This handbook has been prepared for you to provide the guidance necessary for program continuity and coordination with the regular teacher’s assignment. Providing the best and highest quality education for our students is our goal. Having reliable, fully qualified professional substitutes in our classrooms has always been a high priority. In these days of education reform, with increased teacher in-service and outside-of-regular-classroom obligations, it is even more important that our substitute teachers be focused on student learning and skilled in effective instruction. Truly, we need and value you. Because you are in and out of so many classrooms, you have a unique perspective on this and other districts. You get a big picture of curriculum, school culture and discipline, and you can take note of best practices from school to school. THE FIVE-YEAR EDUCATIONAL WORK PLAN • • • • • Develop and implement a district-wide comprehensive, consistent curriculum framework Integrate technology in the learning process Expect and encourage community participation in the total education process Use and distribute services and resources wisely through the district Broaden and enhance communication 4 STARTING THE DAY Report to work per the start time listed in SOL (See pages 16 and 17 for exact schedules). Go directly to the school office and sign the necessary form. Obtain the individual teacher's substitute folder which will contain seating chart information, lesson plan location, class record book and names of helpful students. Also included are classroom procedures with lunch and recess schedules. TIPS FOR CLASSROOM ORGANIZATION AND MANAGEMENT Put your name on the whiteboard. Take time before beginning the day's activities to tell the class a little about yourself. Be brief and professional. Try to put a daily schedule on the whiteboard. It helps the students anticipate what you expect of them. It also helps you keep track of the regular classroom routine. Let the class know that you will try to follow the normal classroom routine, but also let them know that everyone does things somewhat differently. Any unusual requests from parents or students are to be handled by the building principal. Ask the students questions: their names, classroom rules/procedures. The time spent getting oriented and becoming familiar with the class may make a difference later in the school day. State clearly your expectations, but expect the unexpected. Keep a positive attitude. Be positive in your remarks to students. When you are circulating around the room (a proven and effective management technique) you are connecting with the students. Try to be sensitive to differences. Be aware of different religious and ethnic backgrounds in the student population and be sensitive that certain holidays might include songs, stories or art work that could prove uncomfortable to some students. Correct the day's work. Organize any student papers and label them clearly. Record grades, if indicated in the grade book. Write a complete, succinct review of the day's activities. Be sure to indicate portions of the lesson plan which may not have been completed. Mention individual students who may have been particularly helpful; list any problems that may have arisen. Leave the classroom in good order. Have students help in any housekeeping chores that would provide an orderly classroom upon the regular teacher's return. It is important to familiarize yourself with any unusual changes in school schedules such as fire drills, altered class schedules or activities days. If the school secretary does not apprise you of an unusual school schedule change be sure to ask. Each school has emergency evacuation plans in place in case of fire, earthquake, chemical spill or other potentially dangerous situation so that you can successfully evacuate students safely. Know the location of the CLASSROOM EMERGENCY KIT. Know who your buddy teacher is and where that person's room is located. 5 COMPENSATION and LONG TERM SUBBING Substitute teachers are paid for the actual number of days taught. The Issaquah School District is currently paying $140.35 for a full day shift (7 hours) and $89.18 for a half day shift (3 ½ hours). The pay for Wednesday is $106.10 for elementary (5 hours) and $127.32 for secondary (6 hours). In the event a substitute is required for 20 consecutive days or more in the same classroom for the same teacher, the salary will be adjusted to a daily rate equal to the substitute teacher’s proper placement on the current certificated salary schedule. This adjustment is retroactive to the first day of the assignment. If the assignment lasts 90 days or more you earn sick leave and personal leave. This will be paid during the summer months. To retrieve your login information, click on the ink that says “Forgot your Login/Password” and an email will be sent to you with your login ID and a link to reset your password. (You will be able to access this link once you have worked and earned a paycheck) If you have questions, contact Nancy Beltz in payroll at [email protected]. 