Abstract It is an important way to implement the party's education policy and promote quality
education through strengthening and improving Mental Health Education of college students in the new
period. It is in favor of students to achieve the overall quality of the comprehensive, coordinated and
sustainable development through efforts by the Scientific Outlook on Development to guide Mental
Health Education, people-oriented concept of Mental Health Education, and Mental Health Education
theory research and practice.

1 Introduction
The scientific development concept is the guiding ideology to strengthen and improve undergraduate
education, and is the guidelines of the university student's psychological health education. Psychological
health education, as an important component of undergraduate education, has an important role in
security. If we wish to improve mental health level of education, and to create a new situation in
practical work, it must take the scientific development concept as a guide, sort out the work of ideas,
create the model of work, improve the quality of work, strengthen the basis of work, and enhance the
stamina of work. Therefore, it has an important theoretical and practical significance to lead the
psychological health education with the scientific development concept.
2 The Current Status of Psychological Health Education
With the gradual deepening of reform and opening up and economic and social continuous development,
fun and complex social phenomena impact on the campus, various concept in the interactions has an
effect on the campus culture, thinking and behavior of university students are also undergoing profound
changes. How to deal with new situations and to solve new problems, how to meticulously carry out the
work of mental health education of university students to enhance the relevance and effectiveness, is the
important issue of mental health education under the new situation.
At present, the status of mental health education in college is as follows: First, contemporary college
students lack the psychological quality, and the mental health problems of students are increasing. So
people increasing concerns psychological problems. However, the concept of psychological health
education lags behind. Not only college students on mental health education is poorly understood, but
also there are still biased on mental health education for some university teachers. Second, there is the
lack of mental health education professionals, including the teachers in mental health education. In
accordance with international standards, the psychologist in school to student ratio should be 1:500. At
present, the number of mental health professional teachers is serious shortage. In addition, there are
class teachers, counselors, ideological and political lessons teachers, retired old members and so on, who
engaged in part-time workers on psycho-education in colleges and universities. They have a positive
enthusiasm for student work, but they lack of professional mental health education, knowledge and
capabilities. Third, the fund of mental health education is serious shortage. It is necessary for teachers
engaged in psychological counseling to training and improvement. However, the protect funding and
treatment funding is serious shortage. Fourth, mental health education approach is too single. Because of
its lack of funds or not enough emphasis, there is single and boring phenomenon during the mental
health education approach, and there is no result of a person should do. Fifth, the traditional educational

concept is not matchable with the reality of mental health educational needs of college students. In
nowadays, with the increasing competition, everyone is faced with life, employment, studies and other
pressures, which are bound to impact on students in the psychology and emotion. Therefore, the concept
of modern education should put the mental health education of college students in an important position.
3 Theoretical Analyses on the Scientific Concept of Development to Lead the
Mental Health Education
The scientific development concept further defines the major issues, why our nation must develop and
how develop in the new century. At the same time it provides a new theoretical guidance for
undergraduate education. If we want to strengthen and improve undergraduate education, we firstly
should pay attention to the psychological health education on students. Meanwhile, mental health of
university education must adhere to the scientific development concept as guidance. We must implement
"people-oriented" education philosophy to promote and enhance students’ capacity of comprehensive,
coordinated and sustainable development.
3.1 "People-oriented" education philosophy is the core of psychological health education
The goal of "People-oriented" is to achieve the comprehensive development of students, to respect for
the dominant position of students and to safeguard the fundamental interests of students in order to
service to students’ healthy growth. From a psychological standpoint, "people-oriented" is center for
students, and highlights the comprehensive development of students. Mental health education should be
reflected in the humane care and moral emotion. We should organically link the mental health education
to human happiness, freedom, dignity and the ultimate value.
3.2 To promote comprehensive development of students is a basic requirement for mental health
education
Comprehensive development requires the promotion of the ideological and political quality, scientific
and cultural qualities and health qualities in order to train students as the qualified builders and reliable
successors during the cause of socialism with Chinese characteristics. These three aspects is dominant,
meanwhile the mental health factors of students should be attributed to a hidden feature. Either
dominant or recessive characteristics are indispensable for students to achieve the training objectives,
and the two basic elements are dialectical unity of complementary. First, from the full implementation of
the strategy of power and broaden the perspective of human resources, mental health education provides
a solid foundation and reliable protection for students all-round development; Second, from the
comprehensive promotion of quality education, it requires students to all-roundly develop on “ethics,
intelligence, sports, art and labor”, which necessarily includes physical and mental health of students;
third, from an overall perspective of promoting innovation in education, comprehensive development of
college students means the innovation of mental health education curriculum and activities in order to
promote students the overall quality.
3.3 Integrated and coordinated development is the fundamental method of psychological health
education
Integrated and coordinated development requires that mental health education integrates into curricular
and extracurricular education, and integrates into teaching, management services and education. It
requires that college psychological service agencies, party organizations and student organizations play
an important role to co-ordinate psychological education services team-building, and to resolve a variety
of psychological problems faced by the students. Generally speaking, it includes two aspects. First,
mental health education and higher education should be coordinated and harmonious. Second, mental
health education and the growth of students should be harmonious.

