REACH
The most ambitious chemicals policy change in history
(40 Directives Ö 1 Regulation)
¾ Between 2007 and 2018, at least 30,000 substances will need proper
registration, assessment – not just new substances
¾ Substances of high concern and those that sell more than 1,000
tonnes per year will be completed by Nov 2011
¾ Many may be banned or controlled depending on the results and in
what application they are used
¾ This will impact the chemical industry and many more industries
downstream - globally, not just in Europe
¾ Precautionary Principle applies: burden of proof is shifted to the
manufacturer or importer (not the authorities)

• Articles – not previously included in
chemical legislation - cascades the impact to
