I. Introduction
The U.S. Nuclear Regulatory
Commission (NRC) has issued for public
comment a draft guide in the agency’s
‘‘Regulatory Guide’’ series. This series

was developed to describe and make
available to the public such information
as methods that are acceptable to the
NRC staff for implementing specific
parts of the NRC’s regulations,
techniques that the staff uses in
evaluating specific problems or
postulated accidents, and data that the
staff needs in its review of applications
for permits and licenses.
The draft regulatory guide, entitled,
‘‘Water Sources for Long-Term
Recirculation Cooling Following a LossOf-Coolant Accident,’’ is temporarily
identified by its task number, DG–1234,
which should be mentioned in all
related correspondence. DG–1234 is
proposed Revision 4 of Regulatory
Guide 1.82. This revision incorporates
current state of knowledge found during
NRC-sponsored research and plantspecific analysis and testing applicable
to Emergency Core Cooling System
(ECCS) strainer performance and debris
blockage by Loss of Coolant Accident
(LOCA) generated debris.
This guide describes methods that the
staff of the U.S. Nuclear Regulatory
Commission considers acceptable to
implement requirements regarding the
sumps and suppression pools that
provide water sources for emergency
core cooling, containment heat removal,
or containment atmosphere cleanup
systems. It also provides guidelines for
evaluating the adequacy and the
availability of the sump or suppression
pool for long-term recirculation cooling
following a loss-of-coolant accident.
This guide applies to both pressurizedwater reactor and boiling-water reactor
types of light-water reactors.
II. Further Information
The NRC staff is soliciting comments
on DG–1234. Comments may be
accompanied by relevant information or
supporting data, and should mention
DG–1234 in the subject line. Comments
submitted in writing or in electronic
form will be made available to the
public in their entirety through the
NRC’s Agencywide Documents Access
and Management System (ADAMS).
Comments would be most helpful if
received by September 10, 2010.
Comments received after that date will
be considered if it is practical to do so,
but the NRC is able to ensure
consideration only for comments
received on or before this date.
Although a time limit is given,
comments and suggestions in
connection with items for inclusion in
guides currently being developed or
improvements in all published guides
are encouraged at any time.

Notice of Intent To Prepare an
Environmental Impact Statement for
the Proposed International Isotopes
Uranium Processing Facility
AGENCY: Nuclear Regulatory
Commission.
ACTION: Notice of Intent.
SUMMARY: International Isotopes
Fluorine Products, Inc. (IIFP), a wholly
owned subsidiary of International
Isotopes, Inc. (INIS), submitted a license
application, which included an
Environmental Report (ER) on December
30, 2009, that proposes the construction,
operation, and decommissioning of a
fluorine extraction and depleted
uranium de-conversion facility to be
located near Hobbs in Lea County, New
Mexico. The U.S. Nuclear Regulatory
Commission (NRC), in accordance with
the National Environmental Policy Act
(NEPA) and its regulations in 10 Code
of Federal Regulations Part 51,
announces its intent to prepare an
Environmental Impact Statement (EIS)
evaluating this proposed action. The EIS
will examine the potential
environmental impacts of the proposed
INIS facility.
DATES: NRC invites public comments on
the appropriate scope of issues to be
considered in the EIS. The public
scoping process required by NEPA
begins with publication of this Notice of
Intent. Written comments submitted by
mail should be postmarked by no later
than August 30, 2010 to ensure
consideration. Comments mailed after
that date will be considered to the
extent practical.
The NRC will conduct a public
scoping meeting in Hobbs, New Mexico,
to assist in defining the appropriate
scope of the EIS, and to help identify
the significant environmental issues that
need to be addressed in detail. The
meeting date, time, and location are
listed below:
