The Most Odious Invasion
Dear Mr. Makrias:
The ninth anniversary of one of
history's most odious invasions is upon
us, On July 20, 1974 , an independent,
small, virtually defenseless island nation
was brutally invaded by a vast ly superior
enemy. That fact alone is repugnant, It
is more so si nce the in vader is provided
arms by our country, the United States,
and is in the western alliance that proclaims it is the bastion of freedom.
Compounding the odiousness even
further is the fact that the Turk ish desecration against tiny Cyprus continues.
Besides those killed by the Turks and
billions of dollars of property destruction
and damage, 2,000 Greek-Cypriots are
still mi ssing, and Turkey refuses to
account for them; 200,000 GreekCypriots are refugees in their ancestral
land of thousands of years; the Turks
have 30,000 troops occupying 40% of
the most fertile part of the island; and
thousands of Turks have been brought to
the island to change its pre-invasion
demographic composition of 80% GreekCypriots and 18% Turkish Cypriots,
Freedom, justice, decency, truth, not·
with standing the occasional meek perfuncto ry pious pronouncements by some
in power in the Western Alliance for all
practical purposes have all been sacrificed
to fa lse notions of nat ional security,
convenient expediency, and nurtured by
t he unsubstantiated claims of national
interests.
We are continuing the fight of free
and honorable men to rid the soil of
Cyprus from the occupying Turk.

presented a check for $100,000 to Presi-
dent Rona ld Reagan at the White House
on July 28 . The check was presented on
behalf of Supreme President Peter S.
Kouchalakos and the Supreme Lodge.
The $100,000 is the first AHEPA cont ribution to the Statue of Liberty-Ellis
Island Centennial Commission, which
hopes to refurbish the Statue of Liberty,
establish a lasting museum on Ellis Island
to America's immig rants, and develo p
plans to ensure continuing support.

The AHEPA recent ly announced the

from the Greek American community in

sponsored by the Presidential Commis·
sian, headed by Lee A. lacocca, Chairman
of the Chrysler Corporation.
"The great majority of our Greek
immigrant forebearers entered America
through Ellis Isla nd," Supreme President
Peter Kouchalakos said, "and I think that
the AH EPA and all Greek Americans
should participate in a project that celebrates the heritage of all America's
immigrants."
The 271h-acre Ellis Island, site of a
federal arsenal and fort before being
picked as the entry point for immigrants,
no w houses a crumbling Great Hall,
infirmary, a nd other seriously deteriorated
buildings.
It first opened its doors to immigrants
on January 1, 1882, and took in 2,251
people that day. By 1954, more than 17
million people had passed through it .
Today, more than 100 million or 40% of
the American population can trace the ir
ancestry to family members who entered
through El lis Island_
International Symposium
on Modern Greece
The Modern Greek Studies Association
(MGSA) will hold its eighth international
symposium on October 27-30,1983, at New
York University in New York City. Under
the theme "Modern Greece in the European
Context" speakers from North America,
Western Europe and Greece will address a
variety of topics in the fields of literature,
language, history and the social sciences.
Professor Adamantia Pollis of the New
School for Social Research is chairing the
symposium's Program Committee. Dr.
John Brademas, President of New York
University, is scheduled to open the conference and Professor LS. Stavrianos will
give the key-note lecture on "Modern Greece
in Global Perspective: A Reconsideration."
The three-day program also includes a
number of social events at New York University and the Prince George Hotel (14 E.
28 Street) where many of the participants
will stay.

