When resources and processes are inadequate to support those improvements, development opportunities and jobs are lost. Enacted in 1987, the Transportation Economic Development Fund (TEDF) was created to assist in the funding of highway, road, and street projects necessary to support economic growth. The program’s mission is to serve as a catalyst for economic growth and enhance the state’s ability to compete in the global market, while improving the quality of life for the residents of the great State of Michigan. The fund was reauthorized with minor revisions in 1993. The TEDF is administered through the Michigan Department of Transportation’s Office of Economic Development, and provides a means for state government, local agencies and businesses to work together to meet the often extensive and urgent demands placed upon the transportation system by the fast paced and competitive global economy in which we live. Road agencies eligible for funding include county road commissions, cities, villages, and the Michigan Department of Transportation (MDOT). The types of projects eligible for TEDF assistance are: Category A – Road improvements related to target industry development and redevelopment opportunities Category C – Road improvements in urban counties to reduce traffic congestion Category D – Road improvements in rural counties to create an all-season road network Category E – Road improvements essential to the development of commercial forests in Michigan Category F – Road improvements that support an all-season road network in the urban areas of rural counties The above five categories support projects that complement each other in achieving the overall program mission. Category B was eliminated when the program was reauthorized in 1993. 2015 TEDF Annual Report Page 2 of 36 CATEGORY A – TARGET INDUSTRY DEVELOPMENT CATEGORY A OVERVIEW The Transportation Economic Development Fund (TEDF) Category A program was established to create a funding mechanism to respond quickly to immediate and non-speculative economic development opportunities. Without the TEDF, the three to five year planning process for capital programs would leave transportation agencies hard pressed to respond before the private investment and consequent jobs went to another state or country. Category A grants are used to make transportation investments that are integral to the establishment, retention, and expansion of companies that are natural resource based or can most easily locate anywhere in the world. They are the developments that tend to spin off other jobs and economic activity. The targeted industries are: Agriculture or food processing; Tourism; Forestry; High technology research; Manufacturing; Mining; and Office centers of not less than 50,000 square feet. Specifically, the Category A program has four objectives: 1. Improve the network of roadways essential to economic competitiveness. 2. Improve accessibility to target industries as a catalyst for economic growth. 3. Support developments that generate private investment and are anticipated to create or retain jobs. 4. Encourage economic developments that improve the health, safety, and welfare of Michigan citizens. Under Category A, the Office of Economic Development (OED) receives applications from public road agencies for grant funding to construct projects necessary to remove the transportation impediments to private investment in Michigan. To help identify where those needs exist, the OED collaborates with entities such as the Michigan Economic Development Corporation (MEDC), Michigan Department of Agriculture and Rural Development, Prosperity Region partners, and local economic developers. In order to address the transportation needs of an eligible private development in a reasonable timeframe, applications are accepted continually. To help avoid using public resources preparing ineligible or uncompetitive applications, the OED offers a “Letter of Interest” process to provide potential applicants advice on the viability of a full application. Applications are evaluated according to a cost versus benefits analysis to determine the merit and level of public grant participation. The OED works closely with the MEDC to help verify that the economic data provided during the application process is accurate at the time of the application. The OED also enlists MDOT’s professional engineering and planning staff to ensure that grant funding will not only benefit the target company, but will have a benefit to all other users of the improved 2015 TEDF Annual Report Page 3 of 36 roadway. Eligible applicants are Michigan Department of Transportation regions, county road commissions, and cities and villages. While private companies are not eligible for funding, they frequently contribute funding to these public projects demonstrating the importance of the investment to their business. To further accommodate the development timeframes of private entities, most Category A funded projects on local roadways are implemented by the Direct Grant method. Direct Grants provide the funding directly to the road agency based on the actual bids by private contractors. This method of implementation saves time by using the local road agencies’ own bidding processes and scheduling with very limited MDOT oversight. The local agencies are responsible for the quality and financial oversight of their projects. To ensure that public roadway funding is used properly, all Direct Grant projects are subject to audit by the State Transportation Commission. Due to continued growth of Michigan’s economy, the need for Category A funding has remained steady. During FY 2015, 23 projects utilizing nearly $18 million in Category A funding, were approved. In addition to FY 2015 Category A funding, nearly $10.6 million in matching funds from federal, state, local and private sources will be leveraged to support over $28.5 million (37% match) in projects. Based on the applications reviewed and approved during FY 2015, it is anticipated that the Category A investment will