two (2) existing cooling towers are an integral part of the overall chilled water system
serving the entire State Secondary Governmental Complex. The cooling towers have
reached their useful operating life and require replacement.

The purpose of this contract is to remove and replace specified windows and doors in

at the Grand Rapids Home for Veterans. This includes new window openings with new
steel lintels and steel columns in the dining/day rooms on the second, third, and fourth,
floors of the McLeish BUilding necessary to meet window square footage requirements

in members' areas. This project will involve replacing approximately 450 windows of
varying sizes and configurations throughout the included facilities.
All windows units are to be sealed and insulated, with thermally broken and internally

Description and Justification
The purpose of this contract is to repave sections of the campground loops, demolish
and reconstruct the sanitation station, repave the sections of the day use area
roadways/parking and construct a second (back) entrance drive. The existing
pavement is in poor to very poor condition, in some locations, it was milled back to
gravel. The poor roadbed requires significant maintenance and causes drivers to leave
their lane to avoid damaged road edges. The existing sanitation station does not
provide for efficient staging of vehicles and causes significant delays and traffic
backups. The proposed second entrance at the back of the campground will provide for
the elimination of three quarters of a mile of campground road and better control of the
traffic to the Wildwood Lake Camper Cabins.

Purpose/Business Case
The purpose of this contract is to have the source of contamination removed from this
leaking underground storage tank site. The selected contractor wil/excavate and
dispose of approximately 6,000 tons of soil contaminated with dry cleaning solvents. An
estimated 250,000 gal/ons of groundwater will have to be collected and removed from
the site by dewatering. The contractor will also furnish and place backfill in the
excavation and otherwise restore the site. The work is needed to comply with the
environmental regulations and protect public health, safety and welfare of the
environment.

Description and Justification
The purpose of this modification is to install additional monitoring wells, conduct in-situ
chemical oxidation (ISCO) pilot test, and provide quarterly groundwater sampling and
reporting. Previous investigations have confirmed the presence of a dissolved phase
petroleum groundwater plume at the site. The original assignment and SUbsequent
modifications were to delineate the nature and extent of contamination and identify the
most effective remediation technology. It was concluded that additional
investigation/monitoring and a pilot study are needed for the site. Under this
modification, the professional will redevelop the purge well, replace the pump well,
install three new monitoring wells, conduct three injection events of an ISCO reagent
and perform eight quarterly groundwater monitoring events. The work is needed to
comply with the environmental regulations and protect pUblic health, safety and welfare
of the environment.

Description and Justification
The purpose of this modification is to extend the operation and maintenance of the
remediation contract twelve months to remove contamination that has proved to be
greater in amount than originally anticipated. The professional will provide operation and
maintenance of the remediation system, prepare monthly progress reports to be
delivered to the Department of Environmental Quality, and furnish eight more activated
carbon replacements during the term. The professional will move the remediation
system out of the way of a demolition event planned for June of 2013 and set it back up
after the demolition. Finally, the professional will perform a soil sampling event to
provide data for closure, produce a closure report, permanently close the twelve soil
vapor extraction wells and three monitor wells, and demobilize the remediation system.
The work is needed to comply with the environmental regulations and protect public
health, safety and welfare ofthe environment.

ADDENDUM TO LEASE FOR PRIVATE PROPERTY
10. DEPARTMENT OF TRANSPORTATION (MOOT), BRIGHTON - Addendum No.
1 to Lease No.1 0483 approved by the State Administrative Board on March 4,
2008, between Fonda Place Partners, LTD, 4132 Marsh Trail, Milford, Michigan
48380, as Lessor, and the State of Michigan by the Department of Technology,
Management and Budget for the Department of Transportation, as Lessee, for
10,867 square feet of space located at 10321 East Grand River, Suite 500
Brighton, Michigan, 48116. This Addendum provides for adding one 5-year
renewal option. This Addendum is effective upon obtaining State Administrative
Board approval and required signatures and continues to the termination date of
March 31, 2018, or any extension. The annual per square foot rental rate for this
space beginning Apri/1, 2013, is $17.00 ($15,394.92 per month). There are midterm rent increases of approximately 3% each year for four years. This rate does
not include electricity, janitorial or replacement of florescent lighting. This Lease
contains a Standard cancellation clause with 90 days notice. The Attorney
General has approved this Addendum as to legal form.