the Center for Byzantine and Modern Greek

The North Epirotic Problem
Is Now Internationalized

Some time ago, this writer has suggested
that the problem of the North Epirotic
tragedy be kept alive in the world conscience and brought to the councils of
international bodies in an effort to bring
about a favorable solution. The Pan Epirot ic Federation of the United States
and Canada and its very able President
Elias Betzios shou Id be happy now over
the latest developments regarding the
burning North Epirotic issue.
It is certain now that the matter of the
North Ep irot ic tragedy will be taken up
by the European Community's (EOK)
Parliament during the period of the Greek
presidency of EOK. The problem of the
hellish conditions in the helle n ic areas of
Southern Albania w ill be looked into by
the political committee of the EOK Parlia ment sitting at Strassbourg. The resolution
for such an action was initiated by the
German Christian Democrat member of
the European Parliament, Mr. Boglent.
More specifically, the resolution of the
Political Committee of EOK states that,
in keeping w ith the resolutions of the
United Nations at Geneva and New York,
which recognized the human rights of
the hellenic minority in Albania as fully
justified to preserve its freedom of religion
and language; and taking cognizance of
the Helsinki resolutions regarding the
freedoms of minorities, the European
Parliament calls upon the Albanian
authorities to restore the freedom of
religion to the hellenic minority in
Albania; to reopen the Greek Orthodox

The Elgin Marbles: valuable
Greek treasures in London

Greece is upset that something very
precious to its culture is displayed not in
Greece, but in the British Museum in
Londo n.
Greece wants these valuable art treasures
back. So far the British are not budging.
The argument that has been ranging on
and off Cor a century is in the news once more
because last month Greece officially asked
Britain to return the Elgin Marbles.
The Elgin Marbles are actually one of the
world's greatest collections of marbled
sculptures. They consist of statuary and
massive friezes. Friezes are large bands of
artwork that run across the side of a building. They are usually ornamental or show a
particular scene from life.
They were called Elgin Marbles after Lord
Elgin, then the British ambassador to
Turkey, brought the collection back from
Greece to Britain between 1801 and 1803.
Some records pinpoint the date as 1806. At
that time Greece was part of the Ottoman
Empire.
The Ottoman Empire was just another
term for the vast Turkish Empire, which
collapsed by the time World War I ended, in
1918.
The collection that Lord Elgin brought
back to London and that was bought by the
British Museum in 1816 was taken from the
Parthenon, which overlooks Athens, the
churches, and to permit the teaching at
the Greek language in parochial schools
as wel l as in the public sc hools of the
country.
Furthermore, the European Community
calls upon Albania to open up all passages
through the Greek·Albanian borders as
soon as possible to the end of facilitating
the free movement of persons and the
establishment of contact and co mmunication with the European Community.
There is a bright light, at long last, at
the other end of the tunnel - the long,
dark and dreary tunnel of untold suffering
of the Hellenes living under the heavy
and cruel yoke of Enver Hodja's brutal
dictatorship.

The Parthenon is a temple built by
Pericles to the goddess Athena more than
four centuries before Christ - between 437
and 432 BC. It is generally considered the
greatest masterpiece of architecture in the
world because of its perfect proportions and
fine details.
Although they have been badly damaged
over the centuries, the ruins of the Parthenon, standing on the hill known as the Acropolis, attract millions of tourists every year.
The fact that the Elgin Marbles. which
came from the Parthenon, are displayed to
tourists in London instead of Athens makes
the Greeks angry. They believe these important treasures do not belong in a foreign
country. Some people in Britain agree.
The reason Lord Elgin, who was a lover of
antiquities (as ancient relics are called)
wanted to move them was to help preserve
them. The Parthenon had been badly
damaged by war and the weather. The
British believe the British Museum is a safe
place for the Elgin Marbles, because they are
protected there from any further pollution.
The Greek government won't accept that
decision. It has the backing of a number of
other countries - countries that believe they
too have been robbed of great art treasures
and would like them back.
The British government doesn't want to
hand back the Elgin Marbles because it fears
that once id did, there would be no end to
demands from other countries to hand back
antiquities they say belong to them. If that
should happen, the museums of the Western
world could become very empty places
indeed.

