SUBJECT: VERMONT YANKEE EXTENDED POWER UPRATE REQUEST
Dear Mr. O’Brien:
I am responding to your letter of September 17, 2004, which made several requests regarding
the proposed extended power uprate for the Vermont Yankee Nuclear Plant. The Advisory
Committee on Reactor Safeguards (ACRS) will be considering the uprate request after the
NRC staff has completed its review. The ACRS expects to discuss the application first at a
meeting of its Thermal-Hydraulic Phenomenon Subcommittee, and then at a subsequent
regular Full Committee meeting.
The Committee’s meetings are generally open to the public, and anyone who wishes to make a
presentation on a subject under consideration is welcome to participate. Because of the
interest in this matter in Vermont, we will ensure that you are aware of the schedule for these
meetings so that you can plan to attend and contribute to the discussion. We are also
considering your request to hold the Subcommittee meeting at a location close to the plant, so
that the public can attend and observe how the Committee operates. The agendas for the Full
Committee meetings include a broad range of issues that involve a much wider community of
stakeholders, and it is unlikely that we would be able to hold a regular meeting of the Full
Committee outside the NRC headquarters.
