Item Dr. Ursula A Hermann, Community Superintendant, MCPS gave an introduction to the meeting. MCPS has received and reviewed all of the documents and emails from the community regarding the modernization of Farquhar Middle School (FMS). Everyone is working toward a common goal and while there will be disagreement, healthy debate is good. Diane Morris, Principal, Farquhar Middle School (FMS) gave an introduction to the meeting. She noted that Mr. Philip Kauffman from the Board of Education was present. Index cards were distributed to write questions on if time did not allow all questions to be answered. The questions and answers will be posted on the school website. Ms. Morris reviewed the goals of the meeting. Ms. Lori Goodwin, Parent made the first presentation of the evening. A PowerPoint presentation titled “Review of Proposed Options for the Farquhar Middle School Modernization” was presented. In addition a handout of the presentation was distributed to the attendees of the meeting. The presentation was an overview of a statement to MCPS concerning the modernization of Farquhar Middle School. Mr. Troy Kimmel, Brooke Grove Parent made the second PowerPoint presentation. The presentation provided an overview of the feasibility study process to date including a brief review of the options that have been developed. The presentation also included a detailed review of the negative health, academic, family, and quality of life effects from transportation of a long duration to Tilden Holding Center during the modernization. Mr. Packer, Brooke Grove Parent made the next parent presentation. Mr. Packer’s presentation was an overview of the concerns of transporting students off site during the modernization process. Parents concerns are that the ride to Tilden will take time away from students studying, playing instruments, playing outside, losing sleep, and resting and relaxing with family. Noted a concern of BRAC (Base Realignment and Closure) in the Bethesda area by bringing additional population and congestion to the area. Noted a concern about extended bus ride affecting academic performance. He noted that in West Virginia the recommended maximum bus ride is 45 minutes and the Council has to approve and increases in this time. Maryland’s laws do not reference time because there are not typically long bus rides according to a State official Mr. Packer spoke with. Solar public/ private partnerships was discussed as a possibility for FMS. Mr. Song presented an overview of the feasibility study options to date. Scheme A locates a building at the rear of the site, allowing the existing building to be occupied during construction. Visibility of the building from the road and if a geothermal field will fit are some of the concerns of this scheme. Scheme B locates a building at the front of the site in the approximate location of the existing building with students being relocated. Scheme C is similar to Scheme B, however it keeps the existing gymnasium. Scheme D is a new option that is a replacement building option immediately behind the existing building. He noted that the purpose of the FAC is to explore all possible options. Two schemes were deemed not feasible (renovation options). The community was invited to provide suggestions to review. Approximately 25 options/ suggestions were received. Responses to all of these suggestions will be posted on the school website. Mr. Song noted that Scheme D (adjacent lot) was his preferred choice at this time if the details could be worked out and the audience concurred. A review of the new scheme D was discussed. Scheme A has a dead corner at the back of the site that is not being efficiently utilized. Scheme D explores the possibility of placing a MEETING RECORD Page 5 of 8 8 9 10 11 12 13 14 15 building close to the existing building to determine how much space could be gained. The plan in this scheme is condensed as much as possible (certain programs have to be on the first floor). This scheme provides an onsite modernization option (i.e. students remain on site during construction). Some of the challenges of this option are extended construction time, impact of construction noise, dust and traffic, no athletic fields for 2 years, and safety concerns regarding construction activity adjacent to the existing building. It will require 2 to 4 months to abate the hazardous materials from the existing building. There will be an impact to on site parking/ traffic for a year after the new building is opened while the existing building is abated, demolished and the new parking lots and roads constructed. Tasks that need to be confirmed to verify that it is a possible option include: constructability review by a construction manager, conduct geothermal conductivity test to determine depth and quantity of wells. Mr. Song discussed the land parcel next door to FMS (North of site). A masterplan has been in the pipeline for development of the area. The adjacent parcel is planned to be conveyed by a developer to MNCPPC. Once this occurs, there is a communication channel that is open between government agencies. What this may allow is building a new school on the adjacent parcel and swapping land with MNCPPC. The existing school property has