Septage Treatment, Handling and Disposal Practices in California 1 Septage Treatment, Handling and Disposal Practices in California Survey A) Introduction There are approximately 1.2 million onsite wastewater treatment systems in California. This type of sewage treatment is frequently used in rural and suburban residential development and can adequately provide water quality and environmental protection when properly designed, sited, constructed, maintained, and operated. These systems do require maintenance and one of the required maintenance items is to remove the scum and solids that accumulate in the primary treatment tank (septic tank). This material is referred to as domestic septage and is defined as “ …liquid, solid or semisolid material removed from septic tanks, cesspools, marine sanitation devices, portable toilets and similar devices that receive domestic waste only (household, non-commercial, non-industrial sewage).” (USEPA). The November 1994, State Water Resources Control Board Report of the Technical Advisory Committee For Onsite Sewage Disposal Systems identified septage disposal as one of the issues of concern facing California. The report stated, "With ever increasing dependence on OSDS, there is a corresponding demand for adequate septage disposal facilities. More and more publicly owned treatment works (POTWS) are refusing to accept septage, and it is becoming increasingly difficult to locate and obtain environmental and public approvals for new land disposal septage sites." This finding has not changed significantly since this report. The pending statewide onsite wastewater treatment regulations mandated by AB 885 will increase the demand for septage handling, treatment, and disposal facilities due to the anticipated increased oversight and management of onsite sewage treatment systems. For this reason, it is important to have an understanding of the current status of the septage management program in California. Septage - Definition In the broadest sense septage is material that has been removed, typically pumped, from a treatment tank or waste holding tank and hauled to another location for final disposition or additional treatment. The composition and source of the material generally dictates how the material must be handled and the treatment and disposal options that are available. The United States Protection Agency classifies septage into two broad categories that determines how it can be handled: 1) domestic septage, and 2) commercial and industrial septage. The factor that differentiates commercial and industrial septage from domestic septage is not the type of establishment generating the waste; rather it is the type of waste being produced. For example a food establishment may have both domestic and commercial septage. The domestic septage consisting of the sewage produced from the facility and the commercial septage consisting of the grease trap waste from the grease interceptor. This study is concerned with domestic septage - the pumped material from onsite wastewater treatment systems and grease trap waste – a specific form of commercial septage. Septage Treatment, Handling and Disposal Practices in California 2 Characteristics of Domestic Septage Domestic septage is the material removed from the primary treatment component or septic tank in an onsite wastewater treatment system. This primary treatment component provides detention time for the raw sewage allowing for 1) separation of solids from liquid, allowing solids to settle into a sludge layer with the tank providing a place for sludge storage 2) formation and retention of a floating scum layer consisting of oil, grease, fats and other light materials 3) additional anaerobic digestion of settled solids, and 4) production of a reasonably clarified effluent that leaves the tank for additional treatment by the next treatment component. Domestic septage contains many different substances depending on the type of waste being treated in the onsite wastewater treatment system. It contains mostly water, sewage, inorganic materials like grit, and organic fecal matter. Small quantities of polluting substances that are normal to household activity can also be present. Laboratory analysis of domestic septage typically shows low levels of heavy metals and other pollutants. Several factors can affect the characteristics of domestic septage such as septic tank size, the time interval between pumping (the tank pump out frequency), and the characteristics of the wastewater being treated. The typical chemical and physical characteristics of septage are listed in table A-1. Grease Trap Waste Grease trap waste consists of the fats, oils, grease, grit and other kitchen wastes that accumulate in a grease trap. The grease trap is a tank that acts as a separator or interceptor, serving a commercial food facility. Grease traps are used at food establishments to prevent large amounts of grease from entering the public sewer system. The purpose of the tank is to separate out these materials so that the materials do not enter the onsite sewage treatment system or sewage collection system. The accumulated materials must be removed at some scheduled frequency and hauled to a treatment or disposal facility. Biological breakdown of grease trap waste can be difficult and as a result many facilities