EXECUTIVE SUMMARY
On September 19, 2006, a Radiological Emergency Preparedness (REP) Partial
Participation Plume Exposure Pathway exercise was conducted in the 10-mile Emergency
Planning Zone (EPZ) around the Palisades Nuclear Power Plant by the U.S. Department
of Homeland Security (DHS), Chicago Field Office (CFO). The purpose of this exercise
was to assess the level of State and local preparedness in responding to a radiological
emergency. This exercise was held in accordance with DHS' policies and guidance
concerning the exercise of State and local Radiological Emergency Response Plans
(RERPs) and procedures.
The most recent exercise at this site was conducted on August 17, 2004. The qualifying
emergency preparedness exercise was conducted on December 9, 1980.
DHS wishes to acknowledge the efforts of the many individuals who participated in this
exercise. In the State of Michigan the risk counties of Allegan, Berrien and Van Buren
participated along with the State government.
Protecting the public health and safety is the full-time job of some of the exercise
participants and an additional assigned responsibility for others. Still others have
willingly sought this responsibility by volunteering to provide vital emergency services to
their communities. Cooperation and teamwork on the part of all the participants was
evident during this exercise.
This Final Report contains the evaluation of the biennial exercise and the evaluation of
the following out-of-sequence activities: Michigan Department of Environmental Quality
activities in Allegan, Berrien and Van Buren County; Evacuee Vehicle Monitoring and
Decontamination; Evacuee Monitoring, Decontamination and Registration; Congregate
Care Centers; and a Medical Services (MS-1) Drill; and EV-2 School Interview.
The State and local organizations, except where noted in this report, demonstrated
knowledge of their emergency response plans and procedures, and adequately
implemented them.
No Deficiencies were identified for the State of Michigan or for Allegan, Berrien or Van
Buren Counties during this exercise.
There were no Areas Requiring Corrective Action (ARCAs) identified during this
exercise for the State of Michigan or for Berrien County. There were no ARCAs from
previous exercises for the State of Michigan or for Allegan or Berrien Counties that were
required to be demonstrated during this exercise.

There were two previous ARCAs for Van Buren County from the October 20, 2004, out
of sequence MS-1 Drill that were required to be demonstrated at the October 18, 2006,
out of sequence MS-1 Drill. Both previous ARCAs were identified under Criterion 6.d.1
- Transportation and Treatment of Contaminated Injured Individuals. Both ARCAs
were resolved during the out of sequence drill.
There was one ARCA identified for Allegan County during this exercise.
The ARCA for Allegan County was identified under Criterion 6.a.1 - Monitoring and
Decontamination of Evacuees and Emergency Workers, and Registration of Evacuees,
whereby inadequate monitoring techniques were demonstrated during evacuee vehicle
monitoring. This ARCA was successfully re-demonstrated during the exercise.
There were two ARCAs identified for Van Buren County during this exercise. One of the
ARCAs was successfully re-demonstrated during the exercise. One ARCA remains as an
open issue.
The first ARCA for Van Buren County was identified under Criterion 3.a.1 Implementation of Emergency Worker Exposure Control, whereby the Radiological
Defense Officer failed to provide a dosimetry briefing to EWs. This ARCA was
successfully re-demonstrated during the exercise.
The second ARCA for Van Buren County was identified under Criterion 5.b.1 –
Emergency Information and Instructions for the Public and the Media, whereby Van
Buren County EOC did not provide accurate information in Emergency Alert System
messages being broadcast to the public.
A detailed discussion of these issues can be found in Part IV of this report.

II.
INTRODUCTION
On December 7, 1979, the President directed FEMA to assume the lead responsibility for
all off-site nuclear planning and response. DHS’ activities are conducted pursuant to 44
Code of Federal Regulations (CFR) Parts 350, 351, and 352. These regulations are a key
element in the Radiological Emergency Preparedness (REP) Program that was established
following the Three Mile Island Nuclear Station accident in March 1979.
The FEMA Rule 44 CFR 350 establishes the policies and procedures for DHS' initial and
continued approval of State and local governments’ radiological emergency planning and
preparedness for commercial nuclear power plants. This approval is contingent, in part,
on State and local governments’ participation in joint exercises with licensees.
DHS’ responsibilities in radiological emergency planning for fixed nuclear facilities
include the following:
•
Taking the lead in off-site emergency planning and in the review and evaluation
of RERPs and procedures developed by State and local governments;
•
Determining whether such plans and procedures can be implemented on the basis
of observation and evaluation of exercises of the plans and procedures conducted
by State and local governments;
•
Responding to requests by the U.S. Nuclear Regulatory Commission (NRC)
pursuant to the Memorandum of Understanding between the NRC and FEMA
dated June 17, 1993 (Federal Register, Vol. 58, No. 176, September 14, 1993);
and
•
Coordinating the activities of Federal agencies with responsibilities in the
radiological emergency planning process:

Representatives of these agencies serve on the DHS Radiological Preparedness
Coordinating Committee (RPCC), which is chaired by DHS.
Formal submission of the RERPs for the Palisades Nuclear Power Plant to FEMA Region
V by the State of Michigan and involved local jurisdictions occurred on March 22, 1982.