help leverage over $790 million in private investment, which represents a private/public investment ratio of 44:1. Additionally, it is anticipated that the grants will support the creation or retention of over 4,600 jobs. In addition to promoting new development and new jobs, some of the grants also support the redevelopment of areas that have been adversely affected by the closure of industry and the loss of existing jobs. A notable example of this is a FY 2015 grant to assist the City of Pontiac in the reconstruction and improvement for commercial vehicle access to Challenge Manufacturing Company. Challenge is opening a new manufacturing facility on a vacant portion of the former General Motors Pontiac Truck and Bus plant. The project will not only benefit Challenge, but will provide the road infrastructure necessary for other occupants of the former GM plant location. Another example of a FY 2015 Category A grant supporting redevelopment is the grant to the City of Grand Rapids and the MDOT Grand Region. The projects associated with the grant will accommodate the development of Michigan State University’s new biomedical research facility. The facility will be located along Grand Rapid’s “Medical Mile” on the site of the former Grand Rapids Press building. The project work will not only support the upgrade of the area roadways, but will also help alleviate an existing congestion issue in the area. Every effort is made to determine the impact of the grant and whether the transportation needs of the companies have been met. This is accomplished through surveys to the companies and site visits following the project completion. 2015 TEDF Annual Report Page 7 of 36 EXAMPLES OF CATEGORY A PROJECTS The following are examples of Category A transportation projects completed in FY 2015 that were critical to the creation and retention of jobs in Michigan. Cobo Hall Renovations & Associated Roadwork in Detroit The Michigan Legislature created the Detroit Regional Convention Facility Authority (DRCFA) in 2009. The DRCFA was granted the power to assume operational control of the Cobo Convention and Conference Center for the purposes of improving and expanding the facility. The Cobo Center is home to the North American International Auto Show and other events that draw more than a million visitors to the Detroit metro area each year. In 2010, the DRCFA developed a Strategic Plan with the goal to improve and expand the Cobo Center to better compete for national conventions. The DRCFA initiated an aggressive $279 million program to update and improve the facility's ability to attract new event business. This investment allowed the facility to maintain its current employment of 253 and result in the creation of 100 new jobs at the facility. The expansion was completed by 2015, resulting in a convention center that now features more than 700,000 square feet of exhibit space. Major items in the overall improvement and expansion project include the transformation of the former Cobo Arena to the new Grand Riverview Ballroom, the creation of a new riverside atrium and the addition of a 6,253-squarefoot video wall on the outside of the center. The improved convention center experienced an increase in operating revenues by 250 percent from 2010 to 2014. The 2010 Cobo Center Strategic Plan noted a number of deficiencies in the transportation network that provides ingress and egress to the center, including the need to improve parking for large events, improve passenger drop-off areas, and create a safer and more efficient means of loading and unloading trucks. In order to address these issues, the City of Detroit proposed a few road improvement projects. Congress Street between Second and Third received new pavement markings and signage to improve access to the Cobo Center roof parking deck. The city installed new traffic signals at the intersection of Congress Street and First Street to facilitate access into the new parking garage that was built under the Detroit Hall. Congress at Second Street, Looking at Third Street Before After 2015 TEDF Annual Report Page 8 of 36 In order to improve access for passenger drop-off at the facility, the City of Detroit constructed a bus drop off area at the entrance to Cobo Center at the intersection of Washington Boulevard and the West Jefferson Service Drive. The city eliminated the connection of Civic Center Drive to the West Jefferson Service Drive and constructed a pedestrian plaza area over what was once Civic Center Drive. The TEDF portion of the project costs was $2,668,696. The local match of $1,635,653 was provided by the City of Detroit through the DRCFA. 2015 TEDF Annual Report Page 9 of 36 I-75 and University Drive Interchange in Auburn Hills Over the past few years, a number of companies have chosen to locate or expand in the city of Auburn Hills near the I-75 and University Drive interchange. Atlas Copco Assembly Systems, Bourns Inc. Automotive Division, Delphi, Faurecia USA Holding, GKN, Hennige Automotive, TSM Corporation and U.S. Farathane Holdings Corporation have invested a combined $160,350,000, which is anticipated to result in the creation or retention of 388 jobs. The companies made their commitments to invest based on the understanding that the Michigan Department of Transportation (MDOT) and the City of Auburn Hills would contribute the necessary funds to replace the University Drive bridge over I-75 as well as reconstruct the I75 and University Drive interchange. University Drive Bridge Over I-75 Before After Photo Courtesy of the City of Auburn Hills, 2009 The existing bridge was functionally obsolete and in a serious state of deterioration with temporary supports at each pier of the bridge. The interchange was a traditional partial cloverleaf interchange that was inadequate to serve current traffic levels. The City of Auburn Hills in conjunction with MDOT proposed that in addition to constructing a replacement bridge, the interchange would be replaced with the first Diverging Diamond Interchange in the state of