Chair Jung called the meeting to order at 9:0 a.m. in, Lansing, Michigan.
I.
DIRECTOR’S REPORT
Director Steudle provided an update on the Zero Deaths initiative. Currently there have been
533 traffic deaths in Michigan this year. He discussed an accident that took the lives of three
people driving in Southwest Michigan that were from the Grand Rapids Area. Their deaths
were caused by a reckless driver that walked away from the accident. The initiative is
intended to remind people that driving is an active participating activity and they must be
fully engaged when you are behind the wheel.
Commissioner Hayes asked if MDOT puts the signs up in cooperation with the Michigan
State Police. He believes it is important for people to know they are in support of this effort.
Director Steudle stated yes, the department partners with the State Police on enforcement and
education of the driver. This effort is a form of educating the driver and the State Police is
very supportive.

Chairman Jung stated that MDOT has contracted with Albion College to study digital
billboards and any impacts they may have on traffic accidents/deaths.
Public Private Partnership UpdateDirector Steudle provided a summary of the responses received concerning the letters of
Interest that were sent out on the P3 projects he discussed last month.
P3 for Bridges
Twelve firms responded to the request for interest. Those who responded ranged from large
engineering, financing, and construction companies. Most firms were interested in a larger
contract for 30 to 40 years. This was intended to force a different decision on the materials
that are used up front. The next steps are to look at these internally to decide how it will be
funded and the next steps for developing the request for qualifications/proposals. One of the
things many proposers said is that the schedule is too aggressive; more time would be needed
to come to a financial close.
P3 for Freeway Lighting
Twelve responses were received from both local and international energy firms. Firms that
are helping in energy conservation by using reduced energy lighting. All respondents stated
they would bid on all of the approaches and most were comfortable with long-term contract.
Bigger firms were interested in a true P3 and a real energy savings model. Next step is to
discuss internally to decide what makes the most sense for the people of the state of
Michigan. He stated that he believes this is the project that will move forward the fastest and
will get the most play than the rest of them.
P3 for U.S. 127 Rest Areas
Five responses were received. One firm said they just wanted to do advertising to generate a
revenue stream. One wanted to provide gas and food. Three of the five wanted to do
advertising and sponsorship opportunities. This has a critical timeframe due to upcoming
roadwork that is needed. Next step is to look at the proposals and decide which is the best
option.
P3 for Timber Management
Two responses were received. Both were interested in a timber management contract. One
was a bit more sophisticated than the other one. Both stated that maintenance of traffic
would not be their responsibility. Another component included other opportunities with
other state agencies with needs to bundle the work all together. Aesthetic perspective was
noted by both respondents. There are more components to work out than originally expected.

company would have to assess the need, MDOT would be the owner and they would lease

the property. All the vending in the State of Michigan is done by the Commission of the
blind.
Commissioner Hayes asked whether it could be a service plaza.
Commissioner Rothwell stated that most service plazas are in high urban areas, where it
would be a disruption to traffic flow to have people get off the road to get food and gas.
Most of Michigan’s rest areas are not in those types of places.
Director Steudle stated that Michigan’s system was designed where private services were
provided at the next exit. The restaurant association has been very vocal in opposing this
type of solution.
Commissioner Moser stated that he is glad there is a continued focus on aesthetics. He asked
whether rest area mowing is done internally or contracted out.
Director Steudle stated that most are contracted out with oversight by MDOT.
Commissioner Moser stated that there are about 50,000 vehicle/deer accidents. Is there any
structured way to remove deer carcasses from the side of the roads?
Director Steudle stated that there have been a lot of conversations and different policies over
the years to handle dead animals along the road. Some are very costly. The latest policy is to
make sure they are off the side of road and let nature take its course.
Commissioner Afendoulis asked about the maintenance of the medians and if MDOT makes
the decisions of what is planted in those medians.
Director Steudle stated that yes, and whatever is planted must be safe. Planting material that
will not require mowing is also a consideration.

Chairman Jung entertained a motion for approval of the minutes from the regular State
Transportation Commission meeting July 25, 2013.
Moved by Commissioner Afendoulis, with support from Commissioner Rothwell to
approve the minutes from the State Transportation Commission meeting of July 25, 2013.