will not accept this type of waste. The characteristics of grease trap waste - it is a high strength waste (high BOD5 ); it has high odor potential; it has vector attractant potential; and, it is difficult to breakdown - requires that it is handled, treated and disposed properly. B) Purpose The purpose of this study is to provide basic information concerning domestic septage handling, treatment, and disposal practices. Information is not readily available or is not in a format that provides answers to some fundamental questions. These questions include; 1) the location of the disposal facilities, 2) the quantities of septage treated, (3) the types of facilities and treatment and disposal methods used, and 4) the potential capacity these facilities have for septage treatment. The study also provides an assessment of the available information sources and what sources should be developed. The information should give policy and decision makers the basic information necessary to assess existing resources as well as determining future needs. A secondary purpose of the study is to gather information concerning grease trap waste treatment and disposal. As noted above, grease trap waste is not included in the general definition of domestic septage but falls under the definition of commercial septage. Grease trap waste is included in this study since 1) the same companies often haul both domestic septage and grease trap waste, and 2) these wastes can be handled at the same types of facilities that treat or dispose of domestic septage. Septage Treatment and Disposal Options - General Regulations governing the treatment and disposal of domestic septage depend on the type of facility receiving the septage. Federal regulations identify four major treatment options (USEPA, 1993): Septage Treatment, Handling and Disposal Practices in California 4 1. Land application is the spreading of domestic septage on land at controlled rates to fertilize crops and improve the tilth of soils. This domestic septage can either be sprayed or spread on the soil surface, or plowed, disked, or injected into the soil. The specific rules governing land application differentiate between non-public contact sites and public contact sites: § Non-public contact sites are defined as sites that are not frequently visited by the public including agricultural land, forests, and reclamation sites. The requirements governing land application of domestic septage to these sites are less burdensome but not less protective than the other requirements for land application of sewage sludge in the Part 503 Regulation. § Public contact sites are defined as lands with a high potential for contact by the public such as public parks, ball fields, cemeteries, plant nurseries, turf farms, and golf courses. Disposal is regulated under 40 CFR Part 503 as sewage sludge at these sites. 2. Septage can be discharged into treatment works (sewage and wastewater treatment plants) for treatment as follows: Domestic septage to septage-only treatment works, or both domestic and non-domestic septage to municipal facilities that normally treat domestic sewage. This discharge is permissible provided that a treatment facility is available which will accept the septage. 3. Septage can be placed in a landfill or other surface disposal site. Again, the rules of the landfill operator and applicable State and Federal rules must be followed. 4. Septage can be incinerated. In this case, the rules of the incinerator operator and the applicable State and Federal rules must be followed. Septage Treatment and Disposal Methods - California There are five primary methods for treatment and disposal of septage practiced in California. The five methods are consistent with and fit within the four disposal options identified by EPA. The methods are: 1) land application; 2) co-treatment at a sewage/wastewater treatment plant; 3) independent septage treatment facilities; 4) septage ponds with subsequent solids disposal; and 5) disposal at a sanitary landfill. There are some variations that may combine several treatment options but for purposes of this report these will not be separated out or quantified. Further discussion of these options follows. Land application Land application is the process of spreading the septage to the land surface. Typically the operation consists of stabilizing the septage, usually with lime, and then spreading at agronomic rates. Land application operations must meet certain criteria. As practiced in California, the operation must: • not allow public contact • meet and certify pathogen reduction and vector attraction reduction • follow prescribed best management practices Septage Treatment, Handling and Disposal Practices in California 5 • • • utilize site and crop specific nutrient application rates assure domestic nature of the applied material, and develop and maintain a record keeping system The California State Water Resources Control Board defines septage for purposes of land application as: Waste material removed from a septic tank, cesspool, portable toilet, Type III marine sanitation device, or similar wastewater handling device that has not passed through a municipal wastewater treatment facility (State Water Resources Control Board Water Quality Order No. 2000 - 10 –DWQ). This definition is consistent