Test Regeneration
• Keeps content fresh, relevant, and current
• Provides tests aligned to the most current standards
• Provides validity and reliability
• Reduces candidate burden and costs
• Annual confirmation of specifications by a committee of experts to answer the following
questions:
1) Do the test specifications still represent knowledge and/or skills that are important for
competent, beginning-level practice?
2) Are there areas of knowledge and/or skills that are not included but are critical for
competent, beginning-level practice?
3) Are changes on horizon that could impact these specifications in the future, either at
the national level or within your state?
Process of a Multi-State Standard Setting Study
• Panelists Take the Test for Familiarity
• Panelists Define Knowledge and Skills
• Two rounds of judgments, with feedback/discussion
• Panelists Review Categories of Test for Validity
• Report Produced with Recommended Score Value and Validity Information
Recommended Study Value – Cut Score
• The standard setting studies involved two expert panels for each assessment, comprised
of teachers, administrators and college faculty.
• The recommended cut scores for each panel are provided to help state departments of
education determine appropriate cut (or passing) scores.
• The final Cut Score is set at the discretion and control of each individual state.
• Each state reviews the report and decides what it will adopt as its cut score(s)
• Each state is encouraged to consider having a small group of experts help in the
deliberation to review the results of the report, review a copy of the content
specifications and a form of the test(s).
• Each state should factor in other considerations relevant to the state: Standard Study
recommendations; Available performance data; Supply and demand issues; Access to
the profession; Periodic reviews of their score; and Practitioner input into their
decisions.

Seventeen panelists from sixteen states were recommended by the National Association
of School Psychologists (NASP):
