1. INTRODUCTION
Flow and solids monitoring was conducted in 2003-2004 on a 24 mile reach of the
Tittabawassee River between Midland, Michigan and the confluence with the
Saginaw River. The study was conducted to gather preliminary data on the mass of
solids transported by the river. This included information about upstream solids
inputs (from upstream of known dioxin contamination areas), solids gained (from
erosion) or lost (to deposition) in each part of the river and floodplain through the
study reach, and solids exported to the Saginaw River.
Specifically, the study was conducted to provide data to support the following
objectives:
•
Improve the understanding of solids deposition and transport through the
river system; and
•
Provide preliminary data supporting an assessment of the stability of river
and floodplain sediments.
The study was conducted in accordance with the 2003 Work Plan for Preliminary
Flow/Solids Monitoring and Sediment Thickness Characterization, Tittabawassee
River, Michigan (LTI, 2003) and a 2004 Addendum to the Workplan (LTI, 2004).
The 2004 Addendum to the Workplan, which includes procedures for automated high
frequency sampling, is included in Appendix A. Water level, flow, and quality (solids
and organic carbon) data were generated under high and low flow conditions. Water
level was monitored continuously during the study period using automated
instruments installed at six bridge locations along the Tittabawassee River. River flow
and water quality were monitored during four sampling events conducted at the six
bridge locations. During the final sampling event, water quality was monitored at
three additional locations using automated high frequency sampling equipment to
provide more detailed data on solids transport into and out of the Tittabawassee
River.

2. STUDY DESIGN
The monitoring was conducted along 24 miles of the Tittabawassee River upstream of
the confluence with the Saginaw River during the period from October 10, 2003 to
May 14, 2004. The study was conducted in accordance with the 2003 Work Plan for
Preliminary Flow/Solids Monitoring and Sediment Thickness Characterization,
Tittabawassee River, Michigan (LTI, 2003) and the 2004 Addendum to the Workplan
(LTI, 2004). A Quality Assurance Project Plan (QAPP) is included as an appendix to
the 2003 Workplan. The QAPP outlines quality assurance procedures to ensure that
the data collected are complete, representative, comparable, and have a known and
documented quality. A Health and Safety Plan (HASP) was also developed and
included as an appendix to the Workplan. The HASP includes safety precaution
information and emergency procedures. Information on the procedures used for field
documentation and sample collection, handling, and shipping is also provided in the
Workplan and associated appendices.
2.1. GENERAL APPROACH
River samples and flow measurements were collected during one dry weather event
and three wet weather events. Samples were also collected using automated high
frequency sampling equipment (ISCO samplers) during the third wet weather event.
Additionally, continuous river water levels were recorded throughout the study period
using automated instruments. The water sampling events are summarized in Table 1,
and the locations monitored are presented in Table 2.

2.2. LEVEL MONITORING
The purpose of monitoring water levels was to build the foundation for developing
stage-discharge relationships at key locations along the Tittabawassee River. Water
levels were monitored at selected locations using electronic level gages to measure
the incremental gain and loss in flow at each location. The gages provided continuous
data (at 15 minute intervals) on water depth at locations that provide good spatial
coverage of the Tittabawassee River and were downstream of each major tributary.
The sensors were initially installed in early October 2003 on six bridges: Currie
Parkway, Gordonville Road, Freeland Road, Tittabawassee Road, State Road. and
Center Road. A level gage was also installed for a short period of time in the Saginaw
River immediately downstream of the Tittabawassee River at Wickes Park; however,
winter ice flows disabled this gage by early January. No data were obtained from this
gage and it was not reinstalled. Winter ice and/or spring flood conditions disabled
most of the gages for certain periods of time. In May 2004 as a result of bridge repair
work, the State Road gage was removed and a gage was installed downstream at the
Highway M-46 bridge. Table 3 presents the gage locations and operational periods.

The level sensing devices employed were pressure transducers with an operating
range of 0-35 feet, allowing for events up to the 100-year recurrence interval to
be monitored. The gage installation at the Gordonville Road Bridge included a
cellular phone and modem device to allow real-time access to level data, for
assistance in mobilizing for wet-weather event monitoring. Gaged depths were

referenced to the NAVD 88 vertical datum and gage elevations were established
by conventional survey techniques using benchmarks available on or near each of
the bridges.
2.3. FLOW AND SOLIDS MONITORING
Flow and solids monitoring was conducted by LTI during the events listed in Table 1
and at locations listed in Tables 2 and 3. The river flow criterion for a dry weather
event was low flow conditions. The river flow criterion for a wet weather event was
flow conditions approaching or exceeding 3,500 cfs at the Dow Dam USGS gage.
2.3.1. Flow Monitoring
Flows were measured from bridges using standard USGS techniques employing an
electromagnetic point velocity meter (Marsh–McBirney Flo-Mate 2000) and a bridge
board. To facilitate flow measurement calculations, the angle of each bridge with
respect to the river was recorded. Table 3 presents the dates of manual flow
measurement at each bridge location. Flow data during each event were recorded in
field notebooks and included:
•
Site location,
•
Date and times onsite and offsite,
•
Measurement monitoring point,
•
Distance between measurement points,
•
Depth at each measurement point,
•
Velocities at each measurement point (60% depth or 20% and 80% depths
below water surface),
•
Angle of flow at each measurement point, and
•
Any significant observations regarding monitoring procedures or river
conditions
2.3.2. Total Organic Carbon and Total Suspended Solids Sample
Collection
Water samples were collected for analysis of total organic carbon (TOC) and total
suspended solids (TSS) during one dry weather and three wet weather events, at six
bridge locations. Sampling from bridges was conducted at the centerline of the river,
and depth integrated water samples were collected to characterize solids throughout
the water column. During wet weather event 1, two rounds of samples were collected
on November 19, 2003 (Rising limb of the flow time series plot; Figure 3) and
November 21, 2003 (Falling limb of the flow time series plot; Figure 3). Samples

were collected at all bridge locations once, and then, once completed, a second round
of samples were collected at the same locations, in the same order.
Sample
information was recorded into field notebooks and included:
•
Site location,
•
Date and times onsite and offsite,
•
Sample collection time,
•
Sample ID, and
•
Any significant observations regarding monitoring procedures or river
conditions.
An exception to work plan specifications for bridge samples occurred during the
March 10, 2004 flood, when collection of grab samples were necessary because
unusually high river velocities prevented successful implementation of depth
integrated sampling. During the monitoring events, one sample and/or measurement
set per day from each bridge was collected. This deviated from the work plan
specifications of up to three samples per day per bridge location. The change was
made based upon the time requirements associated with implementation of one
sampling crew and one flow monitoring crew during an event.
A complete catalog of all manually collected samples, including the location sampled,
field sample ID, QC sample type, sample collection date and time, TSS and TOC
measurements is presented in Table B-1 in Appendix B.
2.3.3. Automated Sampler (ISCO) Configuration and Deployment
The objective of the ISCO sampler deployment was to provide more detailed data on
solids transport into and out of the Tittabawassee River, by siting samplers on the
Chippewa River, upper Tittabawassee, and lower Tittabawassee River near the
Saginaw River confluence. ISCO samplers were installed prior to the May 2004 wet
weather event adjacent to the river at the three locations listed in Table 2 and shown
in Figure 1. A complete catalog of all samples, including the location sampled, field
sample ID, QC sample type, sample collection date and time, TSS and TOC
measurements, is presented in Table B-2 in Appendix B.
The ISCO sampler is an automated peristaltic pump sampling system that collects
samples at a preset interval and delivers samples to a series of bottles contained in the
sampling device. The ISCO samplers and power supply batteries were contained in a
fiberglass enclosure to protect the equipment from weather and tampering, and a ¼
inch sampling line encased in a protective PVC sleeve extended approximately 20
feet into the river. After being manually activated for an event, the ISCO samplers
pulled samples at 30-minute intervals throughout the duration of the event. The
sampler intakes were located approximately 20 feet from the shoreline and
approximately 2 feet above the sediment bed.

Data were not collected at the upstream location during a period between May 10,
2004 and May 12, 2004, due to flood conditions that necessitated removing the ISCO
sampler. Samples were recovered on a daily basis during an event; the sample
collection location, date and time for each sample bag was obtained from the ISCO
memory and recorded into a field notebook; and the samples were transported in an
iced cooler back to the LTI Ann Arbor office. At the office each ISCO sample was
aliquoted into two separate laboratory-provided 500 ml plastic sample containers for
TOC and TSS analysis. The containers were labeled with proper ID information and
transported in an iced cooler to the laboratory under chain of custody.
2.4. LABORATORY ANALYSIS
Information on locations, dates and times for water samples collected manually and
using ISCO samplers and shipped for laboratory analysis are presented in Tables B-1
and B-2 of Appendix B. Samples were usually shipped or transported to the
laboratory on the day following collection.
2.5. FIELD DOCUMENTATION
All information pertinent to sampling activities was recorded in field notebooks,
which served as a daily record of events, observations, and measurements during field
activities.

