the late 1940's, the residential units in Land Unit A have slowly been encroached
upon by Cameron Run over the past 60-70 years. Before the Capital Beltway was constructed,
Cameron Run meandered north of the Huntington Conservation Area. After the beltway was
built, Cameron Run began to change course towards the community (See following page for
difference between 1960 and 2014 Fairfax Tax Maps). The levee is necessary to preserve the
character of the existing neighborhood.

9-23-2014 Overview states that their goal is to "[minimize] exposure to environmental hazards
including unstable soils, flood impact areas, and pipeline and electrical transmission lines."

• The Huntington Conservation Plan adopted in 1976 by the Board of Supervisors strives for the
conservation and development of a viable and sound residential community in the Huntington
neighborhood. Levee construction is within the scope of this document. Without floodplain
mitigation, the community would suffer.

Heritage Resource Review
Background: The subject parcels are not included within the boundaries of a Fairfax County
Historic Overlay District, are not listed in the Fairfax County Inventory of Historic Sites or the
National Register of Historic Places or documented in the historic structures survey file. Staff
does not believe that the Huntington neighborhood has ever been evaluated for listing in the
county Inventory of Historic Sites. However, the neighborhood appears to potentially meet
eligibility criteria for listing in the Inventory.
Findings and comment:
1. The proposed pump station will be constructed within the neighborhood's viewshed.
Because the Huntington neighborhood appears to potentially meet the eligibility criteria
for listing in the county Inventory of Historic Sites, the station's size, scale, materials and
architectural design should be appropriate to the existing residential neighborhood to
protect the neighborhood character.
2. The materials supphed by the applicant do not provide sufficient or specific information
on the station's scale, materials or architectural design. Without this information, Staff is
unable to determine what the visual effect of the proposed pump station would be on the
potential historic properties of the Huntington neighborhood.
3. Staff is not aware if the applicant has contacted the Virginia Department of Historic
Resources (VDHR) for guidance in determining if review under Section 106 of the
National Historic Preservation Act of 1966, as amended, is necessary. If federal funding,
licensing or permitting is required, review under Section 106 may be necessary.
4. The Huntington Community Center, 5751 Liberty Dr., tax id # 83-1 ((14A)) A has an
interesting history. The developer of the subdivision, Banks and Lee Real Estate Corp.,
agreed to provide a recreation facility with a swimming pool on Huntington Avenue. The
plan never materialized. Residents took it upon themselves to construct a one-room
recreation center on a parcel owned by the county; it included a kitchen and restrooms
with outdoor play equipment and basketball court. In 1978, with funds procured from the
county, HUD and a 1% tax levied on Huntington properties, an addition was built and the
access road widened. In 1982 the building won an architectural design award.
Recommendations:
1. The applicant provide adequate information on the pump station to show its appearance
and its visual relationship to the neighborhood. Including photo simulation views from
within the Huntington neighborhood, elevations with materials labeled and landscape
treatment so it can be determined what the visual effect of the pump station on the
Huntington neighborhood would be, and if that effect would be adverse.
2. The applicant comply with Section 106 of the National Historic Preservation Act of 1966,
as amended, as may be necessary. If federal funding, licensing or permitting for the
construction of the levee and pump station is required, this may be considered an
undertaking that requires Section 106 review. Applicant should contact the VDHR for
guidance.
3. The applicant provide to the Department of Planning and Zoning (DPZ), Planning
Division documentation as to whether or not Section 106 review is required in order to be
reviewed and included in the staff report for the application. If Section 106 review is
required, or has been previously completed, the applicant provide a copy of the
completed Section 106 to DPZ, Planning Division in order to be included in the staff
report for the application.

Huntington Levee on Cameron Run
The Huntington Levee Project is currently proposed to have an impact on an approximately 3400
linear foot segment of tidal shoreline along Cameron Run. The levee and the accompanying
proposed stormwater pump station will be located predominately within land area known as
Huntington Park. The site of the proposed levee along Cameron Run is Environmental Quality
Corridor (EQC), as defined by Objective 9 of the Policy Plan of the Comprehensive Plan; Resource
Protection Area (RPA), as defined by the County's Chesapeake Bay Preservation Ordinance
(CBPO); 100 year floodplain, as governed by the County's Zoning Ordinance and tidal wetlands
governed by Chapter 13 of Title 28.2 of the Virginia Code and Chapter 116, Code of Fairfax County,
Virginia ("Wetlands Ordinance").
This proposed project will have impacts on a significant area of land along the tidal shoreline of
Cameron Run. Any project within the Virginia Coastal Zone which has such a significant
environmental impact as this project should demonstrate that alternative flood control options
were considered.
To ensure that the minimum disturbance necessary will occur within the Cameron Run EQC, the
agent for the applicant should provide a justification that this flood control project was assessed
based on the following goals:
• Avoidance of impacts;
• Minimization of impacts; and
• Mitigation and/ or compensation for the loss of environmentally sensitive tidal wetland
stream valley corridor of Cameron Run.