Coffinas Wins 2.5 Million
Accident Case
A Brooklyn jury today (July 21)
awarded nearly $2.5 million to the five
victims of a 1978 accident involving an
automobile and an elevated train pillar
in Bensonhurst.
Two young men were killed and three
wo men injured when their car smashed
into an "el" pillar at New Utrecht Avenue
and 86th Street on April 9, 1978. The
five were returning to their homes in Bay
Ridge from a birthday party at about
3 :30 am that Sunday.
Community groups and residents had
long complained to city agencies that the
same steel pillar, along the "8" train line,
was difficult for drivers to see in the dark .
Several other accidents involv ing the same
post occurred in 1977, prompting some
in the neighborhood to call the pillar the
"Killer Pillar ."
After deliberating for an hour, the
all-woman jury in Brooklyn Supreme
Court ruled against the city and awarded
Debra Cordero, 28, $1.5 mill io n as a result
of serious thigh injuries she suffered in
the crash. Her husband , Frank was awarded
$20,000 for loss of his spouse's services.
Maria Cacicio, 25, was awarded
$500,000 for psychological injuries she
sustained.
Patricia Casey, 26, was awarded
$250,000 stemming from and back
injuries.
The families of the dead men, James
Cassidy, 20, the driver and John Gaffney,
25, were each awarded $100,000.
The defense team in the five week trial
before Judge Frank Vaccaro was headed
by Peter E. De81asio of Brooklyn with
offices at 233 Braodway. The attorney of
record was Gustav Coffinas of Brooklyn,
past Supreme President of AH EPA.
Coffinas commented that one month
after the accident the city installed
blinking lights on the el p illar.
DeBlasio last year won a record $10
million in an accident case.

The reason for our gathering today is to
pay our thanks and respect to a man whose
IOOth birsthday is this month, and who has
given his whole life for the betterment of all
human kind and , who through his research
and his hard work has saved the lives of
thousands
of
women
and
men
at the Conservatory of Music.
During his years in High School he was
greatly influenced by his association with
Steven Konstantinides, a relative, with
whom he lived for one year. Steve had
studied law in Germany and was a discipline
of German culture.
In 1898, Papanicolaou entered the University of Athens, School of Medicine and
.received iUs M.D. degree in 1904. He served
'in the Greek army for a while and then
convinced his father to send him to Germany
to further his education and besides the
young physician had very little interest in the
practice of medicine in the small town Kymi.
The 19th century was an exciting year in
zoology. In Germany, he worked very
closely with Professor Ernst Haeckel, one of
Europe's greatest early proponents of the
theory of Darwin, and Professor August
Weisman, a brilliant geneticist. By 1910, Dr.
Papanicolaou had completed his studies and
received his Ph.D. in Zoology following
which he returned to Greece.
During his stay in Greece, he met Mary
Mavroyianni, the daughter of a high-
who
otherwise could have died from cancer.
Dr. George Papanicolaou was born on
May 13, 1883. in the seaport town of Kymi
on the eastern slopes of the island ofEuboea.
His father was a doctor, and both parents
were upper mid-class and they were committed to the proper intellectual and emotional
development of the young Papanicolaou, as
well as of the other children. Kymi was generally a quiet town with a population of
about 10,000 people and life in Kymi was
casual and centered around the town square.
Papanicolaou was the third child and was
christened George Nicholas, being named
for his father and maternal grandfather.
After graduation from the local grammar
school and at the age of 11 years, he was sent
to Athens where he attended High School.
While in High School he took violin lessons
ranking military officer and they married in
September 25th, 1910. After his marriage, he
took an assignment with the Oceanographic
Museum of Monaco, and he participated in
expedition where he acted as a physiologist
together with Prince Albert the I of Monaco.
After he completed the one year assignement
the couple returned to Greece.
On October 15. 1912. Dr. Papanicolaou
was called into the army once more when
Greece joined the Balkan alliance in the war
against Turkey, and he served as a 2nd
Lieutenant.
During his military service he had come in
contact with a number of Greek~American
volunteer soldiers, who had told him of the
opportunities in America. His father was
upset about the idea and had said that his
son would be only an immigrant living
amongst strangers, away from family and
friends. However, despite all objections
raised by both familiea, the young couple
was determined to come to America. They
obtained tickets for passage on the ship
Athenai with only slightly more than
S250.00. the amount required to enter the
United States.
They arrived in New York City October
19. 1913.
One might ask- in the new land - how
could a foreigner obtain an academic
position without establishing credentials
and without friends? There was only one
man who might be able to help him. Dr.