with the federal definition for domestic septage. For the purposes of this General Order septage is not included as a biosolid and as such land application is directed to non-public contact sites. Co- treatment Co-treatment at a sewage/wastewater treatment plant consists of introducing the septage at a point in the wastewater treatment process. The septage is treated along with the other sewage flow entering the plant. The septage can be introduced into the process at several points: • Upstream location into a manhole (liquid process) • Septage receiving station (liquid process) • Addition to digesters (solid process) Septage can cause treatment process disruptions. Sewage/wastewater treatment plants with large flows or facilities that carefully meter in the septage can generally accept septage without disruption to the treatment processes. Independent treatment facilities Independent treatment facilities are those designed and operated to specifically handle septage. There are several proprietary treatment technologies that dewater the septage by separating the liquid fraction from the solids. These facilities typically land apply the residual solids or haul the solids to a disposal site (landfill). The solids can also be utilized at compost facilities. The separated liquids are either treated on site or hauled to a wastewater treatment plant for disposal. Septage ponds Septage ponds are designed and operated to receive septage and can be considered independent treatment facilities. Most frequently these ponds are designed as evaporation ponds where the liquid separates and evaporates over time. The solids remain in the pond and can undergo additional decomposition. The solids accumulation eventually needs to be removed and either land applied, composted or disposed in a landfill. The liquid fraction can also be removed for treatment at another treatment facility and in some cases used for irrigation. Not too long ago evaporation ponds were much more common than they are today. Concerns over Septage Treatment, Handling and Disposal Practices in California 6 water quality and the increased costs associated with building and maintaining ponds has significantly reduced their use. Landfill disposal Septage disposal at sanitary landfills is an option that is rarely used. The high moisture content of septage as well as concerns with pathogens are the primary reason that landfilling is infrequently used. However, landfill disposal of dewatered septage is still practiced. C) Study Methods This study was conducted using a survey developed to obtain information from relevant sources. The sources contacted were: 1. both public and privately owned sewage/wastewater treatment plants 2. the Local Enforcement Agencies for solid waste facilities 3. the local agencies with jurisdiction for the onsite wastewater program These entities were all mailed survey forms and a cover letter explaining the purpose of the survey. The recipients were requested to return the forms by mail and were also given the option to use electronic versions with return by email. The survey was designed to provide basic information needed to help assess the status of septage disposal in California. Information requested included location of septage sites, the current volume of septage being received, the capacity of the facilities to receive septage, and the fees charged for disposal. Sample survey forms are attached as Appendix II. Extensive phone and email follow-up was conducted to obtain the requested information and to clarify responses. The phone follow-up verified that a number of wastewater treatment plants that did not return the survey do not receive septage and therefore did not respond to the mailed survey. D) Results – Septage treatment & disposal facilities Completed survey forms were returned from 244 potential treatment and disposal facilities. The survey identified 94 facilities that treat and/or dispose of septage. These ninety-four facilities handle more than 230 million gallons of septage and 11.5 million gallons of grease per year. Sewage treatment plants accounted for 84% of these facilities and more than 90% of the total septage processed. All of the facilities receiving are listed in Tables D-1 and D-2 that follow. Of the 229 responding, 78 facilities receive septage with 19 receiving grease waste. One facility accepted grease trap pumping but did not accept septage. The receiving facilities reported almost 200 million gallons of septage and more than eleven (11) million gallons of grease received per year. Nine of the facilities provided septage receiving capacity estimates. The other responses did not include these projections though several indicated that there has not been an attempt to determine capacity for septage. As a result, the capacity for a given facility is noted as the volume reported as received unless the facility noted otherwise. The capacity based on the responses is 215,767,261 gallons a year. Disposal fees charge ranged from $.01 to $.246 per gallon. The average charge is $.064 with the median at $.045. Supplemental Information: Facilities were asked to provide answers to a number of additional questions. These questions are designed to provide additional information concerning the status of septage disposal. A summary of the responses follows: 