Grandfathering/Time Limits
The plan would qualify for Grandfathered plan and Stormwater management may be designed
using Article 5 (old criteria) of the Stormwater Management Ordinance (SWMO) and 2011
version of the Public Facilities Manual (PFM).
Chesapeake Bay Preservation Ordinance (CBPO)
There is County mapped 1993 Resource Protection Area (RPA) on this site. All of the proposed
development work is located within the limits of RPA. It has been determined that the RPA redelineation is not necessary for the project. The proposed improvement is an allowed use under
CBPO 118-2-1(el. This is a flood protection use and no water quality impact assessment is
necessary.
Water Quality Control
The proposed construction of levee is not exempt from the requirements of SWMO. Water
quality controls are required for this development (SWMO §124-4-2). The total phosphorus load
for this project shall not exceed 0.41 lb/ac/yr as calculated pursuant to §124-4-3. No BMPs or
water quality narrative have been provided on the plan.

Furthermore, every effort shall be made to provide BMP more than that of minimum necessary.
Stormwater Detention
Stormwater detention is required, if not waived (PFM 6-0301). No detention facilities, narratives
or computations are provided on the plan.
Downstream Drainage System
No outfall narrative has been provided. The improvement shall not cause adverse impact on the
upstream/downstream properties.
Floodplain
There are regulated floodplains on the property. Floodplain study is shall be submitted and
approved prior to site plan approval. The limits of 100 year floodplain shall be delineated and
dedicated within a floodplain easement. The proposed levee project shall not raise the floodplain
elevations on neighboring, upstream or downstream properties. The site also contains FEMA
mapped floodplain and any change in floodplain limits shall be coordinated with FEMA. A
FEMA Letter of Map Revision (CLOMR7LOMR) may be necessary.
Downstream Drainage Complaints
There are many drainage complaints on the site, upstream and downstream of the project. More
information on these complaints is available from the Maintenance & Stormwater Management
Division (703-877-2800).
Onsite Major Storm Drainage System and Overland Relief
Overland relief path and narratives shall be provided on plan.
Drainage Diversion
The plan doesn't propose a drainage diversion. However, a major change in the floodplain has
been proposed. A temporary ponding area has been created behind the levee, where
approximately 160 acre of drainage will be diverted. This ponding shall not have adverse impact
on the residential area behind the levee.

following comments are based on this review, and notes from a 1/22/2015 meeting with staff in
attendance as follows:

1. Comment: The project is considered linear in nature. In accordance with PFM 12-0503.1,
Existing Vegetation Map, Tree Preservation Target Calculations and Narrative, 10-year Tree
Canopy Calculations, Tree Inventory and Condition Analysis, and Tree preservation plan and
narrative are not required. The plan shall address applicable submission requirements of
§12-0504: Site Engineering and Layout Information, and §12-0505: Erosion and Sediment
Control Plan Sheets. At a minimum these plans shall take reasonable steps to maximize the
preservation of existing vegetation by addressing basic tree preservation plan elements and
measures that include: minimizing soil disturbance to only that necessary to construct the
project; providing proposed limits of clearing; providing an accurate tree line; and providing
tree protection devices at the limits of clearing.
Recommendation: Ensure that required plan elements noted above are addressed in the site
plan for the project.
2. Comment: The limits of the site should include the pump station, levee, and associated
infrastructure that are considered part of the proposed drainage system. While the use is not
specifically identified in the Zoning Ordinance, it was agreed that the project best fits the
Light Public Utility use. A Light Public Utility use requires transitional screening type 2 (a
35-foot wide screen) and a minimum barrier of 42-in. high chain link fence. It has been
suggested that the screening yard could be modified to a staggered double row of medium to

large evergreen trees along the rear of the adjacent properties. This modification could be
based on Section 13-305, paragraph 14 of the Zoning Ordinance.
Recommendation: If a modification is to be pursued, a transitional screening
waiver/modification should be requested as part of a subsequent Special Exception, or an
application form and letter of request submitted to the Director for review with a landscape
plan showing proposed modified transitional screening.