OVERSIGHT
Commission Agreements (Exhibit A) – Dee Parker
Mr. Parker presented information on 72 agreements. Pending any questions, Mr. Parker
asked for approval of Exhibit A.

General approval. This contact is with Amtrak to provide funding for the installation and
operation of an onboard communications platform to provide wireless mobile broadband
access on all Amtrak passenger rail cars and in all trains in the Michigan fleet. The cost
associated with Wi-Fi benefit operating costs and increases ridership.
Chair Jung entertained a motion to approve Exhibit A. Motion was made by
Commissioner Hayes and supported by Commissioner Wyett to approve Exhibit A.
Motion carried on a unanimous voice vote.
Commission Agreements (Supplemental Exhibit A) – Dee Parker
Mr. Parker presented information on three agreements. Pending any questions, Mr.
Parker asked for approval of Supplemental Exhibit A.

by Commissioner Hayes and supported by Commissioner Moser to approve Exhibit A.
Motion carried on a unanimous voice vote.
Bid Letting Pre-Approvals (Exhibit A-1) – Dee Parker
Mr. Parker presented Exhibit A-1. Exhibit A-1 included 13 state projects and 19 local
projects.
For the August 2, 2013, Bid Letting, 28 State projects with total engineers’ estimates of
$20.9 million and total low bid dollars of $19.7 million were let. The average low bid
was $729.3 thousand, and the median of $397.3 thousand. Of the 28 State projects, six
included warranties with a low bid total of $9.2 million. In comparison to August of
2012, 35 State projects were let with total engineers’ estimates of $66.4 million and the
low bid dollars total of $61.4 million.
The total number of bids received for the 68 projects let on August 2 was 247 for an
average of 3.63 bids per project. Of the 247 bids received, 90 were received for the 28
State projects for an average of 3.21 bids per project. For the August 2, 2013, Bid
Letting, one project was postponed, no projects were withdrawn, one project received no
bids, and currently, all bids were rejected for one State project.
For the August 2, 2012 letting, 103 contracting companies were eligible to submit bids
with 88 or 85.4, submitted at least one bid. In August 2012, 143 contracting companies
were eligible to submit bids with 127, or 88.8 %, submitting at least one bid.
The number of State trunkline jobs anticipated to be let during FY 2013 is 313 with a
total construction cost estimate of $680.2 million.
Leading up to and including the August 2, 2013, Bid Letting, 133.3% of 303 State jobs
anticipated for this period were let, representing 102.5% of the $659.4 million in
projected construction cost estimates. For this same period through August of 2012,
116.2% of 308 State jobs anticipated for this period were let, and represented 79.3% of
the $674.4 million in projected construction cost estimates.

The August 16, 2013, Special Bid Letting is advertising nine State projects with total
engineers’ estimates of $7.3 million and seven Local projects with total engineers’
estimates of $2.9 million. One of the nine State projects includes a warranty with an
engineer estimate of $751.5 thousand.
A second special letting is scheduled for August 28, 2013, advertising one State project
with an engineer’s estimate of $82.8 million.
The September 6, 2013, Bid Letting is currently advertising 16 State projects with total
engineers’ estimates of $19.9 million. Three of the 16 State projects include warranties
with total engineers’ estimates of $8.1 million. In addition to the State projects advertised
for this letting, there are 33 Local projects with $22.6 million in total engineers’ estimates
scheduled to be let.
Pending any questions, Mr. Parker asked for approval of Exhibit A-1.

Mr. Parker presented one state project and one Local project for which the bids are under
Five Hundred Thousand Dollars and has one bidder. The projects are being submitted for
informational purposes.

Mr. Parker presented one state project and three local projects for approval. Pending any
questions, Mr. Parker asked for approval of Exhibit A-4.