Michigan. This revolutionary new interchange promises to significantly improve the flow of traffic due to its increased capacity by providing shorter traffic cycles. Since the new interchange did not require much additional ROW, this interchange concept was cheaper than any other option that promised to increase capacity. The overall project included construction of the new bridge over I-75, reconstruction of University Drive from Cross Creek to Opdyke Road, reconstruction of all interchange ramps and a ramp was built from Chrysler Drive to northbound I-75. A new multi-use path, new signs, new traffic signals, decorative lighting and landscaping were also part of the project. Implementation of this project was accelerated through the use of a Design/Build process with MDOT working closely with the City of Auburn Hills. An added benefit from this project is that it will make the Oakland Technology Park development more attractive to potential economic development projects. The developer of the Oakland Technology Park has stated that the deficiencies of the University Drive bridge/interchange and the poor pavement condition of University Drive had been mentioned by many prospective tenants. Auburn Hills Mayor Kevin McDaniel boasted about the partnership at the ribbon cutting ceremony by saying, "Michigan's first Diverging Diamond Interchange (DDI) will directly benefit Auburn Hills residents and be enormously advantageous to our thriving business community, comprised of world-class companies. We were pleased to have partnered with MDOT on this innovative project, as it will enhance commerce and vastly improve motorist safety in Auburn Hills." University Drive Over I-75 Before After The total cost of the project was $24,000,000. The TEDF Category A portion of the funding was $4,000,000. Local match came from a variety of sources with the City of Auburn Hills contributing $4,000,000, $533,317 from SEMCOG’s Transportation Alternatives Program, $4,000,000 from the state legislature Priority Roads Investment Program, and $11,466,683 from MDOT. 2015 TEDF Annual Report Page 11 of 36 La-Z-Boy Headquarters at Stewart Road in Monroe For the past 85 years, La-Z-Boy Inc. has been one of the world's leading residential furniture manufacturers. Founded in Monroe, Michigan, the company manufactures a full line of home furniture products, including its world-famous recliners. The company has five U.S. manufacturing plants, four distribution centers and 85 company-owned retail stores. La-Z-Boy invested $50 million to develop a new office, research, and manufacturing site on Stewart Road in Monroe. This site is the location of their new world headquarters. The company had considered constructing this facility at a location in Ohio. Site access was a critical factor used to make the final site determination. Without the investment in transportation infrastructure to improve access, an anticipated 50 new jobs, as well as 435 existing jobs, could have been lost to Michigan. La-Z-Boy Headquarters Stewart at La-Z-Boy Facing East Before After 2015 TEDF Annual Report Page 12 of 36 The sole truck and employee access to the new site is via Stewart Road between Telegraph Road (US-24) and North Monroe Street (M-125). Because site access was key to the La-Z-Boy investment, the Monroe County Road Commission utilized a Category A grant to widen Stewart Road at the new headquarters entrance to provide for a dedicated left turn lane for westbound traffic to enter the site and a right turn/deceleration lane for eastbound traffic. The newly created intersection is now controlled by a traffic signal. La-Z-Boy Entrance Before After In addition to the work in the vicinity of the development, improvements were made at the intersection of Telegraph Road and Stewart Road. These improvements included the addition of a northbound to eastbound right-turn lane on Telegraph Road and a westbound to southbound left-turn lane on Stewart Road. All of the work associated with the grant has not only mitigated the impact of the new La-Z-Boy development on the roadways, but is anticipated to alleviate existing capacity issues. The total estimated cost of the project is $1,892,088, including $1,394,088 in Category A funds and $498,000 provided by La-Z-Boy and the road commission. 2015 TEDF Annual Report Page 13 of 36 CATEGORY B – STATE TRUNKLINE SERVICE – DISCONTINUED Category B, which provided for state trunkline service that would replace city or county service, is no longer eligible for funding through the Transportation Economic Development Fund (TEDF). Category B was eliminated in 1993 when the TEDF was reauthorized. 2015 TEDF Annual Report Page 14 of 36 CATEGORY C – URBAN CONGESTION RELIEF Funding is available through the Transportation Economic Development Fund for projects to reduce congestion on county primary and city major streets in urban counties. Eligible counties are those with a population greater than 400,000 (Wayne, Oakland, Macomb, Genesee, and Kent). State funds are allocated to eligible counties by a percentage set by statute for their specific population. The overall goal of Category C is to promote increased economic potential and improve the quality of life by reducing urban traffic congestion levels. Specifically, the Category C program has three objectives: 1. Improve the operational level of service in heavily congested areas. 2. Reduce the accident rate on heavily congested roadways. 