1. Fourteen facilities reporting having previously accepted septage but are no longer doing so. 2. Facilities not accepting septage were asked to indicate the reason. Those responding to the question, less than ½ of the 151 reporting, indicted the following reasons (note: the percentage is calculated on all 151 reporting): • haven’t considered = 6% • liability = 13% • no equipment = 20% • not interested = 31% • plant design = 18% 3. Of the facilities accepting septage, 90% perform constituent testing of material received. The frequency of constituents tested for is: • Heavy metals = 56% • BOD = 50% • pH = 56% • Other = 13% 4. They are identified for purposes of this report as independent receiving facilities and include all land application sites, septage ponds, proprietary treatment facilities and landfills. • • • Ten of these facilities use septage ponds. Six of these were located at landfills. There are four pond disposal facilities separate from landfills. Of the six ponds at landfill facilities five incorporate the dried solids into the landfill and one land applies the residual solid. Two facilities use proprietary dewatering treatment systems. Six facilities use land application as the final disposal, with four of these using land application for both treatment and disposal. These independent receiving facilities reported receiving over 32 million gallons of septage and over 300,000 gallons of grease a year. Supplemental Information: 1. Disposal costs at these facilities ranged from $.02 to $.20 per gallon. 2. Four facilities conduct a systematic load-checking program. More than 97% of grease trap waste is going to sewage treatment plants. The average disposal fee charged ranged from a low of $0.02 per gallon to a high of $0.14 per gallon, with an average of $0.079 and a median of $0.078. This is slightly more than one cent per gallon higher than fees charged for septage disposal. Local agencies are not required to maintain information on septage receiving facilities within their jurisdiction and as result the information provided was incomplete. The purpose of requesting the information was to gather information on sites from as many sources as possible since there is no central clearing house keeping track of this information. In two cases, Los Angeles and Orange County, the information on gallons pumped was reported by the public agency having oversight of the receiving facilities and not by the local onsite regulatory agency, demonstrating the value of requesting information from a variety of potential sources Less than half of the jurisdictions tracked the total volume of septage handled. Most agencies do have information on the number of pumper vehicles and companies operating within their jurisdiction. Septage pumpers and haulers are required to register with the local jurisdiction (Health and Safety Code Section 117400-117450, text of this section can be found in Appendix I). Agencies reported 785 registered septage pumpers with 1,699 vehicles. This number does represent some duplication as the same hauler and vehicle may be registered in more than one jurisdiction. The local jurisdictions did identify 81 septage treatment and disposal facilities within their jurisdictions. Several of these proved to be either no longer receiving septage or no longer in operation. The following table gives a summary of the results from the 39 agencies responding. There are three primary reasons that tanks are pumped; 1) normal maintenance by the owner, 2) real estate transaction – lending institutions often require an inspection of the onsite system and this often results in pumping the tank as part of this process, and 3) a system malfunction or failure – often requiring pumping the tank in order to make the repairs. The real estate transaction often acts as or replaces the normal maintenance needed as the frequency parallels the property turnover rate (estimated at every five years). The frequency that tanks need to be pumped under normal maintenance procedures depends on the size of the tank and the hydraulic and organic load being discharged into the tank. Under normal use a properly sized tank can be expected to operate effectively for more than five years without needing pumping (sources – USEPA, Bounds). Generally speaking the larger the tank the less frequently it needs pumping service. The survey results indicate that based on the responses more than 230 million gallons of septage are being treated and disposed annually in California. The quantity of septage received by the type of facility is distributed as follows; 84% wastewater treatment plants, 2% land application, 2% independent treatment facilities (proprietary systems), and 11% septage ponds. This quantity of 230 million gallons annually is consistent with the quantity anticipated. The California wastewater Training and Research Center conducted a preliminary analysis of the expected septage produced annually in California. The analysis is based on the following assumptions: 1. 1,200,000 onsite systems in the state 2. 