everystudentorganizationspecialevent,SPARCreservestherighttorefuseanystudent
organization’srequestforsponsoringaspecialevent,ifitisinconflictwithanothercampus
event,isnotadequatelysupportedbyPublicSafety,isdeemedpotentiallyunsafe,orother
unforeseenreasons.TheUniversityreservestherighttorestrictattendanceduringany
campuseventifaquestionofsafetyorthewelfareoftheUniversitycommunityisin
question.
Allstudentgroupsarerequiredtobegintheirreservationprocessforanyspaceoncampus
through25Live.Submittingareservationrequestdoesnotguaranteethatrequesthasbeen
confirmed.

GOALS/MISSION‐Goalsettingisacrucialandimportantstepincreatingatrulysuccessful
program.Beforetheorganizationcanbeginprogrammingorplanningevents,the
organization’sgoals,objectives,andmissionstatementmustbeclear.Oncetheyare
established,youshouldconsiderthefollowingwhendesigningyourprogram:
 Howwillaprogramfurtheryourorganizationtowardsfulfillingitsorganizational
goals?
 Whatshouldtheaudiencegainbyattendingyourprogram?
 Howwillyourprogramenhanceyourorganizationalmember’spersonaland

UNDERSTANDINGOFUNIVERSITYPOLICY‐WestChesterUniversityhasmanypolicies
andproceduresthatcoverawidevarietyofareas.Thesepoliciesandproceduresare
designedtoensuresafety,qualityofcampuslife,andtheeffectiveoperationofthe
Universityanditscommunity.ReadtheRam’sEyeViewandcheckouttheUniversity
websiteandthereservationrequestfortheUniversityPolices.Someofthepoliciesand
proceduresarehighlightedintheProgramPlanningGuide.

programismasteringtheartofdelegation.Thecreationofacommitteestructurecangoa

longwayinhelpingyoustayfocusedontheevent.Don’tgetboggeddownintheminute
aspectsofputtingtogetheraprogram;keepyourselfopenforthemoreimportantthings.
Besurethatwhenyougetyourcommitteetogether,youassignspecifictaskstothemand
donotforgettoassigndeadlines.Thiswillgreatlyhelpyouasyoumonitortheirprogress.
Checkonyourcommitteemembersfromtimetotime.Thiswillkeepthemoncourse,but
alsoallowthemsomeautonomytoaccomplishtheirtasks.

Remember,youdonothaveaprogramuntilyouhaveaconfirmedspacefrom25Live.Never
submitacontractormoveforwardwithplanningforanentertainer,entertainmentgroup,a
speaker,etc,untilyouhaveaconfirmedspaceforyourprogram.
Spaceisverylimitedoncampusandreservesquickly.Tohostyourperfectevent,youmay
havetobeflexibleonyourpreferredspaceand/ortime.

Confirmation:EventConfirmationsaremadeviatheWCUemail.Thespacerequested
isnotofficiallyconfirmeduntiltherequesterhasreceivedaconfirmationformfromthe

AssigningofSpace:Reservationsareconfirmedonaspace‐availablebasis.Groupswillbe
assignedtospacebasedontheinformationlistedontheform(natureofevent,expected
attendance,catering,etc.).SykesUnionreservestherighttoorganizeandmovescheduled
eventstobestaccommodateallgroups.Allstandardmeetingsmaylastamaximumof2
hours.Aspaceshowingasavailablewhenyourequesttheroomdoesnotnecessarilymean
anothergroupdidnotrequestthespacefirst.Pleasealwayshavealternatedatesinmind.
Spacemanagementreservestherighttoreassignspaceand/orcancelclassroomeventsto
bestaccommodatetheentireuniversitycommunity.
Thereareotherreasonsadministratorsmaynotbeabletoconfirmyourprogram,evenif
thespaceshowsasavailable.Theyincludebutarenotlimitedto:
 Specialrequirements:setupneeds,supportservicesneeded,
 PublicSafety(seepage***)
 Facilityfit:ifthespaceyourequesteddoesnotsuityoureventtypebecauseofevent
attendancesetupneeded,hoursopen,oractivitiesperformed.
EventCancellation:Ifforanyreason,youneedtocancelyourevent,youmaydoso
yourselfon25Liveiftheeventismorethan48hoursawaybychangingtheeventstate
on25Livetocancelled.Iftheeventislessthan48hoursaway,pleasecontactthefacility
administratorwhosentyouyoureventconfirmationbyemailand/orphone.
Intheeventthatpublicsafetyhasbeenassignedtoyourevent(Seepage12),ifeventis
cancelledmorethan48hoursinadvance,thestudentorganizationisnotcharged.Ifan
eventiscancelledinlessthan48hours,PublicSafetywillcharge½ofanticipatedcostof
event,unlesstheeventiscancelledduetocircumstancesbeyondthecontrolofthe
sponsor/s(tobedeterminedbytheSPARC).Ifacancellationdoesoccur,therewillbea
possibilityofanothergroupusingthespaceiftheydoNOTrequireaspecialsetuporextra
staffing.
Whenplanninganoutdoorprogram,alwaysconsideranalternativelocationincaseof
inclementweather.Youarepermittedtobookrainlocationsforyourevent,butweaskyou
makethedecisiontomovetheevent24hoursbeforeyourscheduledstarttime.

