The meeting was called to order at 1:00pm by Marley Barduhn, Chair

Description
Introduction of New/Voting Members
Marley began the meeting by asking that all members and guests in attendance
introduce themselves in a round-table fashion. Marley thanked everyone for
making the effort to attend this important meeting and indicated that we would be

dealing with some challenging items this academic year, and summarized the year
as being the year of assessment and field experiences.
Marley asked the group for modifications and/or edits to the minutes of the May
6, 2011 meeting of the TEC. Mariangela Chandler moved that the minutes be
accepted. Her motion was seconded by David Smukler and the minutes were
unanimously approved as written.
Marley asked if there were any objections to the roster of voting/ex-officio
members that was presented. Hearing none, the roster of voting/ex-officio
members was approved for the 2011-2012 Academic year.
Marley then nominated Johanna Hartnett of the SUNY Cortland Child Care Center
as a new representative to the TEC Advisory Board. Her nomination was seconded
by Regina Grantham and approved unanimously.
Standing & Ad Hoc Committee Reports
 Assessment-Andrea Lachance, chair, indicated that the committee has met
once this semester and has identified two focus points for the work of the
committee: identification of a common assessment stemming from the
culminating experiences of the various graduate teacher education
programs, and the identification of a common assessment of student
learning. The objective of the committee is to have something to present to
the full body of the TEC by the end of the Fall 2011 semester.
 TECRC-No Report
 Curriculum-No Report
 Conceptual Framework-Joy Mosher, Chair, indicated that her committee
was in the process of discussing potential meeting dates. The focus of the
committee this year will be to determine how and how well our conceptual
framework reflects the interests and goals of our advanced and graduate
programs and to determine identifying features that make us distinct from
all other institutions. The work of this committee is on-going.
 Bylaws-Marley indicated that she has asked Dennis Farnsworth to seek
members for and convene this committee with an eye toward updating our
current bylaws to reflect current realities/changes to the Professional
Education Unit and the TEC. Marley polled the group to ascertain whether
there was interest in making the TEC Bylaws committee a standing
committee of the TEC. The general consensus was that the committee
should remain Ad Hoc with a specific timeline for updates, e.g. every 3
years.
 Dispositions-Marley indicated that this committee is currently in flux, as the
chair retired in August. Anyone interested in serving on this or any

committee of the TEC should notify Dennis Farnsworth.
Amend the TEC Bylaws to create two additional standing committees:
 Bylaws
 Conceptual Framework
It was determined that the membership preferred to see any modifications to the
bylaws prior to taking any action on making this or the Conceptual Framework
Committees Standing Committees of the TEC. Opinions were voiced by a number
of members in favor of maintaining the Ad Hoc status of these committee. The
item was therefore tabled.
Changes to the NYS Teacher Certification & Testing Processes:
 Ad Hoc Committee on Teacher Certification-Marley informed the council
that she had empaneled a new committee to deal with the many changes
that are coming with regard to teacher certification processes and the NYS
Testing requirements. The committee has met a couple of times over the
summer and will be doing a number of presentations on pending changes to
the teacher certification process and NYS Teating requirements.
Specifically, please refer to the announcements section of the agenda for
information on these sessions.
In related items, Marley informed the council that the SUNY Deans are monitoring
activities related to the new video assessment and field tests that are to begin in
November 2011. She encouraged any program that wants to have an idea of what
is involved in this new assessment to contact her if they would like to serve in the
pilot process. The council engaged in discussion with regard to the new
assessment with a number of members providing additional information. JoEllen
Bailey informed the membership that at a recent meeting with State Ed she was
informed that there may be a one year window for full implementation after the
implementation date but there is currently nothing in writing to this effect. Marley
cautioned that with nothing in writing we should stick strictly to what the state has
published regarding timelines. John Shedd questioned what information was
available with regard to the new performance portfolio. Members were referred
to the Teacher Education Website-Teacher Certification Page to see what info is
available. Marley also mentioned that she is having weekly meetings (via
telephone) with her contact at Pearson and will provide additional insight as it
becomes available. Angela Pagano questioned how the schools are dealing with
student identification issues on the videos, etc. Are they aware of these new
requirements? Jo Ellen mentioned that in the same meeting referenced above, the
state indicated that they will mandate participation with parents continuing to
have an option to have their child excluded. Again, there is nothing available at