Formal approval of these RERPs was granted by FEMA on July 2, 1987, under 44 CFR
350.
A REP Partial Participation Plume Exposure Pathway exercise was conducted on
September 19, 2006, by DHS to assess the capabilities of State and local emergency
preparedness organizations in implementing their RERPs and procedures to protect the
public health and safety during a radiological emergency involving the Palisades Nuclear
Power Plant. The purpose of this exercise report is to present the exercise results and
findings on the performance of the offsite response organizations (OROs) during a
simulated radiological emergency.
The findings presented in this report are based on the evaluations of the Federal
evaluation team, with final determinations made by the DHS Chicago Field Office RPCC
Chairman, and approved by DHS Headquarters.
The criteria utilized in the DHS evaluation process are contained in:

NUREG-0654/FEMA-REP-1, Rev. 1, “Criteria for Preparation and Evaluation of
Radiological Emergency Response Plans and Preparedness in Support of Nuclear
Power Plants,” November 1980;
•
FEMA-REP-14, “Radiological Emergency Preparedness Exercise Manual,”
September 1991; and
•
FEMA “Radiological Emergency Preparedness: Exercise Evaluation
Methodology” as published in the Federal Register Notice/Vol. 67, No. 80, dated
April 25, 2002.
Section III of this report, entitled "Exercise Overview," presents basic information and
data relevant to the exercise. This section of the report contains a description of the plume
pathway EPZ, a listing of all participating jurisdictions and functional entities, which
were evaluated, and a tabular presentation of the time of actual occurrence of key exercise
events and activities.
Section IV of this report, entitled "Exercise Evaluation and Results," presents detailed
information on the demonstration of applicable exercise criteria at each jurisdiction or
functional entity evaluated in a jurisdiction-based, issues only format. This section also
contains: (1) descriptions of all Deficiencies and ARCAs assessed during this exercise,
recommended corrective actions, and the State and local governments' schedule of
corrective actions, if applicable, for each identified exercise issue and (2) descriptions of
unresolved ARCAs assessed during previous exercises and the status of the OROs’
efforts to resolve them.

III.
EXERCISE OVERVIEW
Contained in this section are data and basic information relevant to the September 19,
2006, REP Partial Participation Plume Exposure Pathway exercise to test the offsite
emergency response capabilities in the area surrounding the Palisades Nuclear Power
Plant. This section of the exercise report includes a description of the plume pathway
EPZ, a listing of all participating jurisdictions and functional entities which were
evaluated, and a tabular presentation of the time of the actual occurrence of key exercise
events and activities.
A.
Plume Emergency Planning Zone Description
The Palisades Nuclear Power Plant is a single unit pressurized water reactor with
a net capacity of 805 megawatts. The facility owned by Consumers Energy and
operated by Nuclear Management Company (NMC), commenced commercial
operation in December 1971. Lake Michigan is the cooling water source for the
plant.
The plant is located in northwestern Van Buren County, Michigan, on the shore of
Lake Michigan, approximately five miles south-southwest of South Haven. The
10-mile EPZ of the Palisades Nuclear Power Plant encompasses parts of Allegan,
Berrien, and Van Buren Counties, with the major portion of the zone falling
within Van Buren County. The total plume pathway EPZ permanent population is
33,027 persons.
The EPZ is comprised of five Protective Action Areas (PAAs), numbered 1 to 5,
with PAAs 1, 2, and 3 being located within Van Buren County only; PAA 4 is
located within both Allegan and Van Buren Counties; and PAA 5 is located
within both Berrien and Van Buren Counties. The permanent population of PAA
1 is 2,001. The permanent population of PAA 2 is 1,939. The permanent
population of PAA 3 is 2,360. The permanent population of PAA 4 is 10,283 in
Van Buren County, and 1,433 in Allegan County. The permanent population of
PAA 5 is 4,308 in Van Buren County, and 10,703 in Berrien County.
Approximately 50 percent of the 10-mile EPZ lies within Lake Michigan. The
lake attracts a large number of vacationers during the summer. The area includes
various summer resorts, which offer camping facilities, light housekeeping
cottages, tourist’s attractions, and the Van Buren State Park. The City of South
Haven, with a tourism-based economy, is located five miles north of the plant.
The population varies from summer to winter months.
Agricultural use of the land includes seasonal fresh fruit and vegetable farming
and processing. Peak agricultural use takes place during the spring, summer, and
fall months.