ORGANIZINGTHEDETAILSOFYOUREVENT
Youreceivedaconfirmationfromthefacilityadministratorthrough25Liveandyourevent
location,dateandtimeareconfirmed.Herearethenextstepstoensureasuccessfulevent.
CONTRACTS
Foranyservicesrenderedatyoureventrequiringornotrequiringpayment,includingbut
notlimitedto,aperformer,DJ,amoonbounceornovelty,oranyanoutsidevendor
providinganyserviceatyoureventyoumusthaveacontract.
EVENTLOGISTICS
STUDENTSARENOTPERMITTEDTOSIGNCONTRACTSWITHANOUTSIDE
AGENCY.DOINGSOCOULDPUTYOUATGREATLEGALRISK.

Inordertoensurethatagreementsforservicesarelegalandappropriate,thefollowingare
policiesforallofficiallyrecognizedWestChesterUniversitystudentorganizations
regardingcontracts:
o ForSSI/SGAfundedstudentorganizationssponsoringbothon‐and‐off‐campus
eventsandprograms:
o Allcontractsand/oragreementswithoutsideagenciesmustbe
approvedandsignedbytheexecutivedirectorofSSI.
o Undernocircumstancescanastudentsignacontractoragreementwith
anoutsideagency.
o ForstudentorganizationsnotfundedbySSI/SGAsponsoringon‐campusevents
andprograms:
o Allcontractsand/oragreementswithoutsideagenciesmustbe
approvedandsignedbytheexecutivedirectorofSSIiftheamountis
over$300.
o Allcontractsand/oragreementswithoutsideagenciesmustbe
approvedandsignedbythestudentorganization’sofficialfaculty/staff
advisoriftheamountis$300orunder.
o Undernocircumstancescanastudentsignacontractoragreementwith
anoutsideagency.
o VerbalAgreementsandemailcorrespondencemaybeviewedasacontractby
anagency,legallybindingyouifyourlanguageisn’tclear.Bespecificwhenyou
areresearchingaperformer/entertainer/servicethatyouaresimplylooking
andnotcommittingtoanything.
COLLECTINGMONEY
AllmoneycollectedoncampusmustbeimmediatelydepositedintotheStudent
Organization’sStudentServices,Inc(SSI)accountbeforeleavingtheevent.Thispertainsto
ALLevents,includingbutnotlimitedtobakesales/vendingsales,admissionchargefor
events,canning,donationdrives,registrationfees,tournamentfees,etc.

Todepositmoney,pleasecountthemoneyyoucollected,filloutanSSIDepositSlip
(obtainedattheSSIServiceCenteronthegroundfloorofSykes),placeinasealedenvelope,
andplaceinthedropsafe.Thedropsafeisunderneaththeinformationdeskonthefirst
floorofSykesUnionThedropsafeisaccessiblethehoursthestudentunionisopen
(7:30am‐12amMonday‐Thursday,8am‐2:30amFriday&Saturday,10am‐12:30amSunday).
Moneymustbedepositedinthosehourseventifyoureventhasnotended.
Cashboxes,moneybags,andchangecanbeobtainedattheSSIServiceCenterforyour
event.PleasenotetheSSIServiceCenterHoursare8:30am‐4:00pmMonday‐Friday.Ifyour
eventtakesplaceoutsideofthosehours,pleasearrangetopickupthemoneyboxorchange
beforeduringtheirbusinesshoursCashboxeswithmoneyinsidecanbeleftintheSykes
UnionAdministrativeOfficeSafebeforeyoureventonly.Afteryourevent,youmustcount
anddepositthemoneyusingthestepsabove,andleavetheemptycashboxintheSykes
AdministrationofficeforpickupbySSI.Pleasenotetherearenoothercashboxeson
campusifyouforgettopickupaheadoftime.SykesAdministrationisnotresponsiblefor
moneynotproperlydepositedafteryourevent.
Pleasenotethatcollectingmoneyataneventisasafetyconcern,andmaynecessitatethe
needforpublicsafety.
FOOD
Ifyouwishtoservefoodatyourevent,pleaseindicatesoonyourinitial25Liverequest.
Dependingonthespaceyouarerequestingfoodmayormaynotbepermitted.
AlleventsoncampusarerequiredtouseARAMARK/NewStreetCateringfortheir
programs,meetings,andevents.Ifyouwouldliketouseanotherfoodservicevendorfor
anyreason,youmustobtainasignedwaiverfromNewStreetCateringgrantingthat
permission.YoumaycontactNewStreetCateringat(610)436‐3130.
Afterobtainingthatwaiver,allcateringforpubliceventsmustgainadditionalapproval
throughChesterCountyHealthDepartmenttoensurethesafetyofyourattendees.Public
eventsareconsideredanyeventwherenon‐membersofyourorganization/departmentwill
bepresent.Thewaivertakestwoweekstoprocess,sopleaseplanaccordingly.
Student/campusorganizationprograms,meetings,andeventsthatareclosedtothepublic
andconsidered“private”willbepermittedtobringfoodinfromanoutsidevendorwiththe
appropriateapprovals(forstudentgroupsthoseapprovalsarethroughtheSykesUnion
reservationoffice.)
Foodpreparedinanon‐commercial,unlicensedfacility/settingwillNOTbe
permitted.Bakedgoods,softpretzels,waterice(mustusedisposablescoopertodispense)
andsimilaritemsareexemptfromthispolicy.Wholepizzapiesandhoagiesatanopen
eventarenotpermittedbutindividuallyboxedslicesofcheeseonlypizzasarepermitted.
Generalguidelinesforallevents,eitherprivateorpublic,wherefoodwillbeserved:
 Youmustthoroughlywashyourhandsbeforehandlingfoodorputtingongloves.
 Youmaynottouchfoodwithyourbarehands.Singleuse,foodgradegloves(not
latex)isthesuggestedpractice.Tongs,deliwrap,orwaxpapersheetsare
permittedforbakedgoods.
 Foodmustremaincoveredatalltimes.Coveredcontainers,plasticwrap,or
individualservingcontainersareallacceptable.