T.H. Morgan of Columbia University had
just published a book entitled. "Heredity
and Sex." Included in this vo lume were two
pages which dealt with the experimental
work presented by Dr. Papanicolaou in his
Ph.D. Thesis, published in a German
Scientific Journal. Indeed, Dr. Morgan
helped him in obtaining a part-time position
as Assistant in the Department of Pathology
and Bacteriology of the New York Hospital.
As a res(iJ;t. of his excellent work he was
reco~en!1ed to be transferred to Cornell
M¢iC? ~ Center as Assistant in the Departmer'l,f 6f Anatomy. After two months, Mrs.
.Papanicolaou was also given a position in
the Anatomy Department of Cornell University and she worked as her husband's
technician. So ... here we have the formation of a research team which could bear
much fruit during the following half century.
During the early years at Cornell, he did
experimental work concerning the influence
of alcohol on chromosomes and the transmission of defects as wen as in a number of
other research subjects, as well as the study
of cell alterations during the menstrual
cycle. At Cornell, Dr. Papanicolaou rose
through the various ranks of Assistant Professor, Associate Professor, Professor, and
finally Professor Emeritus of Clinical Anatomy.
In the early 1920's, the Premier of Greece,
Venizelos, had become aware of Dr. Papanicolaou's work and offered him an appointment as Professor of Zoology at the University of Athens. By that time, however, his
work in this country had become established
and a promising future seemed assured in his
adoptive country.
His studies with the vaginal smears continued and, naturally, some of the cases he
studied were included cases of malignancy.
When he first detected a malignant cell, he
nade the following statement:
"The first observation of cancer cells in
smears of the uterine cervix was one of the
most thrilling experiences in my whole
scienticic career."
Dr. Papanicolaou is the one who
developed a technique to distinguishing
between normal, cancerous, and cancerprone cells by studying the vaginal smears.
That technique was later developed and
adopted as a diagnostic aid for detecting
cancer of other organs such as the stomach,
lungs, kidneys , prostate, bladder and others.
At Cornell, he continued his investigation
of women with genital malignancies and
presented the results of his work with cancer
cytology at the proceeding of the Third Race
Betterment Conference in Battle Creek,
Michigan, in Januarv 28, 1928. The title of
the paper was, "New Cancer Diagnosis."
One week later, and to be exact, January S,
1928, the New York World newspaper on
the front page news wrote about the new
detection method for cancer.
Dr. Papanicolaou's initial announcement
of the diagnosies of cancer from the vaginal
smear was received with little enthusiasm
and he failed to convince his colleagues of
the practicability of the procedure. His association, however, with Dr. Herbert Traut,
who was an established gynecologist produced a paper published in the American
10urnal of Obstretrics and Gynecology in
August of 1941, Two weeks later, the famous
and classic monograph diagnosies of uterine
cancer by the vaginal smear was published
fir ete common wealth fund by Harvard
University press.
The observations of Dr. Papanicolaou
and Dr. Traut were soon confirmed by other
investigators known in the field, such as
Meigs and Graham of Boston and Mackenzie in New York.
Dr. Papanicolaou organized and taught a
course in cystology at the New York Cornell
Medical Center in September of 1947.
Seventy-five participants, 4S of whom
pathologists from various states in the
nation attended the first course. After that