1,200 gallon septic tank 3. ‘Maintenance’ pumping rate: • Gallons pumped/year assuming a seven year cycle = 205,714,286 • Gallons pumped/year assuming a five year cycle = 288,000,000 4. • • • 1. System failure rate: Failure rate = 1% (CWTRC and USEPA, 2000) Number of repairs = 12,000 1.5 pump event/repair = 18,000 pump events Septage from repairs = 21,600,000 Septage Treatment, Handling and Disposal Practices in California 30 Adding the ‘maintenance’ pump rate with the septage from repairs results in either 226,000,000+ gallons or 309,000,000+ gallons. The results from the survey of 230,000,000+ gallons compare reasonably well with these estimates. Based on this comparison the survey accounted for most of the anticipated septage production in the state. It is anticipated that septage production will increase for two primary reasons. The first is that the use of onsite systems for new development will continue at a rate of about 10% a year of all housing starts. The second is that as the statewide regulations (AB 885) come into effect local jurisdictions will need to develop more comprehensive programs. These programs will require more monitoring oversight of new and existing systems. This will result in educational outreach advising system owners of maintenance requirements and system upgrades to meet public health and environmental concerns. The survey results indicate that most of the septage is treated at publicly owned sewage/wastewater treatment plants. Also, the facilities accepting septage are generally the larger municipal, sanitary district or county facilities with large waste flows. This is expected as these facilities can assimilate the additional organic load by virtue of dilution without disrupting their treatment processes. It is also evident that some smaller communities and rural areas do not have treatment facilities in close proximity, requiring longer hauling distances and increased cost to the consumer. This can be a disincentive to the proper maintenance of onsite systems. H) Recommendations Local government, the Regional Water Quality Control Boards and the State Water Resources Control Board need to develop strategies to ensure that the septage treatment and disposal facilities are adequate to meet the demand. This was pointed out in the Report of the Technical Advisory Committee for Onsite Sewage Disposal Systems, SWRCB, November 1994. The report made recommendations for specific program changes that included: 2. Require RWQCBs to work with local agencies to ensure that there are suitable septage disposal facilities available for existing and proposed OSDS in the region. Make grants or loan funding available for evaluation and planning of septage disposal facilities. (page 26) 3. The RWQCBs should work with local agencies to evaluate the availability and suitability of septage disposal facilities. Where facilities are not adequate to serve existing and future OSDS, the RWQCBs should establish a timetable for development of facilities, including the possible prohibition of new OSDS until adequate septage facilities are assured of being available. The SWRCB and RWQCBs should ensure that regional POTWs which receive State funding assistance also provide for septage disposal where such septage disposal facilities are needed. These recommendations are relevant to the needs of today. In addition, the study points out the need to develop a better data collection and tracking system. While the Septage Treatment, Handling and Disposal Practices in California 31 information obtained by this survey is useful it required considerable time to compile. This type of fundamental data is necessary for program planning and evaluation. Determining the infrastructure needs for septage and grease trap waste handling treatment and disposal is an ongoing process and the data needed for these assessments should be more readily available. Specifically: 1. Regional Water Quality Control Boards should request and maintain statistical information from the various treatment facilities as to the quantity of septage and grease trap waste being processed. As noted in the study nearly 90% of septage is going to sewage treatment plants and these fall under regional board jurisdiction. This should be made part of the reporting requirements contained in the facility permit. The regional boards rather than local jurisdictions should have this responsibility as they have permitting and oversight responsibility. 2. Local agencies (local health officer or his/her designee) should track the activities of the septage tank pumpers as allowed by law. While local agencies do for the most part register the septic tank pumpers most do not have a system in place to evaluate the pumping records. The pumping records can provide a valuable tool in helping local agencies assess the status of onsite systems. 3. The State Water Resources Control Board, the Regional Water Quality Control Boards, and local jurisdictions implementing the onsite program should collaboratively establish a minimum data set that can be used for future analysis. Finally, California should consider developing a comprehensive septage management plan. A number of states, for example North Carolina, have developed a program that insures facilities are available and that these wastes are managed in a manner that protects public health and the environment. This article shall not apply to any city, town, county, sanitary district, sanitation district, sewer maintenance district or to any agency or institution of the state or the federal government by reason of the cleaning of septic tanks, chemical toilets, cesspools, sewage seepage pits or sewage works that are owned and operated by any of these governmental agencies or institutions. 