ChesterCountyHealthDepartmentBureauofEnvironmentalHealthProtectionspecifies
that:“Nofoodpreparedinaprivatehome*orwhichhasbeenprocessedinaplace,other
thanacommercialfoodprocessingestablishmentregulatedbytheCCHDoranyother
appropriate,official,regulatoryagency,shallbesold,offeredforsaleorgivenaway.Iffood
ispreparedoutsideofChesterCounty,acopyofafacility’svalidlicensefromthe
appropriateregulatoryagencymustbesubmittedtotheCCHD.”

includethevideopowerpointmonitorinSykesoraroundcampus,SACmoviepreviewads,

Hallfrontdesks,bannershungfromthefrontSykesUnionrailings,andtabletentsand
bannersintheLawrenceCenterDiningHall,CampusCorner,andRam’sHeadFoodCourt.

policy.YoumayalsocontacttheWestChesterBoroughCouncilorapproachindividual

whentheyadvertisetheirprograms:
IndoorAdvertising:
o SykesUnion:Uptothreepostingsmaybeapprovedfordisplay
aroundSykesUnion.ApprovalisgrantedthroughtheSykesUnion
InformationDesk.BannersmaybehunginsideofSykesUnionfor
withSykesadministrativeapproval.
o ResidenceHalls:Approvalforpostingisobtainedthroughthe
OfficeofResidenceLifeandHousingin202LawrenceCenterFliers
needtobedroppedoffat202LawrenceCenter.TheResidenceLife
staffwillensuretheyareproperlyposted.
o DiningFacilities:AlladvertisingmustbeapprovedbyCampus
DiningServices.Tabletentsarelocatedinthediningfacilities.
o Academic/AdministrativeBuildings:Approvalforpostingis
obtainedthroughthebuildingadministrator(seebelow)foreach
respectivebuilding.Postinginbuildingsisonlypermittedon
designatedbulletinboardspace.Advertisementspostedonwalls,
doorsetc.areimmediatelyremovedbytheHousekeeping
Department.

SignsonstakesplacedonUniversitygroundsmustbeapprovedin
advancebytheOfficeofStudentLeadership&Involvement,whowill
coordinateplacementofthesetypesofadvertisementwith
UniversityGroundsMaintenance.
Advertisementdepictingalcoholuse,abuse,sale,ordistributionis
prohibited.
InaccordancewiththeStudentCodeofConduct,advertisements
mustrespectthehumanrightsandpersonaldignityofindividuals
(seeStudentCodeofConduct).Therefore,advertisementsthat
demeanothersbasedonrace,lifestyle,religion,handicap,national
origin,orsexarestrictlyprohibited.Inaddition,advertisementby
WestChesterUniversitystudentorganizationsshouldbe
complimentarytothemissionoftheUniversityandadhereto
communitystandardsofcivilityandgoodtaste.
TheofficialWestChesterUniversityLogo,Seal,andRamLogomay
notbeusedwithoutpermissionfromtheOfficeofPublicationsand
PrintingServices,locatedin13/15UniversityAve.,x2231.
AllofficiallyrecognizedstudentorganizationsatWestChester
UniversityareobligedtocomplywithUniversitypolicies;therefore,
violationsofthe“AdvertisingPolicy”couldjeopardizeastudent
organization’srecognitionstatusoncampus.