assets that might be valuable to MNCPPC (parking, fields, an existing building). This has been presented to them. Awaiting to determine if developer will convey the land. This needs to be known by end of August so that it can be presented to the new Superintendant in September. (Note that the conveyance of the land is not required by August 2011, but a statement of commitment is needed by this date. The actual land transfer can occur later). A meeting in the next couple of weeks is in the process of being scheduled to determine if this will work. MCPS does not want pressure put on the developer. The agencies are working through the process. Advantage of this option in addition to keeping students on site is it eliminates concerns with building behind the existing building. It was noted that the Sherwood project is not the same scale as the FMS modernization. An 8 classroom addition at Sherwood is less than 20,000 SF which is not the same magnitude as this project. It was suggested that the FMS community speak with the Walter Johnson community about being on site during a modernization process. MCPS understands the commuting concerns, but wants everyone to be aware of the on‐site modernization concerns. Next meeting will be May 10, 2011. The purpose of that meeting will be to review the 3 main options (on site modernization, building on adjacent site, or relocation of students). MCPS via Mr. Ray Marhamati will discuss additional meetings to complete the feasibility process. (Subsequent to the meeting an additional meeting on June 2, 2011 at 7:00 PM was scheduled). The feasibility study needs to be completed by August to keep the project on schedule. Mr. Song will come back to a future meeting with an update on the adjacent parcel. Question‐ Would building footprint be dramatically different if built on adjacent land? Answer‐ No, building will be the same size. Question‐ Can we look at footprint on adjacent lot? Answer‐ Yes the Architects are working on this and will have some options for the May 10th meeting. Question‐ Can a land swap between the developer and MCPS occur rather than Park and Planning? Answer‐ It must be worked through Park and Planning as they are a permitting agency. If a developer comes to MCPS, then MCPS has to purchase the land (MCPS is not a permitting agency). Therefore the land may be able to be conveyed at no cost if conveyed through MEETING RECORD Page 6 of 8 Park and Planning. 16 17 18 19 20 21 22 Question‐Challenges of onsite building other than dust control are there any that cannot be solved with solar? Answer‐ MCPS is a leader in Maryland for using solar. Solar panels are typically placed on flat roofs, often leasing to solar companies. Once solar panels go on roofs, it is difficult to repair roofs, so these have been done on roofs that have been recently replaced. Payback is going into the grid not to the school, though the purchase of power is cheaper. Photovoltaic systems are great from an energy conservation standpoint and for student education, but do not provide enough power to power an entire school. MCPS explores many different options through pilot projects. The new storm water regulations are requiring greater use of green (vegetated) roofs to control storm water runoff. Green roofs and photovoltaics are competing for this roof space. PV panels cast shadows on the green roofs making them difficult to grow. Green roofs are a good sustainable strategy as are photovoltaics. All of these will be explored during the design phase of the project. Question‐During the first feasibility study meeting it was noted that green roofs were not going to happen? Answer‐That is incorrect. Green roofs will likely be included. Question‐ What is cost savings to not demolish the existing school? Answer‐ To build new costs approximately $225 per sf. To modernize existing building is approximately $220 per SF. Small savings by reusing existing structure, but are left with many deficiencies. Question‐What is wrong with Scheme A? Answer‐There is not enough land for geothermal, visibility with building all the way at the back of the site. Option D places the building closer to the front, all site amenities at the front, with fields in the back that can accommodate the geothermal field. Question‐Appreciate Option D, however have a concern that if Schemes A & D produce too much noise and if the adjacent site falls through the parents are stuck with Tilden? Answer‐ Board of Education is aware of the concerns of the community. We are required to explore all options. The study needs to show that all options (including relocation) were explored. The superintendent will make one recommendation that will be forwarded to the Board of Education. Summary of next steps‐ Meeting on May 10th to review adjacent site concept plans and building layouts. MCPS will not have an update on the land swap by the meeting on May 10th, but will provide an update as soon as possible. The FAC process will be extended with an additional meeting on June 2, 2011 at 7 PM. Need to have decisions by August. Role of FAC is to put forth 3 options (can be more). Must be realistic options. The major options are 1. Off‐site, 2. Immediately behind the existing school, and 3. On adjacent land.