IV. EXERCISE EVALUATION AND RESULTS
Contained in this section are the results and findings of the evaluation of all jurisdictions
and functional entities that participated in the September 19, 2006, REP Partial
Participation Plume Exposure Pathway exercise to test the off-site emergency response
capabilities of State and local governments in the 10-mile EPZ surrounding the Palisades
Nuclear Power Plant.
Each jurisdiction and functional entity was evaluated based on its demonstration of
exercise criteria delineated in Federal Register Notice/Vol. 67, No. 80, dated April 25,
2002. Detailed information on the exercise criteria and the extent-of-play agreement used
in this exercise are found in Appendix 3 of this report.

A Deficiency is defined in FEMA-REP-14 as "...an observed or identified
inadequacy of organizational performance in an exercise that could cause a
finding that offsite emergency preparedness is not adequate to provide
reasonable assurance that appropriate protective measures can be taken in
the event of a radiological emergency to protect the health and safety of
the public living in the vicinity of a nuclear power plant."

An ARCA is defined in FEMA-REP-14 as "...an observed or identified
inadequacy of organizational performance in an exercise that is not
considered, by itself, to adversely impact public health and safety."
DHS has developed a standardized system for numbering exercise issues
(Deficiencies and ARCAs). This system is used to achieve consistency in
numbering exercise issues among DHS Field Offices and site-specific exercise
reports within each Field Office. It also is used to expedite tracking of exercise
issues on a nationwide basis.
The identifying number of Deficiencies and ARCAs includes the following
elements, with each element separated by a hyphen (-).
•
Plant Site Identifier – A two-digit number, corresponding to the Utility
Billable Plant Site Code.
•
Exercise Year – The last two digits of the year the exercise was
conducted.
•
Criterion Number – An alpha and two-digit number corresponding to the
criteria numbers in the six Exercise Evaluation Areas described in Federal
Register Notice/Vol. 67, No. 80 dated April 25, 2002, which amends
FEMA-REP 14, Radiological Emergency Preparedness Exercise Manual.
•
Issue Classification Identifier – (D = Deficiency, A = ARCA). Only
Deficiencies and ARCAs are included in exercise reports. Plan issues are
reported to the State(s) via a letter from the RPCC Chairman. Therefore,

Description: Van Buren County EOC did not provide accurate information in
Emergency Alert System (EAS) messages being broadcast to the public.
Possible Cause: Various factors contributed to the failure to provide accurate
information to the public. The Van Buren County EOC utilized an incorrect prescripted form that included verbiage that stated that “Farmers affected by this
order should shelter their animals and provide stored feed and water. The USDA
and NDOA will provide further instructions and coordinate with local officials for
you to gain access to the evacuated area.” This pre-scripted form was not inline
with the Protective Action Order issued by the Governor. Further, the times
written down on the form were the times the EOC received the notification
concerning the General Emergency ECL, not the times the utility declared the

accordance with current plans and procedures, a review was not conducted to
make sure that all information contained in the EAS message was up to date.

Effect: The public did not receive accurate information, which could lead to a
mistrust of emergency response officials. Further, the inaccuracy concerning the
farmers could place them in harms way over confusion of whether to either
evacuate or to place their animals on stored feed and water.
Recommendation: The Van Buren County EOC should use the pre-scripted EAS
message that is currently in the Van Buren County Emergency Operations Plan.
The Director of Office of Domestic Preparedness should also carefully review the
EAS messages being sent to the radio station to ensure that the times included are
the times the Utility declared the General Emergency ECL and that the message
accurately reflects the Protective Action Order.

Schedule of Corrective Actions: The offending EAS message appears to have
been an "outdated copy" that had not been destroyed previously and was used
inadvertently during the exercise. In fact, Van Buren County has had the
correct/approved message within the Public Information Annex of their
Emergency Operations Plan since 2003. Directly following the Palisades
Exercise, Van Buren County Office of Domestic Preparedness, in council with the
Michigan State Police Emergency Management and Homeland Security Division,
completed a thorough investigation of all EAS SOPs at all locations. Incorrect
and outdated EAS messages were destroyed and replaced with the appropriate
EAS messages where appropriate. Training for EOC staff in regards to EAS
procedures will include adequate instructions to staff to ensure that correct times
are recorded on all EAS messages, and that all EAS messages will be reviewed for
accuracy prior to dissemination.