AUDIO/VISUALORTECHNOLOGYNEEDS
Ifyourorganizationisplanninganeventthatrequiresaudio/visualoranykindoftechnical
equipment,youshouldbeawareofwhatdepartmentsoncampuscantakecareofyour
needs.Thereisalimitedsupplyofaudiovisualequipmentavailableforusethroughthe
SykesUnion.Equipmentincludesaportablesoundsystem,projectors,projectionscreens,
TV/VCRunits,computers,projectors,microphones,andpodiums.Alsoavailableare
rectangulartables.AllequipmentMUSTbereservedthroughSykesUnionreservations
officeandmayNOTleavetheUnionwithoutpermissionofSykesAdministration.
o TheSykesUnionTheaterandBallroomshaveabuiltinsoundsystem.The
ballroomscanbeseparatedintothreeseparaterooms.
o TheSykesTheaterandBallroomsarefullyequippedmulti‐mediaroomcontaininga
multi‐mediavideoprojectionsystem,forusewithacomputer,auxiliaryinputs,DVD,
CD,andcableTV.
o TheInstructionalMediaCenter,locatedinroom112oftheFrancisHarveyGreen
Library,canprovidebasictechnicalequipmentsuchasslideprojectorsand
overheadprojectors.TheCenterprovidesthisequipmentforacademicusefirstand
foremost.However,baseduponavailability,studentorganizationscansignout

PROGRAMEVALUATION

yourorganizationsponsored.Donotjudgeyourprogramsolelyonattendance.Successful
programmingshouldbeevaluatedforitsmeritsandabilitytoeducateand/orentertain
thosewhochoosetoattend.Awrittenevaluationcanhelpyoutolookatyourprogram
objectivelyandtoexplorewhetheryouwereabletomeetallofyourgoalsandobjectives.

PUBLICSAFETY/SECURITY
WestChesterUniversityPublicSafetyreceivesacopyofapprovedcampusevents;therefore
theyareawareofallprogramsoccurringoncampus.PublicSafetymaybepresentatall
eventswhereoneormoreofthefollowingcriteriaismet:
 Thereisapotentialfornon‐WCUstudentstobepresent,
 Anadmissionfeeischarged,
 Thesizeoftheexpectedcrowd,
 Eventendsafter12midnight,

 Natureoftheentertainment,i.e.DJ,band,liveperformer,etc.
 and/orwhereothersafetyconcernsaredictated.
Ifoneormoreoftheabovecriteriaismet,yourorganizationwillberequiredtohaveanin
personmeetingwiththeAssistantDirectorofSykesUnionandarepresentativefromPublic
Safetytodiscussyourspecificeventdetailsanddetermineifpublicsafetyisrequiredtobe
presentatyourevent.Youreventwillremain“tentative”andwillnotbeconfirmeduntil
thatmeetingoccurs.Thismeetingmusttakeplaceaminimumoftwoweeksbeforeyour
event.
Percontract,PublicSafetyneedsaminimumoftwoweeks’noticetoassignofficersto
events.Ifpublicsafetyisneededatyoureventandyouhavenotmetthetwoweek
requirementforyourrequest,orspecialeventmeetingmentionedabove,youreventwillbe
deniedorcancelled,evenifthespaceisavailable.
IfPublicSafetyisrequiredduetothenatureofyourevent,yourorganizationwillbe
responsibleforthecosts.PublicSafetyOfficerschargeback$48.00perofficerperhour.The
PublicSafetydepartmenthasthefinalauthorityfordeterminingthelevelofPublicSafety
supportnecessaryatevents.
PublicSafetybillsaretobepaidattheendofthesemester.FailuretopayaPublicSafetybill
withinthese30daysofbillingwillresultinlossofall“dance,party,event”reservations
untilthatbillispaidinfull.SykesUnionwillnotacceptnewreservationsforany

organizationsthathavenotpaidtheirbill/sifthosereservationsweresubmittedafterbills
wereprocessed.
SEVEREWEATHER
IntheunlikelyeventthattheUniversityisclosedontheweekendduetosevereweather,
generallyalleventswillbecanceled.Therecertainlymaybeexceptions,butwewillneedto
addressthemonacase‐bycasebasis.IftheUniversityisclosed,informationtothateffect
willbecommunicatedviatheweb,textmessaging,WCUinformationline,andTVandradio.
IftheUniversityisnotclosed,theUniversity(orSSI)individualinchargeofaspecificevent
occurringontheweekendwilldeterminewhethertheeventwilloccur.Priortosuch
determination,theindividualinchargewill:
