A glossary of ELP implementation terminology
Gisella Langé - IMPEL Workshop
Graz, March 29, 2007
‘Bottom-up’
See IMPEL Glossary
A familiar term referring to both learning and
management styles. Where it applies to
learning, it denotes an exploration and
discovery approach in which the learner arrives
autonomously at knowledge and understanding
and then interacts with the teacher to confirm
and consolidate these. It can also denote an
implementation process in which teachers are
the driving force in innovation, rather than
inspectors or advisers. (cf. ‘top down’ q.v.)

‘Top-down’
See IMPEL Glossary
A familiar term referring to both learning and
management styles. In learning, it denotes a
teacher-led approach in which all knowledge is
passed down to pupils who have a somewhat
passive role in the process. In a management
context it can describe the imposition of, e.g.,
innovation, by advisers and inspectors rather
than its evolution in the classroom. (cf. ‘bottomup’ q.v.)

2. Che cosa so fare (What I can do)
3. Dossier
4. Passaporto
5. Problemi vari (different problems)

Challenges
1. How to keep track of students???
2.
How to offer training to new
teachers???
3. How to support teachers of year 1???
Gisella Langé - IMPEL Workshop
Graz, March 29, 2007
Considerations
1. impossible to keep track of 10,000
or more
students
2.
need to focus on trainers and teachers: offer
of 2nd level face-to-face courses for 150
teachers
3. solution:
cooperation with Publishing House
for training courses on web-based learning
platform

Crucial issues
•Preventing ELP proliferation :
the new tool should not conflict with
existing national ELP development and
implementation policies and approaches
• Preventing competition with existing
national/regional ELPs: the new tool should not
be perceived as something taking the place of
ELPs but as something to enhance their value
and link ELP-using crossborder communities.