Commissioner Rothwell and supported by Commissioner Afendoulis to approve Exhibit
A-4. Motion carried on a unanimous voice vote.
Contract Adjustments (Exhibit B) – Jason Clark
Mr. Clark presented Exhibit B.
For this month, the department is reporting on six local agency projects that went over the
original contract price by 10% or more. The projects’ costs went over the original cost
by $1,504,838.41.
No Motion was required.
IV.
PRESENTATION
Transportation Asset Management Council – FY 2014 Budget Presentation & FY 2015
Allocation Request, 2014-2016 Work Program, and 2014 Council Appointments –
Carmine Palombo
Mr. Palombo provided an overview of the TAMC’s 2012-2014 program
accomplishments. The two major components were data collection and educating the
local units of government and transportation agencies on how to do the data collection.
In the past few years, a lot of time was allocated to bridges as well as roads. This past
year, the TAMC celebrated its 10-year anniversary.
2014-2016 Program Highlights
The TAMC will continue to hold the Annual Asset Management conferences and support
training and education efforts statewide. Paser data collection efforts will continue with
added focus on unpaved roads. The TAMC website continues to be refined and efforts
continue to develop a social media presence. The dashboards now have system
conditions that allow counties to compare their system to others, the same can be done
with bridges. We can now compare how ACT 51 is spent by each of the communities.
How does each county, each city, how are they getting their revenues and how are they
spending it. This is very powerful to establish best practices.

Mr. Palombo discussed the FY 2014 budget and requested the Fiscal Year 2015 budget,
maintaining the current funding level of $1,626,400.00.
TAMC Member Appointments.
Mr. Palombo asked approval of the reappointments of Bob Slattery, Don Disselkoen, and
John Egelhaaf. In addition, he asked for the approval on one new member, Joanna
Johnson. Biographies of these appointments were provided to the Commissioners. Mr.
Palombo asked the STC to confirm the three reappointments and one new appointment.
Commissioner Moser asked if the TAMC is subject to governmental accounting
standards.
Mr. Sanada stated that yes; the TAMC is subject to governmental accounting standards.
The Office of Commission Audits reviews the TAMC contracting activities and last year
the program was audited by the Office of Auditor General.
Chairman Jung entertained a motion to approve the TAMC’s Fiscal Year 2015 budget in
the amount of $1,626,400 and the council member appointments. Motion was made by
Commissioner Afendoulis and supported by Commissioner Moser. Motion carried on a
unanimous voice vote.
Mr. Raha asked for a roll call. There were six yeah votes from Chairman Jung, Vice
Chair Wyett, Commissioner Rothwell, Commissioner Moser, Commissioner Hayes, and
Commissioner Afendoulis.

Amendatory Contract (2012-0318/A1) between MDOT and HNTB Michigan, Inc., will extend the
contract term by nine months (and provide for an additional nine months of the services) to match the
term of the federal grant. The original contract provides for the development of a Passenger Rail
Corridor Investment Plan for the Chicago to Detroit/Pontiac High-Speed Rail Corridor, including the
completion of a service development plan and a Tier 1 Environmental Impact Statement. The project is
funded through a Federal Railroad Administration (FRA) High Speed Intercity Passenger Rail Program
grant and matching contributions from MDOT, the Illinois Department of Transportation, the Indiana
Department of Transportation, and Norfolk Southern Railway Company. The revised contract term will

Contract (2013-0471) between MDOT and Consolidated Rail Corporation (Conrail) will provide for the

will automatically renew for one or more additional five-year periods unless either party notifies the
other party of its intention not to renew. The annual base rent amount will be $300,000. Provisions in the

payment for each of the first two years of the lease. This is a revenue contract.

STATE PROJECTS OVERVIEW
For the September 6, 2013, Bid Letting, 17 State projects with total engineers’ estimates of $20.6 million and
total low bid dollars of $23.5 million were let. The average low bid was $1.4 million, and the median of
$961.7 thousand. Of the 17 State projects let, four included warranties with a low bid total of $12.1 million. In
comparison to September of 2012, 30 State projects with total engineers’ estimates of $117.1 million and total
low bid dollars of $118.1 million were let.
Prior to this report’s distribution, the status of eight State projects of the September 6, bid letting, were TBA.
PROJECTS OVERVIEW
The total number of bids received for the 51 projects let on September 6 was 242 for an average of 4.75 bids
per project. Of the 242 bids received, 55 were received for the 17 State projects for an average of 3.24 bids per
project.
There was one (State) project withdrawn from the September 6, letting, and currently, one (State) project for
which all bids were rejected.
Of the 103 contracting companies eligible to submit bids for the September 6, bid letting, 91 or 88.3%,
submitted at least one bid. In September of 2012, 102 contracting companies were eligible with 86, or 84.3%,
submitting at least one bid.
JOB PROJECTIONS
The number of State trunkline jobs anticipated to be let during FY 2013 is 313 with a total construction cost
estimate of $680.2 million.
At the close of FY 2013 through September 6, 443 State jobs with $786.0 million in total estimates were let
representing 141.5% of the total number of jobs anticipated to be let, and 115.6% of the projected construction
cost estimate. In comparison to fiscal year end of 2012 with 327 as the anticipated number of State trunkline
jobs to be let and the total engineers’ estimates as $735.1 million, the 401 State jobs let through September of
2012 represented 122.6% of the total number of jobs anticipated for this period, and of the total engineers’
estimate anticipated was $651.6 million, or 88.6%.
UPCOMING LETTING STATS
The October 4, 2013, Bid Letting is currently advertising 17 State projects with total engineers’ estimates of
$58.8 million and 18 Local projects with total engineers’ estimates of $15.6 million. Nine of the 17 State
projects include warranties with an engineer estimate of $50.9 million.