The Fairfax County Department of Transportation (FCDOT) has reviewed the above 2232
application for a levee and storm-water pump station in the Huntington Community and does not
anticipate any impacts on planned or existing roads. The construction of the levee will not affect
the long term operations of Fairfax Connector or Metrobus in the area.
The application shows a paved road/path being constructed along the top of the levee. The
Fairfax County Trails plan has a recommendation for a Major Paved Trail and a Major Regional
Trail paralleling Cameron Run in the construction area. It is important that the paved road/path
being shown on the plans contributes to the planned network of trails in the area. The memo
received on February 23, 2015 from the department of Public Works and Environmental Services
Building Design Branch commits this paved road/path as a beginning piece of the trail network
in the area, assuring that it will be publicly accessible:
A trail along the top of the levee has been included in the project since the first
conceptual designs were presented in 2009. This approach is consistent with the 2013
edition of the County's Comprehensive Plan and is supported by the community. The trail
varies in width from 6 to 11 feet wide and spans from on the east end of the levee near the
end of Hunting Creek Road to the west end approximately 200feet west ofFenwick
Drive. Currently there is no continued connection on either end of the trail, but in
discussions with DPZ, the plan is for future developments to connect and ultimately have
a continuous trail as depicted in the Comprehensive Plan. The trail is proposed to be
publically accessible and provide a continuous path for bikes and walking along the
majority top of the majority of the 2,800feet long levee.
There is a gated area along the trail as noted on the plans. This gated fence is located at
the pump station, and is intended restrict access to the pump station. The design will be

access along the trail.

The VDOT roads (I-495 and Telegraph Rd) will be
negatively impacted by increases in water surface
elevation (WSEL) due to the proposed levee. The
increases in WSEL violate VDOT's design guidance set
forth in VDOT Drainage Manual Section 12.2.1 that
requires zero increase in 100-yrWSEL in FEMA zones
determined by detailed methods or Zone AE. For the
overall project, a maximum increase of 0.22 ft in 100-YR
WSEL is found at Cross Section 1.345, approximately
1900 feet downstream of Telegraph Bridge.

In order for a levee to be accredited by FEMA and shown
on a FIRM as providing protection from the base flood,
appropriate data and documentation demonstrating
compliance with 44 CFR 65.10 need to be provided.
Mandatory information includes freeboard design, closure
designs, embankment protection design, embankment
and foundation stability analyses, settlement analysis,
interior drainage analysis etc. The submitted package
does not include full documentations of designs/analyses
for the proposed levee. In addition, an Operations and

BACKGROUND
The Park Authority staff has reviewed the 2232 Review Application dated December 24, 2014.
The application proposes a levee with pump station, stormwater pond areas to be constructed
over the entirety of Huntington Park, which is owned by the Fairfax County Park Authority
(FCPA). The Park Authority provides the following comments,
COMPREHENSIVE PLAN GUIDANCE
The County Comprehensive Plan includes both general and specific guidance regarding parks
and resources. The Policy Plan describes the need to mitigate adverse impacts to park and
recreation facilities resulting from public facility projects (Parks and Recreation, Objective 5,
p.6). Resource protection is addressed in multiple objectives, focusing on protection,
preservation, and sustainability of resources (Parks and Recreation Objectives 2 and 5, p.5-7),
The Mount Vernon Planning District recommendations in the Area IV Plan describe the
importance of heritage resources. Districtwide Plan recommendations specifically state "large
portions of the Mount Vernon Planning District have not been surveyed to determine the
presence or absence of heritage resources. It is important that these areas be examined before
they are developed and appropriate action taken to record, preserve and or recover the significant
resources." (Area IV, Mount Vernon Planning District, Area-Wide Recommendations, Heritage
Resources, pp. 17).
In the MV1 Huntington Planning Sector of the Comprehensive Plan, Huntington Park is
designated as a neighborhood park. The Plan recommends acquiring the Water Authority site
that bisects the park and to revise the master plan and implement accordingly. The Water
Authority site has been acquired and added to the park. A master plan revision was begun but
deferred indefinitely pending resolution of flooding issues in the area.