Effect: In a real event, EWs might not remember all the things they are supposed
to do regarding their dosimetry. They might not read their dosimetry and get
unnecessary exposure or not properly wear their dosimetry thereby getting
incorrect readings, or not take KI when directed.
Corrective Action Demonstrated: The Controller halted the demonstration and
explained to the RDO the importance of conducting the dosimetry briefing. The
RDO then conducted a dosimetry briefing covering the following subjects:
zeroing of the DRDs using the pistol style charger, wearing the DRD and TLD on
the outside of the upper body, reading and recording the DRD data every 30
minutes (a task which he performed every 30 minutes), DRD exposure limits of 1
R/day and 3 R/event, and to turn in all of the dosimetry kit contents to him at the
end of their assignment.
After the briefing was concluded, three EWs were interviewed to determine their
knowledge and understanding of the dosimetry they were issued, and the briefing
they received. They all knew the purpose, use, and 30 minute recording
requirements for the DRDs issued to them, not to take KI unless directed to by
their supervisor, not to take KI if they had iodine allergies, the 1 R and 3 R dose
limits and what to do if they were exceeded, and to turn in their dosimetry kits at
the end of their assignment.

EXERCISE CRITERIA AND EXTENT-OF-PLAY AGREEMENT
This appendix lists the exercise criteria that were scheduled for demonstration in the Palisades
Nuclear Power Plant REP Partial Participation Plume Exposure Pathway exercise on September
19, 2006, and the off-site extent-of-play agreement approved by DHS CFO on September 6,
2006.
The exercise criteria, contained in FEMA “Radiological Emergency Preparedness Exercise
Evaluation Methodology” as published in the Federal Register Notice/Vol. 67, No 80, dated
April 25, 2002, represent a functional translation of the planning standards and evaluation criteria
of NUREG-0654/FEMA-REP-1, Rev. 1, Criteria for the Preparation and Evaluation of
Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants,
November 1980.
Because the exercise criteria are intended for use at all nuclear power plant sites, and because of
variations among off-site plans and procedures, an extent-of-play agreement is prepared by the
State and approved by DHS to provide evaluators with guidance on expected actual
demonstration of the criteria.
A.
Exercise Criteria and Extent-of-Play
Listed below are the specific REP criteria scheduled for demonstration during this
exercise.
EVALUATION AREA 1: EMERGENCY OPERATIONS MANAGEMENT
CRITERION 1.a.1: OROs use effective procedures to alert, notify and mobilize
emergency personnel and facilities in a timely manner.
CRITERION 1.c.1: Key personnel with leadership roles for the ORO provide
direction and control to that part of the overall response effort for which they are
responsible.
CRITERION 1.d.1: At least two communications systems are available, at least one
operates properly, and communication links are established and maintained with
appropriate locations. Communications capabilities are managed in support of
emergency operations.
CRITERION 1.e.1: Equipment, maps, displays, dosimetry, potassium iodide (KI),
and other supplies are sufficient to support emergency operations.
EVALUATION AREA 2: PROTECTIVE ACTION DECISION-MAKING

CRITERION 2.a.1: OROs use a decision-making process, considering relevant
factors and appropriate coordination, to ensure that an exposure control system,
including the use of KI, is in place for emergency workers including provisions to
authorize radiation exposure in excess of administrative limits or protective action
guides.
CRITERION 2.b.1: Appropriate protective action recommendations are based on
available information on plant conditions, field monitoring data, and licensee and
ORO dose projections, as well as knowledge of on-site and off-site environmental

The partial-participation exercise scenario was submitted by the State of Michigan and Nuclear

EXTENT OF PLAY
Real events that require ambulance or hospital resources take precedent over the drill.
Use of equipment will be at the discretion of the drill controller and attending medical
staff. Simulation will be used whenever possible to reduce cost and waste of resources.
All invasive treatments (i.e., etc) administration of medication, and diagnostic procedures
(X-rays, etc.) will be simulated.
Non-invasive medical treatment, contamination/radiological controls will be fully
demonstrated unless otherwise directed by drill controller.
The drill will be terminated at the discretion of the drill controller based on successful
demonstration of objectives.