1947, over 600 doctors, mostly pathologists
and gynecologists and a small army of cytotechnologists came to Dr. Papanicolaou's
laboratory from 56 foreign countries. They
came to the Fountain Head for instruction
and guidance. Today the test is employed in
each of those countries in numbers that increase each year. The medical literature now
lists several thousand articles to the subject
of cytology and they are increasing at a rate
of about 150 each year.
By then application of the smear technique for cancer detection also had been
extended to other body fluid such as, urines ,
sputums, gastric washings, ascites, prostate
secretions, spinal fluids, and breast secretions_ Dr. Papanicolaou developed the five
categories of classification of the vaginal
smear that you are all familiar. In 1954,
Dr. Papanicolaou published the classic
"Atlas of Exfoliative Cytology"for which he
received the Bertner Foundation Award in
1955.
His attemts to form a cytology research
institute within the New York Hospital of
Cornell Medical Center was met with disappointment. Space was limited and the establishment of such institute within an institute
was contrary to pOlicy.
Dr. Papanicolaou began to look
elsewhere. He had an offer irom North
Shore Hospital to set up a research laboratory. Its proximity to Douglaston home
made it an appealing offer, but the possibility of loss of continuing financial support
for his work influenced him to decline.
In 1957, an opportunity arose to tour
Europe in conjunction with the International Cytologigal Congress taking place in
Brussels. A part of the tour would include a
visit to Greece where several influential
citizens had pressed Dr. Papanicolaou to
establish a research institute.
On their return to Greece, the first stop
was the island of Corfou, where they were
cordially received by the Greek royal family
at their summer home "Mon Repos."
In Athens the couple maintained a busy
schedule, and there had been much discussion concerning the founding of a research
center in Athens. All large hospitals and
many scientists were involved to assess the
situation. The funding, however, was not
forthcoming, and Dr. Papanicolaou returned to New York and turned his attention to
the possibility of establishing a cytological
research center in the United States.
In 1958, Dr. Papanicolaou was proposed
for the Nobel Prize in Medicine. The unfortunate death of one of his greatest
admirers, who was a member of the
committee, may have contributed to his not receiving the prize.
His monumental contributions to science
had received practical application on a scale
rarely witnessed during one's life. He was

definitely acknowledged as the Founderofa
new medical specialty, diagnostic cytology
and partly endocrinology.
The same year, Dr. Papanicolaou was
promoted to Emeritus Professor of
Anatomy at Cornell Medical Center, which
somehow relieved him of the daily responsibilities in the laboratory.
The following year Dr. Papanicolaou
received an offer from the Board of Directors of the Cancer Institute of Miami, to
become its Director and the name of the
institute would be chan.2ed to the "Papaoffer and moved to Miami by end of October
1961.
The couple was happy in their new environment. Dedication of the Instirute was
scheduled to take place in May. On Sunday,
February 18, 1962. Dr. Papanicolaou spent
a pleasant day with his friends, Dr. Cameron, President of Hahnemann Medical
College and Hospital in Philadelphia. Early
next morning, about 6:00 a.m. Dr. Papanicolaou suddenly noted chest pain and

Derwinski misses Congress.
After 24 years on Capitol Hill, the Illinois
Republican moved across town in March to
a big seventh-floor office at the State
Department to take up the post of counselor. Mr, Derwinski confesses that he's still
a little perplexed.
"Meeting galore," he said with a shrug.
"That's part of the frustration. There's a
tendency to call meetings at the drop of a
hat. At most meetings you don't necessarily
achieve very much.
"And the paperwork! So much of the
work is paperwork. On the Hill, you call a
member and have a five-minute conversation and say, 'O.K. Jack, it's a deal." Well,
you can't do that here. It's all paper. After
every meeting someone prepares a paper.
The entire building rewrites it, then you have
another meeting to study it.
"The system is a lot slower than the snasnap-snap judgements I'm used to."
A cheerful, blunt·spoken man with a crew
cut, Mr. Derwinski was a veteran Repub-_
liean leader on the House Foreign Affairs
Committee until, as he said, "my throat was
slit by the mapmakers." He lost his seat in a
primary after being thrown by reapportionment into a district with another Republican
incumbent. Late last year the Reagan Administration nominated him to serve as State
Department counselor, succeeding James L
Buckley.
A Wall Lined With Pennants
..It was very difficult to leave Congress,"
said Mr. Derwinski in an office filled with
photographs of himself and various V.I.P.'s,
one wall of which is lined with pennants of
the Chicago White Sox, the Chicago Cubs
and the Chicago Black Hawks.
"I wasn't one of the publicity seekers," he
said. ". didn't have a press release every day
saying that Congressman Derwinski was
going to announce a solution for EI

workload, the debating, the legislative strategy, the give-and-take. the behind-the-
scenes stuff.
"On the Hill, you could sit down with
someone of a totally different philosophical
point of view and have a good give-and·take .
and then go down and play a game of
paddleball," said Mr. Derwinski, smiling.
" Well here it's different. Here everybody's
on the team. There's not that fraternal
feeling."
"Within Congress," he added, "if they
knew you did your homework, your peers
acknowledged your special knowledge.
Here, well, everybody's an expert. They
instictively fine tune everything. They thrive
on alternative points of view. There's always
an 'if,' 'and ' or a 'but.' ..
Mr. Derwinski conceded that the job of
State Department counselor was vaguely
defined and "evolving." Some of his
predecessors have played highly visible
roles, carrying out negotiating tasks for the
Secretary of State, for example, but Mr.
Derwinski indicated that he has not quite
found his niche.
"The things I'm assigned to are the things
that no other area wants, or things they do
want to do and I temporarily impose on their
turf."
Mr. Derwinski's connections in Congress
have led officials of the Reagan Administration to ask him to telephone friends in the

