Abstract: The study aims to Analysis on the existing problems in the present development situation of
Chinese army information systems engineering supervision standard system, combined with the
domestic experience of development of civil information system engineering supervision standards,
studies the forces of information system engineering supervision standards system construction idea,
framework and main contents, and puts forward corresponding measures and suggestions targeted.

1 Introduction
Military information system engineering supervision is a new term appearing in recent tens of years, is
necessary to vary, the key is the basis of national troops and relevant laws, rules and standards, the use
of economic, technical means, for the construction of a project participant right and duty of coordination
and constraints, security engineering the construction of an orderly, clear, make the construction of
military information system engineering quantity, on schedule, and strive to achieve maximum
investment benefit with less investment.
From a macro perspective, the supervision system of military information system engineering is a
solution to improve the institutional arrangements of military information system project success rate of
structure defects, the army information systems engineering, is a kind of engineering construction

information engineering.
The military information construction project has large scale, long construction period and complex
technology, high technology content, high hardware requirement, high security, wide geographic
distribution and to adapt to the extremely special environment, so its informatization construction is not
equal to the general enterprise information construction, the higher the project schedule and quality
requirements, often the emergence of project delay, the problems of hidden quality cost overruns and
information after completion of the project, influence the quality and schedule of the project. The
introduction of supervision mechanism to guard against the risk of information project construction, the
whole process of information project supervision and management, ensure the project progress and
quality, save money, and to finish the project on time.
2.2 The current situation of the development of the military information system engineering
supervision standard system
In twentieth Century 80, Army in the foundation to promote the application of information technologies
had begun to start construction of military information system. The information-based army was highly
dependent on the information engineering, therefore the information project in the information
construction of our army in more and more, the project investment was also more and more big. Military
equipment information engineering construction project with complicated technology, high technology
content, high hardware requirement, high confidentiality and to adapt to the military is extremely special
environment, and therefore the project schedule and quality requirements are very strict. This makes the
information of engineering construction and management difficulty bigger, although part of the project
has introduced the supervision mechanism of information system, but because of the lack of supervision
standard, system and measures of a uniform standard, there are still problems such as project delay and
cost overruns.
On the whole, the construction of military information system success, accumulated experience, but in
the construction process, also exposed some problems, common problems are:
(1) The quality of the system cannot army information systems engineering to meet the application
demand of the army;
(2) The system construction of the military information system engineering construction delay;
(3) The army information systems engineering project funds exist unreasonable use, serious budget
phenomenon;
(4) The army information systems engineering project documents not complete;
(5) Changing the army information systems engineering business needs;

These problems seriously hinder the process of construction of military information system, and even

Investigate its reason, concrete analysis of concrete problems to the natural, but also between different
items also have differences, but to sum up, a main reasons including lack of mechanism and
corresponding system. Mechanism and system construction of military information system vigorous
development calls for the adaptation, to guide and encourage the role of army information systems
engineering and information system integration enterprises not only to play, and to standardize and
restrain effect.

3.1 Construction of ideas
At present, the army information systems engineering has not yet been established the engineering
supervision of the corresponding standard. Abroad countries in twentieth Century 70 years have already
started to research the information system of military information system engineering supervision. IT
the United States and other developed countries have established the information system engineering
supervision accordingly, research and development of related standards, which the United States
building engineering management of CM standard, PM standard as well as to project management
process of project investment of QS standard. At the same time, perfect laws and regulations of the
western countries can also as formulated, will existing foreign mature Standard Specification for
adaptability to protection of information system engineering supervision, supervision standards for the
formulation of army information systems engineering provides technical system and standards based.
In the future, should pay attention to supervision standard army information systems engineering
planning and construction work, and gradually establish a supervision framework requirements as
guidelines, including military infrastructure project surveillance specification and standardization of

supervision norms of operation and maintenance standards.

3.2 The overall framework
The army colleges and universities information system engineering construction standards should reflect

integration technology, in-depth study of the development trend of the future direction of information
system in military academies, to establish a set of complete system, advanced technology, close to the
army colleges and universities the supervision standards, further standardize the process of information

The army colleges and universities information system engineering construction standards should reflect
the top-level design thinking, the framework includes:
(1) Top-level supervision framework

This includes three categories of standards, from infrastructure engineering, software engineering and
project supervision and other aspects of the operation and maintenance of information system

3.3 Construction measures
According to the construction of military information system development guiding ideology and
objective law, do a good job in the army information systems engineering supervision standard
construction should grasp three principles:

4 Conclusion
The army information supervision has been the practice for many years, the future of the supervision
work standardized and will be referred to the army information construction agenda, specification will
army informatization supervision standardization makes the information engineering process more
standardized, transparent, and plays an important role in the military information construction.
