Mike Johnson, police report: Transient activity increasing due to weather & river rising; it’s pretty normal for this time of the year. There have been 147 arrests in the 6 blocks of central downtown. Primary downtown arrests have been disorderly conduct/drinking related. The vagrancy law can’t easily be enforced but many of the activities of transients can result in tickets, arrests, and can be used to keep transients from re-entering the downtown area. Mike recommends that police be called if transients are stopping people on the on sidewalk – that is disorderly conduct. If that happens Mike recommends that the person call in and report the problem but they need to stay there until police arrive. People should also dial 911 when they see people urinating/defecating in public. The police need over-the-air notice so that police on bikes can respond. In response to a question, Officer Johnson explained that riding bicycle on street with cell phone is illegal. On sidewalk it is not enforced. A bicycle is considered to be a vehicle when on the road and therefore they must follow vehicle code. Impact of budget on police is not currently known for the downtown area. Overall, 6 positions will be lost in Salem. There will be an impact on police responsiveness. [email protected] Parole & Probation 7 staff positions not being filled due to budget. 7 understaffed. Have lost jail beds but have opened work options. Priority on jail time is based on high risk. 65% of sex offenders are family related. Handout/website info from Center for Behavioral Intervention. Lots of variance requests. Code issues create neighborhood issues. City of Salem wants more redevelopment so they requested and received a grant to study more efficient use, readjust standards, minimize conflicts, reduce variance requests, encourage bike & pedestrian use. An hourly tally in the primary area found that area overall has adequate parking – less than 85% utilization. From time-to-time there are problems but if you look out to a several block area, it is generally always sufficient parking.Better management opportunities exist. Usually appointed. Half of the bench is turning over this year. Governor appointed 2 of 3 open positions. For the third position, Governor Kitzhaber has chosen to allow an election. Don recommends that voters look closely at experience, leadership qualities, . He has been a deputy DA for 26 years, a team lead for property crimes. He’s been a public servant not civil attorney. He has the support in government and in the courts. By-law change must be made at April meeting to address modern language and the change required by City of Salem mailing changes. We need to use communication funds. We can get access to mail list from City of Salem for our next mailing but must use alternatives going forward. Discussed Facebook, Twitter, blog with website. Suggested contacting A.P. Walther to advertise annual meeting in the Salem Weekly. Annual meeting – Rebekah will see if other businesses can donate space and hors d’oeuvres. Jonathans or other restaurants are being considered OLCC notice on State Street, change in façade on Center St (Ross Dress for Less), Bank drive through has had two hearings and more may be required. Sheri Wahrgren Gilgamesh plans to move downtown Subway restaurant moving in to Liberty St. Gourmet Bakery moving into downtown area