Because of Mr_ Derwinski's long-standing
interest in the Atlanticalliance and the situation in Eastern Europe, he has also been
called into policy meetings on relations with
Greece and Turkey, problems within the
Nonh Atlantic Treaty Organization and the
crisis in Poland.
"Poland is an unusual situation for us," he
said. "We have a great interest. but very few
levers to pull. We have to react more than
act. ..
Mr. Derwinski said that one of the
surprises for him in the past few months was
that ,\ongress and the State Department still
resembled a couple on their first date: There
is a "lack of familiarity" about each other's
behaviour.
"Congressmen tend to approach issues
-that fan into black or white categories," said
Mr. Derwinski. "The approach of the State
De~artment is to look at all sides, study all
options, try for compromise.
"Well, when you're in the political world ,
you approach things in a more precise and
hard-nosed fashion," he said . "You either
come down for or against aid to Turkey or
Greece, for or againsy a base agreement with
the Philippines_"

Academy axceeds two million dollars. The
Academy, maintained by the Greek
Orthodox Archdiocese, is a school and
home for Greek American children in need.

What discourages him, Mr. Derwinski
indicated, is that State Department decisions are sometimes offered without officials' taking account of domestic political
realities. "When a State Department
position evolves and goes through the
system, the White House logically may
crank into it the political evaluation which is
often missing," he said. "I've made the point
here, we should anticipate the White House
concerns."
"Let's take Poland," he said. "'Automatically the White House will think how will
Polish-Americans react to this, which isn't
necessarily the reaction here. By the very
nature of the process, the career diplomat
would like not to have to take into account
domestic political pressure. "
The paperwork galls Mr. Derwinski. "I've
told my staff that if you're going to write a
four-page memo to me, I want it to be it in
three. Brevity is a virtue. I've also told them
that any dec::~s.ion can":ot be divorced from
domeshc pohtlcai conSiderations. We've got
to anticipate the X·Y·Z bloc of voters ....
Althoiiih 'Mr. Derwinski works the same
hours at the State Department that he did in
the House, 7:30 A.M. to 7 P.M., he concedes
with some wistfulness that his job now is a

Greek Heads European
Community

ATHENS, July I- In October 1981.
Andreas Papandreou led his Socialist Party
to power promising to pull Greece out of
both the European Community and NATO.
Today, under anxious western eyes, Papandreou's Greece took its turn as president of
the European Community for the next six
months.
For the Eurocrats interviewed in Brussels,
headquarters ~f th"", to-nation community
that has become known as "the economic
arm of NATO", the test of success for the
Greek presidency will be simple. As one said,
"It will be a success if Mr. Papandreou
proves he can be a European first and a
Greek second."
Up to now. while not moving to pull
Greece out of either the community or
NATO, Papandreou has acted the role of
Free spirit within both organizations, playing to a nationalistic gallery at home and
frequently blocking consensus on key international issues such as East-West relations,
disarmament and the Middle East. There is
anxiety in Brussels now over whether the
Greek prime minister will carry this freewheeling style over to the community chair.
The greatest concern is over what attitude
Papandreou will take toward the community's attempts at p~llitical cooperation. Although the 1957 Treaty of Rome establishing the grouping made no mention of it, the
European partners have been moving
toward a common foreign policy since the
early 1960s and a "solemn declaration'" favoring a common policy, called the
Genscher-Colombo Plan, was signed at the
last community summit in Stuttgan two
weeks ago.
Greece endorsed the Genscher-Colombo
Plan, but reserved the right of each member
state to conduct its own national policy.
Now EC officials worry that Papandreou,
by insisting on holding to past Greek positions, could continue to block unanimity in
political cooperation.
There are optimists in Brussels, however.
who point out that Papandreou speaks with
two voices, reserving his militant, anti-community rhetoric for Greek domestic
consumption. They note, for instance, that
his tadical statements on the EC's need for
independence from Washington were made
to Greek journalists en route back to Athens
from Stuttgart.
If that isn't sufficiently reassuring, the
European optimists have a fallback argument. The powers of the presiding country,
they stress, are limited in some fundamental
ways. It is not, for example, empowered to
make policy decisions for the community.
Its job is, rather, to organize, chair and often

