China, 454000 Abstract: Learning type party organization takes the learning type organization theory as the basis. The paper researches the theory of the learning type party organization. The author thinks from the point of learning type organization theory and opinion, we believe learning type party organization building must start from the following areas: learning atmosphere, learning condition and environment, organization spirit, systematic thinking and team learning. Only by this way sound foundation can be set up for the building of a good learning type organization. Keywords: Learning type party organization, learning type organization, connotation 1 Preface From the point of the development of socialism with Chinese characteristics and new project of party building, the fourth session of 17th National People's Congress puts forward the strategic task of building a Marxism learning type party and emphasizes building all-level party organizations into learning type ones. We will develop the strong atmosphere of advocating study, learning from books, practices and the masses, optimizing knowledge structure, improving overall quality and boosting innovative ability, thus all-level party organizations will grow into learning pattern organ and all-level leading bodies will grow into learning pattern body. In February 2010 General Office of the Communist Party of China(CPC) Central Committee print and distributed the notice' Suggestions on Promoting the Building of learning Type Party Organizations' in which overall deploy and arrangement were made for the building of learning type party organization(Hereafter LTPO). For the important front of party organization, higher education institutions must in line with the requirements of CPC Central Committee and ' Suggestions on Promoting the Building of learning Type Party Organizations' strengthen the building of learning type party organization and make themselves the important front of nurturing talent, science researching, social service and leading the development of social culture. 2 Connotation of Learning Party Organization Learning type party organization takes the learning type organization theory as the basis. Professor of Massachusetts Institute of Technology (Hereafter MIT), Forrester was the first person who conceived learning type organization theory. In 1965 he utilized system dynamic to build an ideal form for the future enterprise organization— layer flattening, organization information and structure opening. The leader-member relation gradually shifted from affiliation to co-worker partnership. In the process of development it would consistently study and adjust the structure relation. After him Garate, Senge, Pedler, Gavyn and many other famous scholars also did deeper researches on learning type organization. They defined learning type organization as this. "It is an organization forming in which organization members will actively produce valuable things such as innovation, efficiency and better coordination with environment under the way of competitive edge." Petter Senge, scholar of MIT completed the most famous research. Petter Senge put forward the five elements of learning type organization: Building Shared Vision; Team learning; improve Mental Models; Personal Mastery; System Thinking. His five element theory produced profound influence on learning type organization research work. So that from the point of learning type organization theory and opinion, we define the LTPO as this, it is an organization form in which members of all institutions and party bodies can do positive study and 1012 M & D FORUM produce valuable things, namely better coordinate reform, efficiency and environment under the way of competition. The fundamental target of building LTPO is to spur party members play advanced functions in organization learning, positively and voluntarily promote party organization in efficient and harmonious and better provide driving force for the development of all institutions. 3 Main Factors of LTPO Building From the point of learning type organization theory and opinion, we believe LTPO building must start from the following areas: learning atmosphere, learning condition and environment, organization spirit, systematic thinking and team learning. Only by this way sound foundation can be set up for the building of a good learning type organization. 3.1 The Important Basis of LTPO Building Is to Create Sound Atmosphere Filled with Uprightness, Unity & Harmony and Vigour Communist Party of China is a party organization being made of advanced members. Its members usually have relatively high level knowledge and work ability. Evaluating from politic quality, politic consciousness and work ability, every member is the advanced representative of his own industry. In such an organization every one will have high demand for the organization atmosphere and expect himself to play advanced example function. This requires us to remember in the process of building a LTPO we should put the building of organization atmosphere of uprightness, unity & harmony and vigour on the first place. For organization atmosphere building, uprightness is the basic prerequisite; unity & harmony is the important guarantee; abounding vigour is the fundamental goal. The key of "uprightness" lies in the head of an organization. The so called "uprightness" requires the head of unit and organization follow the principle of "Respect ethic, emphasis behaviour code, strictly follow discipline, not pursuit individual interests, put the whole situation in the mind, care little for fame and gain, attach importance to friendship and love, take unity seriously, and contribute more to the society". If the leader and cadre act uprightly and fairly, the tendencies of the whole organization will be healthy. Members of the organization will think and act in accordance, complete task vigorously, develop in unity & harmony and work with bountiful energy. There will be natural basis for the LTPO building. 