3. Improve the surface and base condition of heavily congested roadways. In order to determine that these objectives will be met by improvements funded with Category C funds, Metropolitan Planning Organizations (MPOs) conduct regional analyses to determine traffic levels, air quality levels, and accident information of all roads in their areas. This information is used by their local federal aid subcommittees responsible for prioritizing projects for federal funding. Local public hearings are also held to determine the social, economic, and environmental concerns of local residents. This information is included in the planning and development process. Based on the information collected, projects are recommended by the MPOs for Category C funding and included in the annual Transportation Improvement Plan (TIP) for the area. Due to the high cost of projects of this nature, counties are often forced to “bank” annual allocations for several years before enough dollars are available to fund their projects. Department liaisons in the Bureau of Transportation Planning work with the MPOs in this regard and provide the subsequent TIP information to the Office of Economic Development. Once projects are completed, surface and base conditions are updated on local pavement management systems. Average daily traffic counts are done annually and the local transportation modeling system is updated using the current counts. These tools are used to determine the degree to which the projects funded have achieved the objectives for Category C. It should be noted that all five counties have requirements under the non-attainment or maintenance designations for United States Environmental Protection Agency's 8 Hour Ozone Ambient Air Quality Standard. Category C projects were, and continue to be, important contributors to the air quality benefits achieved in the transportation program by reducing traffic congestion and improving the operational level of service for roads that are heavily congested. In these days of falling revenues, rising costs, and aging infrastructure, the TEDF has become an important source for matching federal aid. A list of Category C projects approved during FY 2015 is included on page 16. A report on the status of Category C projects approved during the previous fiscal year (FY 2014) follows. Specifically, the Category D program has two objectives: 1. Complement the existing state trunkline system with improvements on connecting local routes with high commercial traffic. 2. Minimize disruptions resulting from seasonal load restrictions. During FY 2015, 112 projects were selected for the FY 2015 State Transportation Improvement Program (STIP). These projects will allow the addition or improvement of 198 miles of allseason roads in the state. The addition of uninterrupted, year-round access provided by these routes will complement the state trunkline system, minimize disruptions and delays in transporting goods to market, and assist the transport of goods by various transportation modes. State funds are allocated to the 78 rural counties based on their relative share of the total rural primary road mileage in the state. The counties work together through regional rural task forces to provide coordination across county lines. Due to the high cost of projects of this nature, counties are often forced to “bank” annual allocations for several years before enough dollars are available to fund their projects. Pooling annual allocations among task force members is encouraged to put the dollars to work as soon as possible. A department liaison with the Bureau of Transportation Planning works with the task forces to identify projects appropriate for Category D funding and submits this information to the Office of Economic Development. Whenever possible, projects are coordinated with Category F (cities in rural counties) projects to establish all-season system continuity within cities and villages. In these days of falling revenues, rising costs, and aging infrastructure, the TEDF has become an important source for matching federal aid. Specifically, the Category E program has two objectives: 1. Increase access to harvestable forest resources. 2. Increase the safety and efficiency of forest raw material transport. Funds are distributed by the department directly to the county road commission in each of the 47 qualified counties. Category F was established to provide road improvements in urban areas with a population of 5,000 or greater in counties with populations of 400,000 or less. Category F projects are selected by the Office of Economic Development (OED) from applications submitted by eligible road agencies. Specifically, the Category F program has three objectives: 1. Improve all-season capabilities on routes having high commercial traffic. 2. Improve access to the state trunkline system 3. Coordinate with the secondary all-season system (Category D) or provide all-season routes within an urban area. Category F grants allow the addition of miles to, or the preservation of, the all-season road network in the state. The addition of uninterrupted year-round access provided by these routes will complement the state trunkline system, improve safety for routes with high commercial traffic and assist commerce in the transportation of goods using various transportation modes. The OED received 30 applications requesting over $10.1 million against an appropriation of $2.5 million in FY 2015. A map showing the locations of the FY 2015 approved grants is included on page 33. Denton and Roscommon Townships – Roscommon County Emery Road from Tower Hill Road to Reserve Road Emery Road (County Road 400) is an existing all-season roadway providing a bypass for commercial traffic south of Houghton Lake. This route is a major east-west corridor for hauling forestry products, manufactured goods and construction materials. The roadway also serves as part of a connector route from US-127 to M-18. Emery Road Reconstruction Before After Emery Road (County Road 400) at Townline Road – Facing East 2015 TEDF Annual Report Page 35 of 36 Pittsfield Township – Washtenaw County Carpenter Road from Packard Road to Washtenaw Avenue Carpenter Road is a major north-south all-season route in Pittsfield Township that provides access to Washtenaw Avenue (M-17), Michigan Road (US-12) and US-23. This roadway services multiple communities in Washtenaw County and is a critical commercial route. The project also employed innovative financing, including a State Infrastructure Bank loan through MDOT. In addition, the state Category F grant leveraged approximately $1.4 million in federal transportation funding.