In addition, the Comprehensive Plan includes text in Land Unit A of the Huntington Planning
Sector that states:
"The undeveloped land along the south side of Cameron Run north of the rear property
line of parcels along the north side of Arlington Terrace Run, should be acquired for
additional public park to serve the residents of the Huntington area. It is suggested that
the park be developed with passive and active recreation uses."
These properties, located within the RPA and floodplain, have been dedicated to FCPA as
additions to Huntington Park. This dedication included an asphalt trail through the dedicated
parcel to the southeast.
The countywide trails plan depicts a trail parallel to Cameron Run that includes the frontage of
Huntington Park. This planned trail, known as Cameron Run SV trail, will provide connectivity
from Telegraph Road to Richmond Highway and tie into connections to the City of Alexandria.
Finally, text from the Mount Vernon District chapter of the Great Parks, Great Communities
Park Comprehensive Plan echoes recommendations in the Countywide Comprehensive Plan.
Specific district chapter recommendations include adding water access, either for boating or a
boardwalk for nature observation, at Huntington Park in conjunction with flood prevention
facilities.
ANALYSIS AND RECOMMENDATIONS
Park Needs:
The Comprehensive Plan recognizes the need for Huntington Park in serving park and recreation
needs in the Huntington area. Using adopted service level standards, staff has identified a need
for all types of parkland and recreational facilities in this area. Existing nearby parks (Belle
Haven, Farrington, Fort Willard, Heritage Hill, Huntington, Jefferson Manor, and Mount Eagle)
meet only a portion of the demand for parkland generated by residential development in the
Huntington Area. In addition to parkland, the recreational facilities in greatest need in this area
include basketball courts, rectangle fields, playgrounds, Softball fields, and trails. The proposed
levee use will eliminate parkland, open space, and a playground, exacerbating park service level
deficiencies. The applicant should seek to replace these facilities or upgrade existing facilities
nearby. Opportunities for park improvements may exist at Farrington and Mount Eagle Parks,
Trails:
An important trail route/connection known as the Cameron Run Stream Valley Trail along
Cameron Run through Huntington Park is shown on the Countywide Trails Plan. The proposed
8' wide access road on top of the levee could provide a publicly accessible trail. Design and
width of this trail should accommodate multi-modal use connections and public access for its
entire length. It will also be important for a trail on the levee to connect to neighborhood streets
and adjacent properties.

Land Management and Natural Resources Impacts:
Under the proposed use, the majority of the park will become a stormwater management facility.
New park facilities (other than trails) cannot be placed in the flood plain or RPA as per the
Chesapeake Bay Ordinance. It is recommended that the county consider taking ownership of the
parkland impacted by the proposed use for stormwater control or enter into an agreement with
the FCPA to maintain the area in perpetuity.
The entirety of this proposed levee development is located within a Resource Protection Area
(RPA) and flood plain. Currently, park natural resources provide important ecological services
and habitat. The applicant should analyze, demonstrate and mitigate impacts to the ecological
services provided at Huntington Park.
The impoundment "pond areas" behind the proposed levee at Huntington Park would be more
attractive and functional with appropriate wet meadow plantings containing native species, and a
potential boardwalk.
If ownership remains with the Park Authority, any portion of the park that will be impacted by
the development of the levee must be restored to FCPA's specifications. If any required
restoration work cannot be accomplished on site due to space or operational requirements then
off-site restoration at a nearby FCPA property must occur. To mitigate for the loss of ecosystem
services and habitat, FCPA can support mitigation efforts by identifying mitigation sites nearby,
provide native vegetation establishment, and maintenance specifications once a planting plan is
provided for this project.
Regardless of future ownership, FCPA requests that all landscaping to be installed should be of
non-invasive species to protect the environmental health of nearby parkland. Species should also
ideally be native to Fairfax County to provide the greatest ecosystem benefit.
Cultural Resources Impact:
The parcels were subjected to cultural resources review, that indicated that no known site have
been documented. However, the site has a high potential to contain significant archaeological
resources in the undisturbed portions. The Park Authority recommend a Phase I archaeological
survey. If significant sites are found, Phase II archaeological testing is recommended in order to
determine if sites are eligible for inclusion on the National Register of Historic Places. If sites
are found eligible, avoidance or Phase III archaeological data recovery is recommended.
Since this project requires federal permits under Section 404 of the Clean Water Act, it triggers
Section 106 of the National Historic Preservation Act, and will require archaeological survey
under guidance from the Virginia Department of Historic Resources (VDHR). Staff
recommends consultation with VDHR as soon as possible.
At the completion of any cultural resource studies, the Park Authority requests that the applicant
provide two copies (one hard copy, one digital copy) of the archaeology report as well as field
notes, photographs, and artifacts to the Park Authority's Resource Management Division
(Attention: Liz Crowell) within 30 days of completion of the study. Materials can be sent to

catalogues, please include the database in Access ™ format, as well as digital photography,
architectural assessments, including line drawings. If any archaeological, architectural or other
sites are found during cultural resources assessments, the applicant should update files at VDHR,
using the VCRIS system.
SUMMARY OF RECOMMENDATIONS
This section summarizes the recommendations included in the preceding analysis section.

The County should consider taking ownership of Huntington Park or entering into a
maintenance agreement with FCPA to maintain the levee and detention pond areas
• Include the planned Cameron Run Stream Valley trail within the project, and connect
to adjacent lateral neighborhood streets, and adjacent properties
• Replace impacted park facilities nearby
• Study impacts to ecological services provided by park natural resources and propose
appropriate mitigation
• Conduct a Phase I archaeological study, section 106 review, and further
archaeological work as warranted