of the Council on Foreign Relations, and
the New York State Bar.

host the meetings that represent the community's normal decision-making process.
They concede, however, that each country
brings its own style to the presidency and is
able to highlight certain issues by giving
them priority for discussion. Papandreou
has said, for instance, that he will press for a
community initiative on the Cyprus issue,
which has soured Greece's relations with
Turkey since it flared again in the mid1970's,
Another sensitive issue that Papandreou
has singled out is the Middle East. In May.
Greece dissociated itself from a community
communique endorsing the Israeli-Lebanese troop pullout agreement, and Greece
remains the only community member that
does not recognize Israel.
On a third issue named by Papandreou,
Central America, the Greek position is consistent with the European Community's
views. The Stuttgart summit issued a
statement highly critical of the Reagan
administration's Central American policy.
On the economic side, Papandreou has
said he will push for "convergence"- that is,
trying to narrow the economic gap between
the community's richer and poorer
members, particularly by channeling more
funds to its Mediterranean regions.

Joint Greek-American Presence in
Washington D.C.
Andrew A. Athens, Chairman of the
United Hellenic American Congress
(UHAC), today announced that he and
George P. Livanos, Chairman of the
American Hellenic Alliance, Inc., have
formally committed to be the first organization to participate in a joint presence
and effort in Washington, D.C. beginning
on September 1 of this year. Athens said,
"This is the first step toward developing
a mechanism in Washington through
which Greek-American organizations can
confer, debate and eventually establish
common positions on a few national
issues of importance to our national
oommunity, and to coordinate closely
our effort in the implementation of those
decisions. Such a mechanism will enable

makes up our community around the
country. This commitment is a major step
towards strengthening the voice of the

Dominating the city of Babylon. where
the hanging garden once formed one of the
seven wonders of the world in ancient times.
is now a more modern wonder: a colossal
plywood cutout of Saddam Hussein, president of Iraq. It was Hussein, as I reported
a few weeks ago, who recently celebrated a
disastrous war and his birthday with a cake
of 46 layers, each so vast that it had to be
lowered into place by crane.
The war between Iraq and Iran has now
engendered fresh agonies for the Kurds, and
it is to their travails that we must now direct
our attention.
The financial lifeline for the Iraqi war
machine is a pipeline stretching from Kirkuk
through Turkey into the Mediterranean, a
distance of 1005 kilometers. Through it can
flow 650,000 barrels of oil a day, this
pipeline passes the foot of the mountains of
Kurdistan, part of the dominion of the
Kurds, whose homeland extends into Iraq,
Iran and Turkey. Normally it is protected
zealously from Kurdish raids by Iraqi
soldiers, but these have now been
summoned to battle the Iranians.
Emboldened by their absence the Kurdish
rebels have been raising Kalashnikovs once
more in pursuit of their ancient dream of
nationhood, betrayed on innumerable occasions through out history, most recently in
1975 by Kissinger and the Shah.
Publicly admitting that they feared for the
safety of the pipeline, the Iraqis have called
in the Turks, who have their own Kurds to
worry about. Two Turkish brigades have
been active in the mountains, spearheading
the first Turkish invasion since the rape of
Cyprus in 1974- a rape both netaphorical
and literal, in the sense that history has
seldom recorded so insensate and violent a
debauch on the part of an invading power.
Turkish soldiers, apt and eager for the
task, have indeed raped and pillaged.
Turkish planes have bombarded the torn
and defenseless remains. Despite claims in
Bagdad and Ankara that the Turks have
pulled out, their troops are in fact digging in
