1 Create a community network of on- and off-street bikeways and
trails designed for all ages, abilities, and user groups.
2 Capitalize on existing amenities and utilize bicycling as a tool for
targeted community growth.
3 Complement engineering investments for bicycling with
education, encouragement, enforcement, and evaluation
programs.
4 Institutionalize bicycle-friendliness in both transportation and
recreation as a core value of City projects, policies, and programs.
