and Key Assumptions
Alberta’s Planning Regions
Public
4
AESO Transmission Planning Process
• LTP filed every 2 years,18 to 24 month process
• 20-year planning horizon, 3 study years
– Near-term (year 5), Medium-term (Year 10),
and Long-term (Year 20)
• Compliant with Alberta Reliability Standards (ARS) for
transmission planning
• Evaluations form basis for system project NIDs and support
customer project NIDs
Public
5
Key Planning Objectives
• Plan to meet reliability performance requirements
• Plan for an unconstrained transmission system
– Address TMR, RAS and operational measures
• Maintain existing interties to path ratings
• Consider high-level land impacts, municipal plans, and
ALSA (Alberta Land Stewardship Act) regional plans
• Adjust previously planned facilities and need timing based on
latest information
• Fulsome alternative assessments for each identified need

Considerations:
•Policy alignment
•Long-term value &
flexibility of assets
•Relative costs & losses
•High level land impacts
•Asymmetric risk of
building too late vs.
too early
•Stakeholder input
•Construction schedules
7
Key Assumptions
• All evaluations are based on the AESO’s Long-term Outlook
of load and generation
• All N-1 performance violations must be addressed by wires
solutions
• N-2 performance violations addressed using Remedial Action
Schemes (RAS) and Operating Procedures
• Current in-service dates (ISDs) for all system transmission
projects and customer projects (load & generation)
• Assumed all interties must be capable of flowing at or near
full path ratings

Plans
Adjustments to Previously Planned Facilities
• SATR Stage 3
– Cancelled
• FATD West
– Deferred
• Central East Transmission Development
– Several approved 138 kV facilities to be cancelled and replaced with
240 kV facilities
• Airdrie Area
– Deferred
• Athabasca Area
– Planned 138 kV facilities replaced with 240 kV facilities
• Bickerdike to Little Smoky (NW Planning Region)

2013 Long-term Transmission Plan
Summary
• Provides a road map for transmission development for the
next 20 years
• Based on 2012 LTO with 2012 LTOU as sensitivity
• Identifies the need and proposed plan for the near-term,
medium-term and the long-term horizon
• Regional plans satisfy the ARS (TPL-001 to TPL-004) and
used for annual WECC compliance evidence
Public
44
2015 Long-term Plan
Method and Assumptions
• Review changes to load & generation forecasts
– 2012 LTO vs. 2014 LTO
• Run needs analysis using 2014 LTO
• NE flows, change assumptions regarding anticipated
generation levels
• Adjustments to previous planned facilities
• Land Use Framework (Alberta Land Stewardship Act – ALSA)
– Ensure plans are consistent with Land Use Regional Plans
• Determine changes required to plans
