Introduction
This report lists the top level standards held by Metrology Service Laboratories (MSL).
The descriptions, nominal values, and uncertainties shown permit a reasonable
estimate of MSL's measurement capabilities. The certifying agency for each standard is
noted and flow charts relate measurements to National, International, Intrinsic/Derived,
and Consensus Standards.
In conformance with the recommendations of the International Bureau of Weights and
Measures (BIPM) and NIST, the uncertainty is expressed as an expanded uncertainty
(including both Type A and Type B) with a coverage factor of 1 (k = 1).
The Measurement Capability and Traceability Report is maintained and updated
annually.
Standards included in this report are identified with the "MSL Standards for MSL Use
Only" label to preclude their use as test and inspection equipment.

Certifying Agency Code List
The agency which certifies a particular area of measurement has been assigned a letter
designation for the convenience of this report according to the following:
A = The listed manufacturer, or a supporting company, is the acting agency that
provides documented evidence of traceability to the National Institute of Standards
and Technology (NIST).
B = NIST at the Boulder, Colorado facility.
C = NIST at the Gaithersburg, MD facility.
D = Navy Standards Laboratory at Pomona, California.
E = LMMS Metrology Service Laboratories
F = NIST/MSL where NIST performs an initial certification to establish some
measurement factor, and LMMS MSL performs subsequent certifications based on
those factors.
G = Intrinsic/Derived Standards
H = Intercomparison Assurance Program
I=

Explanation of Notes
Definitions of Levels of Standards:
• Intrinsic Standard (INT)
These standards are based on well-characterized laws of physics, fundamental
constants of nature, and/or invariant properties of materials. Standards of this type
make ideal, stable, and precision measurement references if properly designed,
characterized, operated, monitored, and maintained.
• Derived Standard (DER)
a) These standards are established by means of other standards known to an
uncertainty that is, at least, an order of magnitude better.
b) Another method to establish a standard of this type is the use of the principle
of reciprocity.
c) Ratio type of calibration.
• Primary Transfer Standard (PT)
Calibration standard at the highest level (first in chain at LMMS). The following ways
can be used to establish legal traceability:

National, international, or intrinsic standards;
Internationally accepted or mutual consent standards;
Ratio or reciprocity type of calibration;
Suitable reference materials; or
Calibration results established through participation in inter-laboratory
comparisons or proficiency testing with accredited facilities.
• Primary Reference Transfer Standard (PRT)
Primary calibration standard used at the second level in the traceability chain. One
which transfers the value assigned to the Primary Transfer to the Primary Reference
Standard or to the Working Standard in some cases. This standard is not always
used.

• Primary Reference Standard (PR)
Calibration standard at the second or third level in the traceability chain; this
standard is generally used to transfer values to working standards and/or verify
measurement capability.
• Working Standard (WS)
Lowest level in the standards chain. Several devices of this type are generally
available to certify factory level standards.
• Check Standards (CHK) and/or Auxiliary Standards (AUX)
Very stable devices used to determine and analyze changes in the standards chain
or problems within the measurement processes. Either standard can be used to
substitute for primary level devices.
