No ex-parte issues came up. • 28 September, attended the Bay Delta Science Conference all day. No ex-parte discussions occurred. • 29 September, attended the Stewardship Council’s, Planning Subcommittee meeting held at the California Farm Bureau offices in Sacramento. No ex-parte issues. Minutes 9-10 December 2010 Board Meeting Page 1 of 7 • 30 September, spoke to Jim Buell about the political movement in the development of solutions to the Delta. Sent him a copy of the press release from “Restore the Delta” by Barbara Parilla on the secret meeting issue. • Attended a church evening training session, on Cycles for Leadership. Discussed my role as a Board Member in general terms, no ex-parte issues came up. • 2 October, continued the “Cycles for Leadership training all day. Again, no issues arose which could compromise my role on the Board. • Stopped by Chuck Armor’s on the way home. We discussed the fall run Chinook salmon escapement and harvest to date, and personnel changes in the Department. • 7 October, Delta tour for Pamela Creedon. Met with Ron Silva (USBR) at the Tracy Fish Protective Facility, then visited the Delta Cross-channel. • 9 October, called Bill Jennings (CSPA), and agreed to try to get together on Sunday and bring the old files out to him. He noted that the actions of the Board at the September meeting were not posted yet. • 13 October, TTAT meeting at the Tracy Pumping Plant. Reviewed the study plans for 2011, funding is not adequate to do all the work. • 20 October, attended the Stewardship Forum Board of Directors meeting in Modesto. No ex-parte issues were discussed during this event. • 4 November, Stewardship Council Planning Committee meeting in Sacramento. No ex-parte issues discussed. • 16 November, Bioassesment Conference at U.C. Davis, good introduction to the metrics, and interesting perspective on freshwater mussels in California. Met a CDFG staffer from So Cal (Jeff Brandt of the Ontario office), had lunch with him, and discussed changes and the future of the Department. • 18 November, CVSalts Executive Committee meeting at the SCRSD offices in Rancho Cordova. No ex-parte issues came up. Pamela Creedon, Rudy Schnagl, and Karl Longley were also present. • 21 November, received telephone call with Bill Jennings (CSPA) regarding the 11/21/10 Sacramento Bee Op. Ed. piece by DFG Director McCamman, regarding the Peripheral Canal. No ex-parte issues arose. AGENDA ITEM 4 PUBLIC FORUM Vern Garron (Food and Water Watch) spoke, and urged the Board to halt the process of amending the Dairy Monitoring and Reporting Program until there can be further review of alternative groundwater monitoring systems. He read from a letter which he left for the board. Executive Officer said that we do have that letter and we were working on that. She said that the Board has delegated the authority to her to issue the MRPs and to revise the MRPs she has the authority to issue the MRPs, but if the Board wishes, we can bring this item back to the Board for a broader discussion. Chair Hart requested staff to work up a response and bring that informational item back to the Board and at that time the Board can evaluate whether we need to bring the MRP back. AGENDA ITEM 5 EXECUTIVE OFFICER’S REPORT Executive Officer, Pamela Creedon presented the Superior Accomplishment awards to the following staff: Michael Smith, Environmental Scientist, Clint Snyder, Engineering Geologist, Roberto Moreno, Associate Information Systems Analyst. AGENDA ITEM 6 Sacramento Regional County Sanitation District, Sacramento Regional Wastewater Treatment Plant, Sacramento County – Consideration of NPDES Permit Renewal and Time Schedule Order (NPDES No. CA0077682) Chair Hart recused herself from agenda item 6, because her husband is a paid consultant to the District and she did not want any appearance of impropriety or alleged bias on her part. Chair Hart did not recuse herself on agenda item 13. Motion to approve amended 27 May 2010 Board Meeting minutes, made by Member, Dr.Longley Seconded by Member Mulholland Unanimously approved AGENDA ITEM 9 BOARD COMMUNICATIONS Dr. Longley In September attended the initiation meeting, representing the California Water Institute on the public advisory committee, for the California Water Plan Update 2013. He said that this will be an on-going process and encouraged people to attend meetings. Soapy Mulholland Member Mulholland said that she was still very active in the Southern Sierra Integrated Regional Water Management Plan (IRWMP) Dr. Longley spoke for Soapy and said that Soapy was still the Board’s Representative to the Stewardship Council and thanked her for her continued effort. AGENDA ITEM 10 PUBLIC FORUM Paul Martin (Western United Dairymen), stated that at yesterday’s meeting, the Food and Water Watch requested modification of the Dairy Monitoring and Reporting Program. Annie AcMoody, (Western United Dairymen), gave an update on the economic conditions of the Central Valley Dairy Industry. J.P. Cativiela (Dairy CARES Coalition), urged the Board to continue with the revision of the Dairy Monitoring and Reporting Program. If consideration of the program is put on hold, then installation of wells at individual dairies should also be put on hold. AGENDA ITEM 11 EXECUTIVE OFFICER’S REPORT Dr. Longley stated on the item on CV Salts in the EO Report, the Executive Officer has been very instrumental in moving this on, with other people who have shown an interest in joining the effort. He said that there is a need for greater public and agency participation in CV Salts. This matter will be addressed on 24 February at the Central Valley Salinity leadership meeting to be held at CalEPA and urged the Board members to attend this critical effort. Executive Officer encouraged the Dairy Industry to attend as well. AGENDA ITEM 12 ADOPTION OF 2011 BOARD CALENDAR Motion by Member Odenweller and seconded by Member, Dr. Longley to approve the 2011 Board calendar. Dr. Longley said that the Wednesday dates have been added to the calendar, in case of furloughs. Chair Hart said, that the meetings will be noticed with three dates but one day (Wednesday will be dropped if there are no furloughs. Executive Office said that the standard meetings are Thursdays and Fridays. Member Odenweller and Member Mulholland volunteered, who will both work together as co-chairs. Doug Patteson then gave an overview of the two resolutions presented for consideration by the board. Mark Leary (Cal Recycle), Casey Walsh (Department of food and Agriculture), Paul Martin, (Western United Dairymen) and J.P.Cativiella (Dairy Cares), gave additional testimony.