6 EMERGENCY SCHEDULE In the event of snow, ice or wind conditions, schools will either be closed or on an emergency schedule. If you feel the weather may create hazardous travel conditions, please refer to the following for information: Listen to the radio or television between 5:00 a.m. and 8:00 a.m. Call the Issaquah School District's transportation department recorded announcement number at 837-6333 for information or the substitute teacher office at 837-7063 for specific assignment information. Visit the school district website at: www.issaquah.wednet.edu. Go to SchoolReport.org to see if we are closed or delayed. No radio/TV announcement means schools are in session with normal operating hours. If schools are closed, assigned substitutes should not report to the scheduled school. If schools are on an emergency schedule, schools will operate with a delayed starting time and most meetings and in-service sessions requiring substitutes for teachers could be cancelled. If schools are on a 1 or 2 hour late start, the sub will report 1 or 2 hours late if the assignment is a full day or an am shift. If you are working a pm shift you will report the regular pm shift. SCHEDULE ERRORS AND PREP PERIODS There will be times when subs are assigned to a job and it is in error. If you have arrived at a school to find out that there is no assignment for you, you will be given the following choices: 1. The sub office can try to find you another assignment. 2. You can go home for an unpaid day. 3. You can stay at the school and perform assigned duties. In this case you will be paid for a 1/2 day.EDU E ERRORS AND PREP PERIODS If you have a full day assignment where you have free periods, the secretary can ask you to cover classes or the library during this time since you are paid for a full day. If you are asked to cover a class for another teacher on your prep period, you will be paid extra for that time. The secretary will have you sign a compensation form for that extra period. 7 FULL LOCKDOWN CLASSROOM PROCEDURES Purpose: Full Lockdown can be initiated by any school staff member to isolate students and staff from on-campus immediate dangers which may include armed intruders, violent behaviors, suspicious trespassers, shootings, bomb threats, and snipers. PREPAREDNESS • • • • • • • Review lockdown procedures within first week of school with your students Post lockdown and emergency procedures. Keep 911 procedures by phone and label phone with 9-911 Inventory classroom emergency equipment, advise administration of needed equipment or supplies Prepare window blackout materials (for windows without blinds) Review building communication plan for lockdown Wear district issued staff identification badge at all times Carry assigned building keys at all times RESPONSE – Lockdown • • • • • • • • • • • • • • Staff may need to make independent decisions if life safety is compromised (Run-Hide-Fight) ALERT the main office to report a perceived danger/threat through any available means so that lockdown notice can be announced MOVE students in outdoor areas to indoors, if safe to do so Any staff member may call 9-911 if a threat is on campus. CALL 9-911 or cell phone 911- stay on the line to keep operator apprised of the situation Remember, facts may be difficult to verify in the first moments of an event SWEEP any students in the hallway into your room LOCK ALL doors CLOSE windows and blinds. COVER exposed windows, if safe to do so TURN OFF lights and silence cell phones INSTRUCT students to say calm, quiet, low, and out of sight DO NOT USE the telephone system once lockdown has been initiated WAIT for law enforcement – law enforcement will assume lead when they arrive DO NOT OPEN DOOR FOR ANYONE – Law enforcement or an administrator will come with a key when lockdown is over FOLLOW law enforcement’s direction without question INVENTORY any injuries or other problems (panic, medical emergencies, intruders) PROVIDE First Aid and calm and reassure upset students 8 9/2014 MODIFIED LOCKDOWN CLASSROOM PROCEDURES Purpose: Modified Lockdown is initiated to isolate students and staff inside the school from potential dangers outside the school. Modified Lockdown is typically used when events in the vicinity of the school may pose a threat. Immediate dangers may include police activity nearby and wildlife sightings. PREPAREDNESS • • • • • • • Review modified lockdown procedures within first week of school with your students Post modified lockdown and emergency procedures. Keep 911 procedures by phone and label phone with 9-911 Inventory classroom emergency equipment, advise administrators if equipment or supplies are needed Prepare window blackout materials (for windows without blinds) Review building communication plan for modified lockdown Wear district issued staff identification badge at all times Carry assigned building keys at all times RESPONSE – Modified Lockdown • • • • • • • • • • • • ALERT the main office to report a perceived danger/threat through any available means so that Modified Lockdown notice can be announced MOVE students in outdoor areas to indoors, if safe to do so If Necessary CALL 9-911 or cell phone 911- stay on the line to keep operator apprised of the situation Remember, facts may be difficult to verify in the first moments of an event Any staff member may call 9-911 if a threat is on campus LOCK all exterior doors CLOSE windows and blinds. From the Plateau, drive south on Issa-Pine Lake Road, across Issaquah-Fall City Rd where Highlands Dr begins. Continue on Highland Drive as it becomes Issaquah-Pine Lake Rd. Continue on Issaquah-Pine Lake Rd. for about 3 miles. The school is on the right. SUNSET ELEMENTARY - From I-90 take exit #13. The school is on the north side of the freeway. BEAVER LAKE MIDDLE SCHOOL - From I-90 eastbound, take exit #18 and stay to the left onto Highland Drive. Continue on Highland Drive as it becomes Issaquah-Pine Lake Rd. Continue on nd Issaquah-Pine Lake Rd. for about 3 miles. Turn right on 32 Way. The school will be on your right. ISSAQUAH MIDDLE SCHOOL - From I-90 take #17 and proceed south onto Front Street. Continue south on Front Street into downtown Issaquah. Turn left on Clark. Go past the Boehm Pool on the left into the school parking lot. MAYWOOD MIDDLE SCHOOL - From I-90 take exit #15 and go south on the Renton-Issaquah Road (SR-900). Turn left onto 164th Ave. SE, left onto SE 128th, right onto 168th SE, left onto SE 136th, right onto 169th SE, right onto 144th SE, left at 168th. PACIFIC CASCADE MIDDLE SCHOOL – From 1-90 eastbound, take exit #18 and stay to the left onto Highland Drive. Turn right onto Issaquah-Fall City Rd. at stoplight. Go about ½ mile until th 247 SE, turn right. School is right there. PINE LAKE MIDDLE SCHOOL - From I-90 take exit #17. Go north on E. Lake Sammamish Parkway. Turn right at the light onto SE 43rd way. Wind up the hill 2 miles. School is on your right with additional parking in the rear lot. ISSAQUAH HIGH SCHOOL - From I-90 take exit #17 and head south on Front Street. Turn left at the stop light onto E. Sunset Way. Turn right on 2nd Ave. SE and continue to the school which is on the left. LIBERTY HIGH SCHOOL From I-90 take exit #15 and go south on the Renton-Issaquah Road (SR-900). Turn left onto 164th Ave. SE, left onto SE 128th, right onto 168th SE. The school is located on the corner of 168th and 136th. SKYLINE HIGH SCHOOL From I-90 take exit #17. Go north on E. Lake Sammamish Road. Turn th right at the light onto SE 43rd way which turns into 228th Ave SE. Continue on 228 to the school which is on the right. TIGER MOUNTAIN COMMUNITY HIGH SCHOOL - From I-90 take exit #17 and head south on Front Street. Turn left at the stop light onto E. Sunset Way, right on 2nd Ave. SE and continue up the hill. It is important that you know the location of each of the schools so that you can arrive at your assignment on time. Due to the at-will nature of this relationship, it may be terminated at any time by either party. Accepting substitute work is by no means an offer of permanent and/or on-going employment. Additionally, nothing in employee manuals, personnel policies, employment documentation, substitute handbooks, or oral communication shall be deemed to create an employment contract or to modify this at-will relationship. EMERGENCY SUBSTITUTES Emergency substitute teachers are a valuable part of our district. However, Washington Administrative Code (WAC) and the Office of the Superintendent of Public Instruction place certain limitations on the use of Emergency Substitutes in school districts. WAC 181-79-231 states: As defined by the Superintendent of Public Instruction, WAC181-79A231 (4A), and outlined in the Emergency Substitute Certificate; “….persons with an emergency substitute certificate may be assigned once the list of otherwise qualified substitutes has been exhausted.” Therefore, Emergency Substitutes are not to be prearranged by contracted teachers. You will need to wait for the morning phone calls by the substitute office. ARRIVAL AND DEPARTURE It is very important that you arrive on time!! Some assignments may have a first period prep, but you are paid for that time and will be expected to be there. Be aware of the school where you will be subbing, the start time and plan for traffic. This all plays into you arriving on time. Parking can be an in issue at the high schools, so plan on extra time for that. If your assignment has a 6th period prep, or your assignment does not have students, you are expected to stay. Please do not leave early. COMPUTERS To log on to the computer at school, you will need the following: Username: ISDSUB Password: Teacher2 (T is upper case) Domain: District OPTIONAL SERVICE CREDITS Substitute teachers may qualify to participate in the Teachers Retirement System (TRS) administered by the Washington State Department of Retire Systems. (DRS). For further information, go to www.drs.wa.gov. 17 PARKING Some schools have assigned parking. You will know if a staff member has assigned parking when you pick up the job on the sub system. If you do not see a parking number for the staff member, then park in the visitors section. CELL PHONES/INTERNET Cell phones must be off or silenced and WILL NOT be used while in the classroom, on the playground, or while involved with students. This also includes texting. Emergencies happen, so if you anticipate a problem, please check with the school before using your cell phone. Do not use the internet for personal reasons when you are with students. You will have prep periods, recess and lunch times to use your phone or the computer. The taking of photos or videos, unless specifically authorized, should be avoided at all times. UNEMPLOYMENT COMPENSATION Substitute teachers are ineligible for unemployment compensation provided they are given assurance on continuing employment in the same or similar position for the following school year. Issaquah School District gives such written assurance for the following year. CHANGE OF ASSIGNMENT Principals may change the assignment of substitutes to fit the educational needs within their building.
