Public Comment - 1.5 hours Public Comment Period • Please fill out a speaker card • Other ways to give input: EMAIL: [email protected] Letter to: Jeff Philliber at Berkeley Lab Fill out a comment card this evening • http://www.lbl.gov/Community/SeismicSafety2 5 Ground Rules Fill out a card All will get a chance to speak 3 minutes per speaker May not defer time Respectful to all speakers No interruptions, no profanity 6 Draft EIR Public Meeting Laboratory Space for Biological Sciences for Human Health, Energy and the Environment Joe Gray Director of Life Sciences Division Life Sciences Research at Berkeley Lab • Basic mechanisms underlying cancer – How are molecular pathways de-regulated in cancer cells? – How do environmental factors cause cancer or stimulate progression? – How can novel imaging detect cancer earlier? – How can we tailor treatments? • Fundamental biology • Neurosciences – Study basic biology of Alzheimer’s and other neuro-degenerative diseases • Bioenergy and environmental clean-up 8 Modern biology needs 9 • Specialized facilities at Berkeley Lab – Advanced Light Source for microscopy and crystallography – High-power electron microscopy – Sensitive light microscopy, MRI, PET, CT imaging – Novel ultra-fast imaging of biological processes • Team science – Collaborating teams of biologists, biophysicists, biochemists, and computational biologists – Experts in physics, chemistry, material, and computational sciences – Strong collaborations with UC Berkeley & UCSF scientists and students Impediments to urgently needed research • Life Sciences research is dispersed – 11 different buildings – Significant distances – difficult for sample transport • Many buildings are old – Some structurally deficient – Do not meet needs of modern science 10 Draft EIR Public Hearing Seismic Life Safety Phase 2 Jerry O’Hearn Project Director 11 Project Objectives • Provide researchers with safe, modern, flexible, energy efficient space • Address seismic life safety risks in general-purpose research facilities and lab-wide resource buildings without resulting in a net decrease in research space • Consolidate approximately 100 research staff from leased facilities back to the main LBNL site • Demolish seismically “very poor” and “poor” space along with antiquated trailers 12 Proposed Project Scope • Replace seismically unsafe buildings with a new, modern and energy efficient General Purpose Laboratory Building (GPL) • Stabilize Building 85 slope • Demolish seismically “very poor” & “poor” space along with antiquated trailers 13 B55 Demo (Poor) B71 Trailers Demo 14 B25/25B Demo (Very Poor) Proposed General Purpose Laboratory (43,000gsf) B85 Slope Stabilization New General Purpose Laboratory • Proposed project location is the existing Building 25/25B site. Moved from the Strawberry Canyon site • Proposed location is an infill site • Three story ~43,000 gross square feet • 130 occupants • Planning for LEED Gold Rating • Current design will out-perform energy standards by over 50% • Project would not increase stormwater runoff 15 GPL Site (Proposed) Proposed General Purpose Lab 16 Advanced Light Source General Purpose Laboratory – West Elevation 17 Building 85 – Slope Stabilization • Stabilization of ancient landslide deposits that could move in the event of a significant earthquake • Underground system would be installed such as drilled pier foundations with cap beam and tie-backs 18 Underground retaining structures 19 Demolish Seismically Unsafe Space Building 25: A 20,000 gsf engineering building built over five phases starting in 1946. Seismic rating is Very Poor. 20 Demolish Seismically Unsafe Space Building 55: A 19,000 gsf life sciences building built over seven phases starting in 1950.