117405. It is unlawful for any person or firm to carry on or engage in the business of the cleaning of septic tanks, chemical toilets, cesspools or sewage seepage pits or to dispose of the cleanings therefrom in any city, town, county, or city and county unless he or she or it shall hold an unrevoked regis tration issued by the local health officer or his or her duly authorized representative of the city, town, county, or city and county for the carrying on of the business. 117410. Except as provided in Section 25163, it is unlawful for any person to clean septic tanks, chemical toilets, cesspools or sewage seepage pits or to dispose or aid in the disposal of the cleanings thereof, for any person or firm engaged in the business of cleaning out septic tanks, chemical toilets, cesspools or sewage seepage pits or disposing of the cleanings thereof who does not hold an unrevoked registration as provided in this article. 117415. All applications for registration under this article shall be filed with the local health officer in the city, town, county, or city and county in which it is desired to carry on the business. The application shall state the name in full, if a partnership then names of each of the partners, the relation of the applicant to the firm or partnership, the place of business and place of residence of the applicant for registration and of each of the partners in the business, if a partnership, and shall state the exact location of the place at which it is proposed to dispose of cleanings. The application shall be signed by the authorized officer of a corporation, if a corporation; or by the managing partner, if a partnership. 117420. Registration shall be issued only after a satisfactory examination by the health officer or his or her duly authorized representative covering the equipment to be used, the applicant's knowledge of sanitary principles and of the laws and ordinances affecting human health or nuisances, and the reliability of the applicant in observing sanitary laws, ordinances and directions, and in selecting laborers and employees who may clean out septic tanks, chemical toilets, cesspools and sewage seepage pits without endangering human health or comfort; and only after examination of the place or places and manner of disposal of the cleanings proposed by the applicant. 117425. The health officer is required to act upon each application within thirty (30) days of the date of filing same. 117430. Registration shall be only for the unexpired portion of the calendar year in which application is made, and at the end of the calendar year all registrations shall become void and of no effect. 117435. (a) Applicants may be registered under any terms, conditions, orders, and directions as the health officer or his or her duly authorized representative may deem necessary for the protection of human health and comfort. Each health officer and his or her duly authorized representative may require any and all persons who are registered with the health officer to clean septic tanks, cesspools, or sewage seepage pits or to dispose of the cleanings therefrom, to file with the health officer at any time and at any frequency or intervals as the health officer or duly authorized representative may desire, a statement specifying all of the following: Septage Treatment, Handling and Disposal Practices in California 39 (1) The name and address of the owner or tenant of each and every one of the premises where a septic tank, cesspool, or sewage seepage pit has been cleaned out by the registrant or his or her employees or by others on his or her behalf and the date of each cleaning. (2) The location where the cleanings are disposed of and by whom. (3) Discharges of waste that may result in violation of laws or ordinances required to be known by the registrant pursuant to Section 117420. (b) The health officer may require the statement to be sworn to before a notary. (c) Any and all persons registered with the health officer to clean septic tanks, cesspools, or sewage seepage pits, or to dispose of the cleanings therefrom, shall also provide a statement as required pursuant to paragraph (3) of subdivision (a) to a regional board as defined pursuant to Section 13050 of the Water Code. 117440. A change of address of any registrant including a member of a partnership that is registered and of the place of business thereof shall be reported in writing by registered mail by the registrant within two days after the change of address. 117445. Any registration issued under this article may be revoked by the issuing health officer for cause on 10 days' notice to the applicant. The notice shall be served by regis tered mail or in person at the latest place of residence or of business reported by the applicant. 117450. Violation of any of the provisions of this article or of any order or orders of a health officer made pursuant to this article for the protection of human health and comfort shall constitute a misdemeanor and shall be punishable by a fine of not less than two hundred dollars ($200) for each offense or by imprisonment for not less than thirty (30) days or by both the fine and imprisonment.
