SESNA meeting minutes for August 25, 2015
Meeting called to order at 7:01 pm, Richmond Park
1. Welcome, Introductions, Approval of minutes
a. Attendance list at end of minutes
b. Minutes were APPROVED
2. Announcements
a) Construction has started on crossing at Mill & 17th
b) Bicycle boulevard idea funded by the state
c) Sunday Streets at capitol mall on Sunday (8/30) at noon, ride/bike/walk
d) Richmond picnic table - questions about placement
3. Officer Report - Officer Gordon
a) Lock your car, remove valuables to deter theft
b) Salem PD has joined “Nextdoor” (a private social networking website for defined
geographic area) to increase communication around crime
c) OLCC made website to “educate before you recreate” re: what’s legal - check it out
d) Neighbor concern: Incident on Richmond, wanted subject who ran, K9 unit got him out of
bushes where he’d hidden. If you see K9 out, police are setting up a perimeter, don’t
come outside so you stay safe and they can find the person they are searching for.
e) Neighbor concern: Barking dog. Appropriate to call non-emergency number? Yes, but
know the specific address. If you can, talk to neighbor first; if not, ok to call.
f) Neighbor concern: Black Walnut tree not doing well, call city and dispatch will put you
through to city arborist Jan
g) Neighbor concern: People speeding down Ford St. esp. in evening. Neighbor wants
speed bumps, four way stop, or other traffic calming devices. Bill suggested putting it on
a future agenda and asking someone from city come to tell us about options.
4. Parole & Probation - no one attended
5. Guests
a) Cara Kaser, speaking on State & 25th St. intersection - People turning left can’t see
pedestrians, want to rush light, etc. She is asking us and other neighborhood
associations to work together to support getting intersection on city’s radar. Will be years
before it gets addressed, but small improvements could be made. Wants us to ask
businesses to support it, generally raise awareness. We will make a decision at the next
meeting. This fits well with State Street planning with NEN.
b) Tree code commission - Patricia Farrell - City code regarding trees on city owned
property. Citizen advisory committee to clarify when permits are needed, improve
notification and appeal process. Decision was to create urban tree commission. Moved
administrative rules out of code. Ok to remove if tree is dead, unsound, infected/infested,
planted too close, impact on infrastructure can’t be mitigated, adverse effect on other
trees. Commission replaces shade tree advisory group, gives commission authority to
make decisions. Other option is no change, or keep it all administrative (public works
dept.), or roll into existing group. Written notice needs to be sent to n’hood assn. and
posted at tree 15 days before. Sept. 28th is public hearing, please send comments in
prior to that time so they can be addressed in staff report. For more info, go to city
website and look for SRC Chapter 86 under “what’s new”. City gets a dozen requests per
year for tree removal.
c) Tree code & commission - Kasia Quillinan, chair of parks board - Wants us to consider
whether this commission should have final authority or not. City council and public works
doesn’t want to make final decision. She wants there to be a commission, because parks
people have a different focus than tree supporters. Need people with expertise with trees
to be on this commission. She shared the criteria for selection - draft ordinance only
requires one person with expertise, all others are just property owners, no expertise. Also
change notice length to 30 days, change notice area to 150-250 feet of affected tree (not

just put notice on tree) though city doesn’t have money to do this. No formal appeal
process, but city council can overturn any decision by any group underneath them if you
want to get political. Point is to restore public confidence.

d) Carlos Monreal & Geoff Wyatt - Development for 22nd St. - Develop medical office
building behind Shell station on 22nd St. Want it to be attractive, there is a need for it.
Traffic from parking will enter/exit onto 22nd St. One story with mezzanine.
e) Cindy of Cherry City Heating - Salem Dermatology is telling employees to park in front of
other businesses because they don’t want to cross the street (13th & Rural), so small
businesses have no parking for customers. Wants us to ask city to put 2-hour parking
signs in front of businesses so that employees can’t park there. Darrin suggested she
take photos to prove the point. Kirk moved that we send a letter to the city to support
putting up 2 hour parking signs between Rural and Oxford on 12th St. *Motion
APPROVED.*
City Councilor, Ward 2 - Did not attend
Old Business
a) Heritage project - city will help, Kimberly wants to talk to us about it annual meeting.
b) State St. project - wants us to appoint someone to committee. Jeff Leach volunteered,
Darrin will act as his second.
New Business
a) Annual meeting - arrangements have been made for location at Kaneko, speakers have
been invited.
Committee Reports
a) Land use - Starting State St. Corridor project. Bo Rushing will be here next meeting to
talk about her project.
