Abstract: Quality is the lifeline of higher education. Based on College Teaching Quality Monitoring the
presence of "five enough to spares, five shortage" problem resolution, the idea of setting up a scientific
and standardized, with the actual school quality standards. Monitoring the quality of teaching reform
ideas, focus on the implementation of the monitoring and general surveillance innovative thinking and
ideas, to monitor the quality of teaching gravity from the "oversight" to "control" changes, to the three
main measures to improve the teaching quality monitoring system and content, to further stabilize and
enhance the quality of teaching college.

1. Introduction
The higher education of our country gets into a period of high-speed scale to extend since 1998:The
number of the students in the school was 7,800,000 in 1998 and the number was more than 20,000,000
in 2004.The rate of a preliminary entrance to school of the higher education raises to 19% from 8%. The
number of the annual recruitment was 2,700,000 in 1998, campared with nearly six years ago and this
figure increased to 6,200,000 in 2004.Among them, the common high school solicit students increased
to 4,200,000 in 2004 from 1,080,000 in 1998.And the annual recruitment of the higher education raised
to 15% from 5%, the United States used for 30 years, England 25 years, France 28 years, Japan 23 years,
Korea 24 years, equally used for 26 years. The Chinese population scale shares 1/5 in the world, the
annual recruitment of the higher education rose to 15% from 5% only used for 10 years; this developed
a history in the higher education of the world, the tops all are rated as miracle. But facing the quickly
extending scale, we really have to discuss again, whether the quality of higher education attains a
synchronous development with amount or not? University of Peking 2004 that The development report
of Chinese academic degree and graduate student education , drawed 97 schools with common high
undergraduate course and 20 graduate schools as samples, including 99 representative directors in
graduate student institutes, 338 representative directors in development unit, 529 Doctor’s tutor, 495

descended was 56.9%, elevated was 16%, basic stabilized was 27%.So we can get a first step of
judgment, the quality of the common higher education in our country still exists a very rigorous problem,
we should hold highly responsible to the party and the people, establish strategy and take into resolve in
earnest to make our Chinese nation stood erect in the wood of advanced race in the world firmly. The
common high school is the most important aspect of higher education, the teaching quality is the life
line of the high school, exaltation teaching quality is the topic of high school in the abyss of time, so
grasp the teaching quality of the common high school have a key function to raise the higher education
quality in our country. Seeing from the whole country, in order to promise, stabilize and raise teaching
quality, the great majority of the common high school built up more perfect teaching quality supervision
system. But seeing from the actual movement circumstance, widespread exist” five enough to spares,
five shortage”. And if these problems can not be get good resolved, the supervision system of the
teaching quality only can be a perfect decoration.

2. Present condition guideline of common high school’s teaching quality
supervision

Because the school scale extend continuously with the school manage system reform turn
continuously and deeply, gradually build up the management system of two class teachings in the school
and institute, the teaching of most schools management work regard macroscopic management as
principle, practicing daily teaching management as a center of gravity to descend to move. Seeing from
most of the high school, teaching quality supervision of mission mainly from school educational
administration section and its appointed councilor constituted member, student information
member...etc., according to teaching quality supervision of the system requested to complete, because
these organizations and personnel have explicit job, and have certain supervision subsidy expenses or
praise, appearing the phenomenon that school level supervision is enough to spare. But because
manager's amount of the teaching class is partial to little, and most of them are still double personnel
(not only a manager but also a teacher), the mission of teaching, researching and managing is heavy,
therefore, teaching process with supervision obviously not enough. Furthermore, teaching manager and
the supervised and controlled object (teacher and student) have related more closely, also make class’s
supervise and control shortage.
4. The improvement plan of supervision of the teaching quality
4.1Each teaching link should build up quality standard which is norm and scientific is standard,
all kinds of teaching management section and teaching quality supervise and control personnel
open an exhibition work with the quality strictly, and carry on the instruction and the feedback of
teaching activity to the related personnel by quality standard.
Say for a common high school, the teaching link is numerous and complicated, drawing up each
quality standards of teaching link are also not realistic. But the quality standard of main teaching link
must have possess, otherwise the quality supervise and control” can’t but depend on”. Take common
engineering high school as an example, the main teaching link includes classroom oriels teaching,
experiment teaching, practice teaching, course design, graduation design (thesis), examination. All
involve teacher, student, assisting personnel for teaching, manager for teaching and the related teaching
environment in each teaching link. Therefore, the school should drawing up actually and viable quality
standard according to the concrete circumstance. Generally speaking, the quality standard of main
teaching link should have the following characteristic.
1.The quality standard should match a school’s denominate and do a request of the school’s present
stage. Of common high school, because the different denominate, developing level, though main
teaching link are same, quality standard are different, can't position and quote to all different schools
with a quality standard for unifying, school governor also can't make a word-for-word copy to the
quality of other schools standard in briefly. Otherwise it will lead a teaching activity toward false

teaching activity and teaching quality. Seeing from the implement circumstance that the high school’s
practiced activity and teaching quality supervision, draw up the quality standard similar to
hundred-mark system or five classes systems which investigate the quality of the student studies result is
difficult even impossible. But according to the characteristics of main teaching link, drawing up an
excellent (A class) and qualified(C class) grade standard is still feasible. According to these two grade

by the after, resolve the problem in the teaching process to be sprouting, visible result or will take place

order to improve the feedback speed of information, the school can through regular teaching meeting,