3.4 Fostering sustainable development concept is the fundamental guarantee of the psychological
health education
Sustainable development requires us to firmly grasp the important aspect of the mental health of
university education not only to effectively solute the outstanding problems in present, but also to ensure
that leadership system and working mechanism continuously push forward form the long-term
perspective. Thus, we should focus on three aspects as follows. First, resolving the continuing
development of mental health education issues; second, handling the stable development of mental
health education issues; third, correctly handling the relationship between the recent developments in
mental health education and long-term development.
4 The Practical Path of the Scientific Development Concept to Lead Psychological
Health Education
In the mental health of the educational process, we must deeply understand the "people-oriented" work
ethic, adhere to the sustainable development concept of the mental health, and explore the mechanism
innovation to achieve the objectives that college students attain to comprehensive, coordinated and
sustainable development. Concrete practice of the path can be carried out from the following five
aspects.
4.1 Establishing personalized training programs in mental health education to enhance the
educational forward-looking
From the patterns of educational development and students’ development, it is to implement the concept
of the student-centered for setting up personalized training program in mental health education. During
the implementation of mental health education personalized training program, it is necessary for each
student to create a psychological evaluation files. Through psychometric analysis, the students can
understand the psychological demands and future development trends. Therefore, not only do the
psychometric analysis conduct a scientific and rational planning and design, but also properly store and
analyze. In the concrete work, we should early start and prepare, standardize the freshmen measurement
and scientific analysis, distinguish between different types and different groups, and then take targeted
programs and application of different methods of mental health education for students to create a
psychological evaluation files. This will help improve the quality of mental health of students, from the
root to achieve a people-centered, comprehensive, coordinated, and sustainable mental health
educational goals.
To establish the training programs of individualized mental health education, we must particularly pay
attention to the summary and analysis of mental health education, and timely process students mental
health problems. However, in the real world, only after the issue of mental illness came out, then we can
resolve it. In order to achieve early detection and prevention of psychological problems, it is premise to
provide that we understand the psychological state of students. So we should pay attention to the
summary and analyses of mental health education, pertinently put forward educational measures and
programs, and actually deal with the problems in the bud, to control mental health education initiative.
4.2 Establishing the network system of mental health education to strengthen the networking
mechanisms for dynamic
It is a successful experience for many colleges and universities to create mental health education service
network mechanism. According to particular circumstances, Colleges and universities should adopt
corresponding measures to strengthen the network construction of mental health education, to promote
the mode of "school - college - classes - the class teacher - instructor". Meanwhile, in order to achieve
the flexibility of the network, we should strengthen its dynamic effects, which there are the cross-level
communication channels to deal with the unexpected events and emergencies, to achieve network and
dynamic. This will not only grasp students from the macro level of mental health status and
development trends, but also from micro really implement the "people-oriented" concept of the mental
health education, in order that each student can truly feel the warmth of the mental health education.

4.3 Strengthen the research of mental health education in colleges and universities to enhance
theoretical education
During the research of mental health education in colleges and universities, we must strengthen the
psychological counseling and training to strengthen the theory quality and professional level of
psychological counseling teachers, so that they truly have the ability to participate in the work. At the
same time, we must ensure the psychological counseling of teachers working time arrangements, so that
they really have the energy and efficient completion of psychological education. On this basis, teachers
and students fully play the enthusiasm and initiative to carry out the research of mental health education,
in which integrating human resources, creating the democratic and harmonious atmosphere of educating
people, and creating the mode between student-teacher interaction, mutual assistance, exchange and
sharing. This will help foster a sense of student's psychological assistance, access to mental health
awareness, understand the psychological adjustment methods, promote the development of the mental
health of college students, and also can help teachers to improve the mental health education targeted.
During the research process of mental health education, through external cooperation and contact,
opening the mode of operation of mental health education, we create the methods of work. By
integrating internal and external resources, we could enhance the strength of mental health education.
4.4 To put mental health education into the classroom and the expand mental health education
universally
In the "5.25" College Students Mental Health Day, to popularize the knowledge of mental health
education in college, we provide a variety of mental health education activities, including mental health
lectures, psychological team training, psychological training, knowledge contests and so on. However,
these problems are just solved in stage, and do not arrive at the aim of students and social development.
At present, it is a positive exploration in Tianjin University adhering to the approach of "Mental Health
Education for all students, to infiltrate both inside and outside the classroom". A long-term nature and
effectiveness of mental health education should be three-dimensional infiltration, just like university in
Tianjin. "Mental Health Education" and other elective courses should be carefully designed. These
programs should be well received by students as "signs course".
4.5 To construct a reasonable psychological crisis interventional mechanism to achieve mental
health education effectiveness
The psychological crisis intervention refers to the fact, under the guidance of psychological theory,
which psychologist helps individual or groups with psychological crisis during a short-term, to timely
give support and help manner through personal crisis, distress or frustration, and to restore the
psychological balance. It is a new challenge for mental health education in colleges and universities to
establish crisis intervention mechanism and fully play its effective role. In this process, we should focus
on the combination between individual counseling and group counseling. It can improve the efficiency
that resolves psychological crisis through face to face counseling. Group counseling in group situations
can help to assist with the development of individual potential or solution the psychological
characteristics of mental disorders, and can be effective to improve the adaptability of the members to
promote the personality growth. It is the key that in the group counseling process can timely detect
problems to provide an opportunity for individual psychological intervention. Therefore, we should fully
play the group counseling therapy, prevention and development role, to conduct group training for
different groups so as to enhance the quality of students in psychology.
