Electric Vehicle Charging Stations – Ready for Business
14 public electric vehicle stations now available in Salem
Salem, Ore., Fri., Sept. 30, 2011 –– 14 Electric Vehicle (EV) charging stations have been
installed at public locations in Salem. They are located at: Salem Public Library (2 stations),
Salem Conference Center (2 stations), Marion Parkade (2 stations), West Salem Library (2
stations), Chemeketa Parkade (4 stations), and Riverfront Park (2 stations). The stations were
made possible through a cooperative agreement between the City of Salem, ECOtality, and
Salem Electric, who donated $3,000 to the program which supported the installation of eight of
the 14 stations.
The EV charging stations are capable of servicing two vehicles in adjacent parking spots. One
parking space at each charging station is restricted to EV parking only. There are currently no
plans to establish time limits for parking spots designated for EV charging. However, if there is
an existing time limit for the parking space, that limit remains in effect. ECOtality will be begin
experimenting with different revenue models, which include using the Blink© network,
beginning in 2012.

Electric vehicles and electric vehicle charging stations are now in Salem.
What is The Electric Vehicle Project?
Oregon has been named as one of seven test markets as part of a $99.8 million federally funded effort known
as The Electric Vehicle Project (The EV Project). ECOtality North America was awarded the grant and will install
nearly 15,000 EV charging stations in test market areas in Oregon, Washington, California, Arizona, Tennessee,
Texas, and Washington D.C. In Oregon, approximately 1,100 vehicle charging stations will be installed in
partnerships with business owners and public agencies, primarily located in the Portland, Salem, Corvallis,
and Eugene metropolitan areas. Between 2011 and 2013, The EV Project will collect and analyze information
about the electric vehicles and the charging systems to collect and analyze data from EV users and EV-related
infrastructure to evaluate the effectiveness of EV charging infrastructure; and to conduct trials of various
revenue systems for commercial and public charging infrastructure.
Where are Salem’s EV charging stations located?
A total of 14 charging stations are available in six public parking areas: Salem Public Library (2 Stations), Salem
Conference Center (2 Stations), Marion Parkade (2 Stations), West Salem Library (2 Stations), Chemeketa Parkade
(4 Stations), and Riverfront Park (2 Stations).
Will it cost to charge my car?
During an introductory period through the summer of 2011, users will be able to charge their vehicles at
no cost. After this introductory period ECOtality will begin experimenting with different revenue models,
which includes using the Blink© network, as part of the research project. Membership in the Blink© network
allows users to schedule charges and facilitate payments. To find out more about the Blink© network go to

What do the charging stations look like?
The charging stations are provided by ECOtality and are built by Rousch
Manufacturing. There are two types of charging stations, wall-mounted and
pedestal models.
Are the charging stations covered?
The charging stations located in the City-owned Marion Parkade, Chemeketa
Parkade, and Salem Conference Center are covered. The remainder of the
stations are uncovered.
Is there a time limit on the designated parking spots?
There are currently no plans to establish time limits for parking spots
designated for EV charging. However, if there is an existing time limit for the
parking space, that limit will remain in effect.

What are the parking restrictions for the spots associated with
the EV charging station?
One of the parking spaces at each of the 14 charging stations will be restricted
to EV parking only. There will be no restrictions on the adjacent parking space.
What is the cost of installing the EV charging stations?
T total value for these 14 EV charging stations has been estimated by
The
ECOtality to be approximately $75,000, which includes $40,500 for installation
costs. As a result of our partnership with ECOtality and Salem Electric, the City’s
cost-share is only $2,500.
Who is responsible for the installation and on-going operation
and maintenance?
ECOtality will be responsible for the on-going operation and maintenance
through 2012. If you have any maintenance concerns about any of Salem’s
charging stations please contact the Facilities Division at 503-588-6306.
What is the long term plan for the EV Charging Stations?
ECOtality will retain title and ownership of the charging stations during the term of The EV Project data
collection phase, which is scheduled to terminate on December 31, 2012. After the term ends, there are
four options available to the City: (1) assume title and ownership of the equipment and continue to use the
ECOtality-provided Blink charging network, likely for a fee; (2) keep the equipment in place and use another
charging network system, or no system at all; (3) remove the ECOtality-provided charging equipment but
keep the mounting, electrical wiring, signs, etc. and install another brand of charging equipment in its place;
or (4) direct ECOtality to remove all of the equipment and restore the site to a safe and reasonable condition.