Purpose/Business Case:
This is a renewal of current leased space utilized by MDOT and continues to meet their
needs. The operation of this site is a Transportation Service Center, which requires
easy access and parking suitable for tractor-trailers for licensing and permit activities.
Benefit:
This space includes the Brighton Transportation Service Center as well as conference
room areas which MDOT uses as a mid-point meeting place for the Southeast and MidMichigan region. The rental rates are within current market rates for this space.

LICENSE AGREEMENT
11. The Department of Technology, Management and Budget (DTMB), recommends
that the State Administrative Board, under authority of the Management and
Budget Act, 1984 PA 431, MCl 18.1221, grant a non-member revocable license
(License) to the Midland County Central Dispatch Authority (Licensee), for the
installation, operation, and maintenance of the Licensee's fire-paging
communications equipment on MPSCS Tower Site No. 3102, located in Midland
County, Michigan in accordance with the terms of the MPSCS Non-Member
Revocabie License Agreement between the parties.
Purpose:
The License permits the Licensee to install fire-paging communications equipment on
MPSCS Tower Site No. 3102
Benefit:
The MPSCS permits non-members to co-locate on MPSCS communication towers to
promote expanded local participation, increased interoperability, and enhanced public
safety communications.

deed for the filled area of the leased lot under certain condilfons. ThIs parcel meets those
condilfons, as it is on an island shared with other collages, protected on the main channel by a
seawsll and marsh on the back side and Is maintained as lawn, The parcel Is currenlly vacant
The applicant wishes to convert the existing filled area on the subJec! lot to a deed to obtain the
State of Michigan's ownership Interest In the Lake SI. Clair public trust boltomlands occupied by
thIs filled area of the leased 101. The DEQ determined, pursuant to Part 339. the full consideratIon
to be paid to the State of Michigan Is $11.297.
The applicant, who Is the current leaseholder. has provided a satisfactory survey. and the taxes are
paid up to date. This Item appeared in the December 3, 2012. DEQ Calendar and was eligible for
approval beginning December 10. 2012. The Inveslfgatlon conducted by CEQ staff concluded
thaI the described lands have no substantial value for hunting. fishing, swimming, pleasure
boating, or navigation. and that the public trust in the remaining lands and waters will not be
impaired by the sale of said described lands.
Recommendations
It is recommended thaI the above described parcel be aUlhorized for a deed pursuant to Part 339
and Executive Oider 2011·1. The deeded parcel shall be used only for the purpose of residential
use.

this filled area of the leased lot. The DEQ detennlned, pursuant to Part 339, !l)e full ccnslderatlon
to be paid to the Slate of Michigan Is $7,982.

Part 339 provides the Department of Environmental Quality (DEQ) with the authority to Issue a
deed for the filled area of the leased lot under certain conditions. This parcel meets those
conditions as the parcells used for residential purposes, filled, and protected from erosion.
The applicant wishes to convert the existing filled area on the subJect lot to a deed to obtain the
State of Michigan'S ownership tnterest in the Lake St. Clair public trust boltomlande occupied by
this filled area of the leased lot. The DEQ determined, pursuant to Part 339, the full consideration
to be paid to the Slate of Michigan Is $3,512.
The applicant, who is the current leaseholder, has provided a satisfactory survey, and the taxes are
paid upto date. This ftem appeared In the January 14, 2013, DEQ Calender and was eligible for
approval beginning January 21, 2013. The investigation conducted by DEQ staff concluded that
the descrIbed lands have no substantial value for hunting, fishing, swimming, pleasure boating,
or naVigation, and that the public trust In the remainIng lands and waters will not be Impaired by
the sale of said described lands.
Recommendations
/lIs recommended that the above described parcel be authorized for a deed pursuant to Part 339
and Executive Order 2011-1. The parcel shall be limited only for the purpose of residential use.
Arter the WRD Chief approves this recommendation with his sIgnature, this memorandum will
be forwarded for review and approval to the State Administrative Board as reqUired by Part 339.
Upon approval by the Administrative Board, the WRD will execute the legal documenls
authorizing the bottomlands conveyance.