3.2 The Core Content of LTPO Building Is to Develop Good Conditions and Environment Benefit for and Suitable for Learning Learning has already become everyone's inner need especially for the party organization formed by the advanced representative of every industry. Everyone shares different learning method and learning content. The key of organization learning is to create conditions and environment benefit for and suitable for learning. What does "benefit for and suitable for learning" mean? Namely party organization should create proper conditions and give support in learning expense, learning place, learning time, 1013 M & D FORUM learning content and learning form. Therefore party members will have enough learning conditions, learning time and learning content. If we fail to provide guarantee for learning condition and environment and just talk in empty, ultimately the learning will become a mere formality and nothing will be achieved. Hence the LTPO building must take creating conditions and environment benefit for and suitable for learning as the core content. 3.3 Practice Learning, Thinking and Innovative Learning Road Is the Organization Spirit of LTPO Building Confucius said: "Is it not a pleasure, having learned something, to try it out at due intervals?” Learning is the natural need for human being. It is a joyful job, also a happy enjoyment. As a LTPO, we must take learning as the important basis for party organization. Nowadays the society is experiencing daily changes. Only by constant learning can we keep up with the time and stand on the front of era development. But the learning we talk about is a learning holding thinking and innovation rather than bookworm learning. It requires us to combine learning and work practice together, learning with thinking and learning with innovation. It requires us to take learning as a way to think about question and resolve question with innovative resolution. Only by this way can we put what we have learned into practice. Only by this way can we make learning a need and an enjoyment. In a word, the LTPO will build up an organization spirit of constant studying, thinking and innovating. 3.4 Learn to Systematic Thinking Is the Key of Building LTPO The concept of scientific development stressed that we must adhere to comprehensive, coordinating and sustainable development and make overall arrangements. This requires us coordinate interests of all related sides obtain right recognitions on the relation between individual interests and collective interests, the relation between partial interests and overall interests, the relation between current interests and long term interests and mobilize initiatives of concerned parties to handle those relations well. We shall start from the overall situation, establish the concept of general situation and improve strategic thinking. In this way can we grasp opportunity from the comprehensively changing environment and meet this risks and challenges. Naturally we should consider the general situation, make overall arrangements, resolve the urgent issues concerned to the masses interests and work hard to achieve breakthrough. The party organization in higher education institutions is a community in which interests of many sides coexist and conflict with each other. In the complicated environments and relations the party members and cadres must properly handle the relation between individual interests and collective interests, the relation between partial interests and overall interests, the relation between current interests and long term interests; properly handle the relation between teacher and managing personnel, the relation between teacher and student, the relation between teaching department and non-teaching department. The party members and cadres should also learn to balance the school needs and working institution's needs. As a result, the department interests will obey to school interests and individual interests will obey to collective interests. Ultimately we will be competent to address all issues well in the comprehensively changing development of higher education and we will catch chances and deal with risks and challenges well. It is ensured that school will always develop on the right track. 3.5 Team Learning, the Important Carrier of Building LTPO The building of LTPO requires us take the whole organization as an integrating study body rather than implement dispersive, independent and individual study. That means we should carry out team learning. The so called team learning refers to take the whole organization as an integrating study body in which team members carry out passionate and effective research and study and plan future developing direction and road for the team; every member will deeply think and explore individual and organization development issues from the point of organization future. By this way can we collect the wisdom of all the people, obtain deeper and better overall development strategy than individual thinking and better serve the development of organization. 1014 M & D FORUM 4 Conclusion The building of LTPO will take quite a long time. It is both a process of theory exploring and a process of practicing and exploiting. In that process we must take learning type organization as guiding light. In line with the requirements and main factors of learning type organization we will guide and strengthen the building of LTPO in the areas of learning atmosphere, learning condition & environment, organization spirit, systematic thinking and team learning. Team members will carry out passionate and effective research and learning; deeply think and explore individual and organization development issues from the point of organization future consequently we can pool the wisdom of all the people, and better serve the development of organization.
