PWR Endorsed Diploma Update Emmy Glancy Colorado Department of Higher Education June 2013 Comprehensive Preschool-Postsecondary (P20) Alignment In 2008, Colorado’s Achievement Plan for Kids (CAP4K) set forth a common purpose – preparing all students for postsecondary and workforce success. CAP4K and subsequent policies aimed to: Improve Colorado’s public education through the alignment of preschool through postsecondary standards, expectations, reporting, and outcomes Prepare all educators and leaders for the demands of the 21st century classroom Move away from seat-time (Carnegie unit) requirements to competency-based determinations of student readiness Align high school EXIT graduation policies and ENTRANCE higher education admission policy, remedial and placement policies with the state’s postsecondary and workforce ready (PWR) definition Guiding Beliefs What does postsecondary and workforce ready mean and how can it move from a policy statement to practice? Students benefit from the alignment of high school and higher ed. content, graduation and admissions policies. Flexibility: Students should have multiple, equally rigorous and valued pathways to meaningful careers and post secondary education. Our policies should provide a way to OPEN more doors and create more opportunities for students. Key Actions Accomplished… Joint CDE and DHE CAP4K Team leadership Vetted members for Task Force Criteria proposed and vetted widely K12 groups: focus groups with high school teachers and counselors, BOCES, convened evening town hall tour in seven cities, conference presentations and feedback sessions across the state with a range of educator groups Higher ed. groups such as: General Ed. Council, provosts, deans, Admissions Council, Student Affairs Council, educator and counselor preparation programs, community college vice presidents and board, etc. Work Group and Pilot programs launched Purpose of the Endorsed Diploma Reward high school graduates for excellence by guaranteeing that the student: Meets minimum academic qualifications for admission to all open, modified open or moderately selective public institutions of higher education in Colorado; and, Receives priority consideration for admissions into Colorado’s selective and highly selective institutions. Ensuring students are not penalized if their district does not offer the endorsement CCHE members reviewed and signaled their support of the criteria in Spring 2012 Endorsed Diploma Criteria: Four Indicators 1. 2. 3. 4.
