Update on Regulations for Radioactive Materials Transportation Michael Conroy, DOT/PHMSA NRC-DSFM Regulatory Conference November 19, 2015 DOT’s HM-250 Rulemaking • Published July 11, 2014 • Changes for – Harmonization with 2009 Edition of IAEA Regulations – Other DOT Proposed Amendments • Effective Date: October 1, 2014 • Delayed Compliance Date: July 13, 2015 2 Changes Included in HM-250 • • • • • 3 Packages Requiring Placarding Marking of “Overpacks” Type A Package Documentation Contamination Controls Other Changes Corresponding NRC Rulemaking • NRC Docket 2008–0198 • Final Rule Published June 12, 2015, effective July 13, 2015 • Made changes based on the 2009 IAEA regulations and to maintain consistency with the DOT’s regulations. • Made some NRC initiated changes 4 1. Section 71.15, “Exemption from classification as fissile material.” 2. Section 71.85, “Preliminary determination.” 3.