3. RESULTS
The data collected during this study were of high quality and met all of the goals of
the study. Furthermore, the total suspended solids and total organic carbon data were
collected over a range of different flow events, including a relatively small fall event
to large events in the spring.
Results of TSS and TOC sampling are presented in Tables B-1 and B-2 in Appendix
B. Results of the water level monitoring are presented on the CD that accompanies
this report (Appendix C) because of the size of the data files. Figure 2 depicts level
data at each of the monitored locations for the period from April 10, 2003 to June 10,
2004. This figure shows an example of baseline water level conditions during the
month of April, followed by high flow levels during the month of May, and the return
to baseline levels in early June. As can be seen in the figure, automated flow sensor
installations were disabled by flood conditions at Freeland Road on May 25, 2004 and
at State Road on May 11, 2004.
Plots of flow time series measured at the USGS Gage 04156000 at Midland, MI, for
the three wet weather events, are presented in Figure 3. Dry weather flows are
presented in Figure 4, along with the results of the dry weather total suspended solids
and total organic carbon sampling. Profiles of total suspended solids and total
organic carbon during wet weather event 1 are presented in Figures 5 and 6,
respectively. Separate plots are presented for the rising limb, peak, falling limb, and
post event periods.
Profiles of total suspended solids and total organic carbon during wet weather event 2
are presented in Figures 7 and 8, respectively. Separate plots are presented for the
rising limb, peak and falling limb.
Profiles of total suspended solids and total organic carbon during wet weather event 3
are presented in Figures 9 and 10, respectively. Separate plots are presented for the
pre-event, rising limb, peak, falling limb and post event periods. Figures 9 and 10
also include the average, minimum and maximum of the ISCO data that were
collected within a time period bracketing the wet weather bridge sampling presented
in each plot.
Wet weather event 3 TSS data collected with ISCO samplers are presented in Figure
11 for three locations: Tittabawassee River upstream, Chippewa River and
Tittabawassee River downstream. These sampling locations were shown previously
on Figure 1. TOC data collected by the ISCO samplers for the same three locations
are presented in Figure 12. Figures 11 and 12 present the average, maximum and
minimum TSS and TOC concentrations recorded within a twelve hour period
(morning and afternoon) for the period May 9 through May 14, 2003. As shown in
Figures 11 and 12, data were not collected at the upstream Tittabawassee River
location during a period between May 11, 2004 and May 12, 2004, due to flood
conditions that necessitated removing the ISCO sampler.

ISCO Sampler Deployment
Introduction
This document is an addendum to the “Work Plan for Preliminary Flow and Solids
Monitoring and Sediment Thickness Characterization” submitted as a final document to
the Michigan DEQ in November of 2003 (LTI, 2003). The work plan is currently posted

Objective
The objective of the ISCO Sampler deployment is to provide much more detailed data on
solids transport into and out of the Tittabawassee River, by siting samplers on the
Chippewa River, upper Tittabawassee, and lower Tittabawassee River near the Saginaw
River confluence. ISCO sampling will be performed in conjunction with the ongoing
wet-weather flow and solids sampling described in the above-referenced work plan.
Sampler Configuration and Deployment
The ISCO sampler is an automated peristaltic pump sampling system that monitors river
stage and triggers sampling when a preset stage threshold is reached. When the stage
criterion is exceeded, the sampler collects samples at a preset interval and delivers
samples to a series of bottles contained in the sampling device. ISCO samplers will be
located adjacent to the river, with a ¼” sampling line encased in a protective PVC sleeve
extending approximately 20 feet into the river (Figure 1). The ISCO Sampler and
batteries are contained in a fiberglass enclosure to protect the equipment from weather
and tampering (Figure 2).
Samplers will be located at the following locations:

Upstream Tittabawassee: Emerson Park, near Currie Parkway Bridge (Figure 3)
Chippewa River: near confluence at Whitman Drive (Figure 4)
Downstream Tittabawassee: DNR property, near confluence with Saginaw River
(Figure 5)
Permissions for instrument deployment at these locations have been granted by the City
of Midland and the Michigan DEQ.
Samplers will be configured to trigger at a stage corresponding to approximately a 3month recurrence interval flow event (xx cfs) and will sample at a 30 minute interval
following initiation of the high flow event and throughout the duration of the event. The
sampler intake will be located approximately 20 feet from the shoreline, and will sample
at a depth approximately 2 feet from the sediment bed. During the monitoring period,
samplers will be checked on a weekly basis to verify battery charge, check for false
starts, and verify depth sensor operation.

Sample Preparation and Analytical Methods
Following the event, samples will be recovered from the sampler, placed in coolers, and
shipped to the laboratory for analysis with other samples collected as part of the larger
flow and solids monitoring effort described in the work plan. Details on sample
preparation, analytical methods, sample handling, and quality assurance practices are
contained in the work plan.
Chain of Custody Documentation
Completed chain of custody forms will be required for all samples. The chain of custody
form will contain the sample’s identification number, sample date and time, sample
description, sample type, sample preservation, and analyses required. The original chain
of custody form will accompany the samples to the laboratory. The forms will remain
with the samples at all times. The samples and signed chain of custody forms will remain
in the possession of the sampling crew until the samples are delivered to the express
carrier. Samples of chain of custody forms are included in the original Work Plan (LTI,
2003).
