This report card details the progress Colorado and its districts and schools are making toward the goals of the federal No Child Left Behind (NCLB) Act. The intent of the NCLB Report Card is to inform parents, teachers, the general public, key policy-makers and other decision makers about the status of education in Colorado in relation to NCLB goals. Specifically, the report includes: Assessment Data- the results of the reading and math state content assessments (CSAP, CSAPA and Spanish Lectura) Accountability Data- the Adequate Yearly Progress (AYP) results for the state Improvement status of Title I districts and schools in the state Graduation Rate Data Information about teacher qualifications and percentages of classes taught by Highly Qualified teachers Parents, school/district staff and the general public can also easily access individual school and district performance data on CDE’s web portal SchoolView at http://www.schoolview.org/. Some highlights from this year’s report include: Colorado students performed higher than the national average on the NAEP assessment in grades four and eight in reading. The state saw gains from 2009 to 2010 in the percent of districts that made AYP. In 2010, 48 percent of districts in Colorado made AYP (up from 46% in 2009). Seventy-eight percent of districts made at least 90 percent of their targets (same as 2009) Eighty-five Colorado school districts have been identified for Program Improvement or Corrective Action. Five Title I schools have made AYP for two consecutive years and have been removed from the School Improvement list. Another 54 schools on Improvement made AYP for the first time, and will exit Improvement if they make AYP again next year. If you have questions about an individual school or district, I encourage you to contact the individual school or district office. Additionally, all districts in the state create an Annual Report to the Public, which contains more information about how the specific district and schools are succeeding. Patrick Chapman Executive Director Office of Federal Programs Administration Colorado Department of Education Colorado NCLB Report Card 2009-2010 3 Section 1: Assessment Data CSAP Data Every year the state of Colorado administers the Colorado Student Assessment Program (CSAP) to measure the progress students are making in achieving proficiency in Colorado’s Content Standards. The CSAP assesses third through tenth grade students in reading, writing and mathematics. Additionally, science content standards are measured in 5th, 8th and 10th grades. The complete reports of CSAP results can be found at: http://www.cde.state.co.us/cdeassess/documents/csap/csap_summary.html Students with significant cognitive disabilities (about 1% of the student population) may be eligible to take the CSAP Alternate (CSAPA), which assesses students on modified state content standards. CSAPA results are included in the reports that follow. CSAPA data can also be found at: http://www.cde.state.co.us/cdeassess/documents/csapa/csapa_summary.html The following pages provide an overview of Colorado students’ performance on the 2010 CSAP. The graphs on pages 5 and 6 below represent the percentage of students scoring advanced, proficient, partially proficient, unsatisfactory, and no score on the Reading and Math CSAP, while those on page 7 show results for Lectura (a Spanish-language reading test given to qualifying students in 3rd and 4th grades). Graphs on pages 8 and 9 show the percentages of students scoring novice, developing, emerging, exploring, inconclusive, and no score on CSAPA. Tests may receive a “No Score” if a student does not take, or does not complete, the test. Pages 10-38 provide trend tables comparing the performance of disaggregated groups of students from 2009 to 2010. NAEP selects a sample of Colorado schools to participate each year. Colorado and its schools selected for NAEP must participate in 4th and 8th grade assessments in reading and mathematics to receive state and district Title I funding. In 2009, approximately 2,920 Colorado students in 154 public schools participated in grade four and approximately 2,755 Colorado students in 121 public schools participated in grade eight. Students across the nation participated in the same assessment for each grade and subject. The two major goals of the NAEP are to measure student achievement and to report change in performance over time. NAEP provides results for the nation as a whole and for the states separately. Performance is reported by groups of students (e.g., gender, racial and ethnic groups) and by participation in special programs (e.g., free and reduced lunch, limited English proficiency). The results are reported in average scale scores in which the range is zero to 500. The results are also reported in achievement levels defined by the National Assessment Governing Board. Each of these assessments/studies is based on a representative sample of the student population of the state and the nation and none are designed to produce individual district, school or student data. While participation is required to receive Title I funding, no sanctions or awards are given for performance on the NAEP. However, Colorado’s NAEP results are required to be used as confirmatory evidence for any trends identified in CSAP results. In 2009-10, Colorado students performed higher than the national average in grades four and eight in reading. Seventy-two percent of fourth-grade students and 78 percent of eighth-grade students performed at or above the NAEP Basic level for reading. Nationally, only 66 percent of fourth-grade students and 74 percent of eighth-grade students performed at or above the NAEP Basic level. Basic is defined by the National Assessment Governing Board as demonstrating “prerequisite knowledge and skills that are fundamental for proficient work” at each grade assessed. Colorado fourth-grade students received an average scale score of 226, and the average scale score for Colorado eighth-grade students was 266. Adequate Yearly Progress (AYP) is the federal accountability measure for schools, districts and the state to measure progress towards reaching this goal. CDE sets the guidelines and targets for determining AYP. NCLB requires CDE to determine if school districts make AYP every year. Districts, in turn, are required to make AYP determinations for their schools. The state as a whole must also calculate AYP. CDE uses the Colorado Student Assessment Program (CSAP), Lectura (a Spanish-language reading test given to qualifying students in third and fourth grades), CSAPA (for students with significant cognitive disabilities) and high school graduation rates to provide districts with AYP calculations for all schools. More specifically, AYP is met by: 1. Making the 95 percent participation requirement (95 percent of students enrolled in the school must take a state assessment in both reading and math). 