 Certificate of Compliance (CoC) 1004, Standardized NUHOMS® System,
expiration date is 1/23/15.
 Pre-application meetings August 2013, January and July 2014.
 Precedence from five renewed site licenses and one nearing approval.
 Three involved the NUHOMS® horizontal technology:

Robinson

Oconee
•
Calvert Cliffs
 One CoC (CoC 1007 for the VSC-24) has a renewal application under NRC
review.

NRC/NEI/Industry Guidance Activity

Several NRC public meetings (pre-applicants, post-applicants, and
NEI/industry as a whole).

NUREG-1927 being revised, based on renewal experience.

NEI 14-03 developed by NEI and a team of industry representatives, to
complement NUREG-1927.

First workshop regarding inspection tools/techniques/training recently
occurred, with NRC and industry participants.

Regardless of the precedence and the very active efforts listed here,
discussions by this panel will reflect the dynamic reality of the current
state of affairs with renewal application guidance.

CoC 1004 Renewal Application
 The CoC 1004 renewal application was dated 11/4/14.
 All thirteen approved amendments are being renewed.
 Eleven storage canister models (6 PWR, 4 BWR), six overpack models, and
four transfer cask models are involved.
 Format and content based on:
• NUREG-1927 (March 2011)
• NEI 14-03 (September 2014)
• CoC 1007 VSC-24 application

The Renewal Process
 Scoping of structures, systems, and components (SSCs)
•
Identify intended safety functions of each SSC
•
Determine SSCs within scope (i.e., SSC is classified as important to safety (ITS) or not ITS
but could impact a safety function)
 Aging Management Review
•
Identify SSC materials and environments
•
Identify SSC aging effects, if any, based on materials/environment
•
Determine aging management activities to address the aging effects

Time-limited aging analysis (TLAA), or
-
Aging Management Program (AMP)

Learning (or Operations-Based) AMP
 Even the oldest ISFSIs are not far into the renewal period
 Certain aging mechanisms may not be known
 Certain aging mechanisms are not well-characterized by operating data
 Therefore, emphasis is put on aspects such as:
•
Storage system monitoring inspections
•
Recognition and evaluation
•
Analysis and assessment
•
Corrective actions and feedback
•
Tollgate assessments
•
Research and demonstration projects

Tiered Approach
 Aging mechanisms progress very slowly; AMPs identify degradation well
in advance of intended functions being adversely affected.
 Inspections which find no indications of degradation require no
additional action.
 As time passes, if inspections find indications, those will be further
assessed, and AMPs adjusted if appropriate.
 Should they occur, situations where intended functions would be
adversely affected if the degradation is allowed to progress will be
addressed by corrective action programs, up to and including emptying
one or more storage systems.

Tollgates
 Based on the learning (operations-based) AMP scenario which
exists in the dry cask storage industry
 A scheduled, purposeful pause is taken to assess the aggregate
state of knowledge of aging-related operational experience.
 Tollgate assessments evaluate the latest research and industry
experience of dry storage aging mechanisms and inspection
methods and results.