Discussion and Background
The subJecllot is currently leased from the State of Michigan pursuanlto Part 339. Part 339
provides the Department of Environmental Quality (DEQ) with the authority to Issue a deed for the
filled area of the leased lot under certain condillons, This parcel meets those conditions as It Is
filled, maintained as lawn, protected with seawalls and has an approved septic syslem to serve a

The applicant wishes 10 convert the existing filled area on the subject lotto a deed to obtain lIie

The purpose of this memorandum is to request your approval to submit the proposed
bottomlands deed to the Slate Adminlstrallve Board. The Water Resources Division (WRD)
reoommends approval of the deed to an existing 0.26-acre parcel of filled Lake SI. Clair public
trust boUolTilands, in the st. Clair Flats, Snl Bora Channel section, Clay Township, SI. Clair
Counly, p'ursuant to Part 339, Control of Certain State Lands, of the Natural Resources and
Environmental ProtecUonAct, 1994 PA451, as amended (NREPA).
Legal Description of Subject Botlomlands
A parcel of land located In and being a part of Lot 171 of the Snl Bora Channel Section of the
so-called 51. Clair Flats Survey, 1899 PA 175, Clay Township, Sl. Clair County, and being more
particularly described as follows:
Commencing at the southwesterly corner of said Lot 171: thence N75'OO'24"W along the,
southwesterly line of said Lot 171 a distance of 78.90 feet to the edge of a steel seawall and the

Discussion and Background
The sUbject lot Is currently leased from the State of Michigan pursuant to Parl 339.
Part 339 provides the Department of Environmental Qualily (DEQ) with the aulhol1ty to Issue a
deed for the filled area of the leased lot under certain condiUons. This parcel meets those
cond~ions, as the filled area Is protected by a seawall on three sides and a marsh on the fourth
sIde. The lot contains an existing coUage, septic system and is maintained as lawn.
The applicant wishes to convert the existing filled area on Ihe subject lot to a deed to obtaIn the
Stale of Michigan's ownership Interest In the Lake St. Clair public trust boltomJands occupied by
this filled area of the leased lot. The DEQ detennined, pursuant to Parl 339, lhe full consideration
to be paid to the Stale of Michigan Is $3,002.
The applicant, who is Ihe current leaseholder, has provided a satisfactory survey, and the taxes are
paid up to date. This item appeared In the November 6,2012, DEQ Calendar and was eligible for
approval beginning November 12,2012. The Investigation conducted by DEQ staff concluded
that the described lands have no substantia! value for hunling, fishing, swimming, pleasure
boating, or navigation, and that the public trust in the remaining lands and waters will not be
impaired by the sale of said described lands.
Recommendations
Ills recommended that the above described parcel be authorized for adeed pursuant to Part 339
and Executive Order 2011·1. The deeded parcel shall be used only for the purpose of residential
use,
Once the WRD Chief approves this recommendation with his signature, this memorandum will
be forwarded for review and approval to the State Administrative Board as required by Part 339.
Upon approval by the Administrative Board, the WRD will execute the legal documents
authorizing the boltomlands con eyance.

Terms:

HIGHWAYS - IDS University Research Services

University will provide for a study of the safety benefits of Michigan engineering
improvements for older drivers. Researchers will evaluate the safety benefits of existing
highway design improvements for older drivers and for drivers of alI ages and will
perform cost-benefit analysis to help to determine future implementation of such
improvements. The authorization will be in effect from the October I, 2013, through
September 30, 2015. The authorization amount will be $295,581.91. The contract term is
January 2, 2013, through January I, 2017. Source of Funds: 80% Federal Highway

Contract (2013-0210) between MDOT and Parsons Brinckerhoff Michigan, Inc., will
provide for as-needed Intelligent Transportation System (ITS) services to be performed
for the Metro Region (CS 82194 - IN 107611C). The work will include as-needed
engineering and/or technical support services, including research and reporting support,
for the development, deployment, and maintenance of ITS infrastructure and the
advancement of various ITS-related initiatives. The contract will be in effect from the
date of award through May 15,2016. The contract amount will be $882,931.65. Source

the Attorney General, and compliance with all legal and fiscal requirements, the Director

The approval by the State Administrative Board ofthese contracts does not constitute the award
of same. The award of contracts shall be made at the discretion of the Director-Department of

Transportation and Natural Resources Committee Report, Ms. Jarois moved
that the Report covering the regular meeting of May 28,2013, be approved and
adopted noting the withdrawal of Item 45 of the Transportation Agenda at the
State AdminIstrative Board meeting on June 4, 2013. The motion was