2. Making the math and reading performance targets, or decreasing the number of students scoring unsatisfactory by 10 percent from the prior year (also known as “Safe Harbor”). - Colorado includes an additional way for schools and districts to make AYP using longitudinal data, called “Matched Safe Harbor.” In order to make AYP with Matched Safe Harbor, schools need to show a 10 percent reduction in the number of students scoring unsatisfactory when looking at students who tested two years in a row. Matched Safe Harbor is allowed only if 95 percent of the students also tested at that school/district the prior year. 3. Making the “Other Indicator” requirement. For elementary and middle school levels, this was 1.21 percent of students scoring advanced in reading and math. For high schools, this was a graduation rate of 63 percent or two percentage points above the previous year. Districts and schools make AYP only when students as a whole and all disaggregated groups of students (by race, income level, English language learners and students with disabilities) meet the targets. Performance targets are the same for all disaggregated groups (there must be 30 or more students in the group before it is accountable). The state also must report scores for male, female, and migrant students. Schools and school districts must reach performance targets in both reading and math to make AYP overall. If a school district or school does not reach all targets in both content areas, it has not made AYP. Colorado NCLB Report Card 2009-2010 41 Colorado State AYP Results AYP performance targets measure the year-to-year changes in the percent of students scoring partially proficient and above on the CSAP and Lectura (or emerging and above on the CSAPA) against an annual target. These targets increase until 2014 when they reach 100 percent. In Colorado, targets are increased every three years. Targets during the 2009-2010 school year were the same as during the 2008-2009 school year. Colorado did not make AYP as a state in 2010. The state was responsible for 153 targets and made 112 of those targets. The graduation rate is a cumulative or longitudinal rate which calculates the number of students who actually graduate as a percent of those who were in membership over a four-year period (i.e., from Grades 9-12) and could have graduated with the current graduating class. A graduation rate is reported for each graduating class. The rate is calculated by dividing the number of graduates by the membership base. The membership base is derived from the number students entering ninth grade four years earlier and adjusted for students who have transferred into or out of the district during the years covering grades 9 through 12. The Class of 2009 includes students who graduated during the 2008-09 academic year. While most of these graduates are those students who began 9th grade four years earlier, the graduating class may include students who completed high school in three years, four years, or longer. Do all Colorado school districts have the same requirements for graduation? No. Each local school board defines graduation requirements for its district. These vary from district to district. The state considers a graduate to be any student who has met the graduation requirements of his or her local school district. Are there students who complete 12 years of school and do not graduate? Yes. Some districts award certificates or other designations of high school completion or attendance to students who do not meet the standard high school graduation requirements. Also, some students who do not meet the traditional high school graduation requirements do successfully achieve a general educational development certificate (GED). Under what circumstances is a student reported as a transfer? A transfer, for the purposes of the graduation and completer rate, is a student who can be verified to be attending another school that awards diplomas or a home-based education program. Adequate documentation of transfer is defined as an official request for academic records from the student’s new school or, for home school, a signed form from a parent or legal guardian. A Title I school that does not make AYP for two consecutive years in the same content area (reading or math) is placed on first year School Improvement. For each subsequent year on Improvement, schools must meet a series of requirements that bring resources to the school or provide parents with more alternatives. The district bears the primary responsibility for ensuring that a school in improvement, corrective action or restructuring receives technical assistance as it develops or revises its school plan and throughout the plan’s implementation. The table below outlines the levels of School Improvement along with the requirements associated with them. Of those, 83 schools are in Year 1 of School Improvement, 39 schools are in Year 2 of School Improvement, 19 schools are on Corrective Action, 13 schools are designated as Restructuring, Planning, and 47 schools are designated as Restructuring, Implementation. A list of all schools on Improvement is included on pages 70-74. Five schools showed substantial academic progress in 2010 and have been removed from the list of Schools on Improvement. These five schools removed from the 2010 Improvement list are listed in the table below. An additional 54 schools on Improvement made AYP for the first year in 2010 (only 17 schools made similar strides last year). If these schools make AYP again next year, they will be removed from School Improvement.