this time in written form. Doug Wieczorek indicated that he is not certain whether
the schools will go along willingly or not. They are already as overburdened with
state requirements and changes as we are. Bill Buxton advised that it is currently
estimated that it will take candidates about 45 hours of work during the student
teaching experience to complete the video and 2 other parts of the total
performance portfolio. The format will be much the same as current TWS models.
Many questions remain to be answered including timeline, workload issues,
liability issues, overlap of content and performance components, etc.
John Shirley, a guest to the meeting, advised the council that students are
becoming increasingly stressed over these issues, particularly as they relate to
testing requirements. In response the Career Services Office is doing many
classroom presentations (as they are invited by professors) and they are advising
students that unless they are certain of graduating by May 2013 they should
refrain from taking any tests at this time. He noted that there are also questions
about whether the current tests will be good for certificate progression. Another
item for candidates and advisors to be aware of is that the Individual Evaluation
option sunset has been moved back to 2013 while the state evaluates how well the
new tests are going to work. John ended his update by advising that there is a
great deal of misinformation out there right now. If individual
programs/classes/departments would like to have John speak at their monthly
meetings or class sessions all they need do is ask to be scheduled. Emphasis was
added to the fact that we currently have a sandwich seminar scheduled for Sept
28, 2011 from 12:30pm to 1:30pm in Jacobus Hall, Brockway and an added session
particularly for students on the evening of the 28 th from 7:00pm to 8:00pm in the
same location as the sandwich seminar. Marley ended this portion of the agenda
by updating the members on the numbers of out of state and international
certification verification requests that her office is dealing with. She noted that
there are indeed jobs available. . .they may not be in New York State but they are
out there.
NCATE/SPA Updates:
 UA B Meets from Oct. 23 – Oct. 28, 2011.
 SPA Updates
We currently still have 7 programs that are involved in preparing either first or
second rejoinders to conditions identified by the SPAs. Marley indicated that she
is hopeful that the new requirement for 7 standards each with no more than 7
elements will streamline future iterations of these reports and make the process
itself much more manageable.
 Advanced Programs Workshop Next Steps: Conceptual Framework

Integration, Assessments, field experiences for candidates.
Marley reviewed the workshop that was conducted with advanced programs
before the summer hiaitis and reinforced that there was a deadline of September
30, 2011 for programs to advise her office of steps that would be taken with regard
to making the conceptual framework more reflective of our advanced programs,
identify new assessments and data needs, and identification of what might serve
as field experiences for our advanced programs, as required by NCATE. Marley
encouraged participants in that workshop to complete their reviews/reports and
file them with her office ASAP.
Simulated Clinical Field Experiences
 Follow-up Meeting on Oct. 3, 2011 from 3pm to 4pm, 1304 Cornish
Marley advised the council that in August a number of SUNY Cortland faculty and
professional staff visited with Dr. Benjamin Dotger at SU to observe a clinical field
experience activity. The group that attended this simulation will meet on the date
above to provide feedback on the experience and to explore whether or not this
type of clinical experience may be something that we wish to persue here at SUNY
Cortland.
Marley asked Doug Wieczorek to provide the group with an update on the last
FEAC meeting. Doug stated that he has been visiting with superintendents,
principals and curriculum coordinators in several districts (23 or 24 in all). He
indicated that currently the districts are under a great deal of stress with multiple
changes, particularly in core curriculum. His focus has been to determine how we
might forge stronger relationships/partnerships with our closest partners. He
mentioned the example of a high school in Syracuse that has taken a 3 house
approach to the school population with partners from higher ed assuming almost a
co-teacher role with the building/district faculty with an eye toward providing
improved teaching and instruction steeped in best practice in order to improve
student achievement. This type of partnership will foster an exchange of
information helping us to better understand the challenges of the 21 st century
classroom and providing some insight into what the districts are going to need in
order to meet new challenges/requirements. He also spoke briefly about the
potential for us to more closely screen our candidates in concert with the districts
in order to insure that only the best and brightest candidates enter the classroom.

 A student information session highlighting the recent changes to the NYS
Teacher Education Certification Process will be held on September 28, 2011 from
7:00pm to 8:00pm in Jacobus Lounge Brockway Hall. Please encourage your
students to attend this very important meeting.
The SUNY Cortland Regional Professional Development School will host a poster session
titled: A Celebration of Leaning and New Understandings highlighting recent mini-grant
projects. Please join us in Jacobus Lounge, Brockway Hall on Thursday September 29,
2011 from 3:00pm to 5:00pm.
The Title II Survey for ELL that was recently distributed has a deadline for submission of
September 31, 2011 at close of business. Please return this important feedback to
Paulo Quaglio promptly.

Update on field testing of the new teacher certification exams:
 Information on how to register for the October Webinar as well as the date and
