On Friday, January 17th, brother William C. Doherty passed through
\ -~ Santa Cruz where he had very important meeting with the Consejo SuyJ2. I ~VI·,- 1 v L perior de Cooperativa_s__cie__San Juliau. The meeting was alsoa tten e
by EmBassador Charles R. Bowers and US AID Director Bolivia Carl
Leon ard who f lew in especially from La Paz to attend th is program with
brother Doherty and the 35 campesino leaders. At the meeting the campesinos stated that their two greatest needs were for a credit program
and tractors. Brother Doherty asked me how AI FLD might respond positively on the subject of tractors and I advised him that we had already
sent up a project last year and it had been turned down as unfesasible;
he instructed me to reinitiate the p roject, checking out two of the following options :

2 . You might reconsider the request for a regular AI FLD soc ial project
on the basis of the fact that the bean crop for the second year in
San Julian came to --US_$_ 480,000 and, given this magnitud , the
colonizadores would be able to amortize a 'loan -withirr a shorte.r:.....e.e riod
of time than that mentioned in the original submis sion. Wh atever is
worke<

project with a tractor .