Special Provision for Minor Traffic Devices and Flag Control During an Approved
Extension of Time and Section 812.04T of the 2003 Spec Book for Price Adjustments

The pay adjustment was for additional traffic control during approved Extensions of
Time #1 and #2. The delays to the project were due to coordination with two adjacent
projects and many utility issues and unforeseen field conditions discovered during
excavation for truss and cantilever foundations. In addition, the contractor was
installing truss signs which required excavation in the freeway median that needed
protection with a temporary barrier wall. The contractor needed to move the barrier
wall out to work which was a time consuming process, they were restricted on work
hours per the contract, and they also had to coordinate closures with two adjacent
contracts. Therefore, the contractor mostly worked on weekends but they were
required to maintain the temporary barrier wall and other traffic control devices at all
times.
Reason #1 accounts for $292,145.93, or 62% of the total project cost increases.

Reason #1: CM #10, includes an increase of $249,932.73 for non-hazardous contaminated
material that had to be removed and disposed of during underground excavation for sanitary
sewer, storm sewer, and watermain. The presence of this material was not known at the
time of design, and was not included as an original item to this contract. This extra work was
processed via force account according to section 109.07 of the 2003 MDOT Standard
Specifications.
Reason #1 accounts for 92% of the total contract cost increase.

Reason #1: CM#1 includes increases totaling $12,111.00. These increases were for
Shoulder, Class II and an Extra for Slope Restoration Type C. Additional shoulder material
was required to be placed to construct the minimum 5 ft shoulder width. Some areas of the
existing shoulder were less than 5 ft in width after grading and compaction, additional gravel
had to be added to construct the shoulder per the proposed plan cross section.
Reason #2: CM #2 includes increases totaling $5,692.50. The existing edge of pavement
was broken down and severely cracked, resulting in many loose pieces of pavement and
instability of the shoulder material. Loose pieces of pavement were removed and replaced
with HMA Approach.
Reason #1 & #2 account for 100% of the total contract cost increase.

Reason #1: CM #1 includes an increase of $6,878.00 for subgrade undercutting Type I, an
increase of $6,928.38 for subgrade undercutting type II and an increase of $2,488.00 for an
additional 2 inches of aggregate base course. These items were necessary to provide a
suitable grade to place subbase, aggregate and HMA.
Reason #2: CM #2 includes an increase of $28,027.43 and a decrease of -$23,052.00 for a
net change of $4,975.00. This change was the result of requirement that HMA be placed in
one lift vs the plan to place in 2 lifts. The overage is attributable to irregularities in the
grade, which required thicker sections in some areas to meet the plan grades.
Reasons #1 & #2 account for $21,269.38, or 88% of the total project cost increases.

Reason #1: CM #1 had changes due to:
A) Additional piling depth was required to reach the design bearing capacity, resulting in a
$14,191.45 overrun.
B) Due to differing site conditions, "Subbase CIP" and "Subgrade Undercutting, Type II"
totaling $14,290.00 were replaced with "Geogrid, Reinforcement" and "Subbase Modified, 3"
minus" totaling $26,639.79, for a net change of $12,349.79. This resulted in the removal of
less material, but added a geotextile fabric to bridge the poor material and provide stability
for the "Subbase, CIP". While the geotextile fabric and additional depth of "Subbase, CIP"
added cost to the project, they will provide a stable base for paving.
Reasons #1 A & B account for net changes of $26,541.24 or 66% of the total net changes.
