It provides for cooperation in broad range of fields covering such priority areas as Transport & Communications, Investment, Energy, Minerals, Agriculture, Environment, Industry, Tourism, Statistics, Science as well as Disaster Risk Reduction, Human Resource Development . ECO and UNESCAP • Eco and UNESCAP; • All Members of Eco are already member of UNESCAP. • Common members of SONCA and ECO are; Islamic State of Afghanistan, Azerbaijan Republic, Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan, Turkmenistan and Republic of Uzbekistan • Common members of SRO-SSWA and ECO are; Republic of Turkey, Islamic Republic of Pakistan, Islamic Republic of Iran • But till now; UNESCAP and ECO did not have direct relations or joint Works related to natural disaster issues . • But there are a lot of things to do together related to natural disaster management. Regional Cooperation ALL For ONE • The need for combining tangible instruments for better utilization of resources: ALL FOR ONE; Avoiding vast investment for DRM by combining States powers. • The need for more intangible instruments Regional Cooperation ALL for ONE • The DRM Gaps in the region • Financial mechanisms… • Social Mechanisms… What To Do • The need for combining of tangible instruments for better utilization of resources • The basic finance related maters can be solved easier if States work together • The utilized and combined financial management of disasters among countries may help recovery after disasters. • Common regional insurance systems where countries make insurance for people • Common warehouse and resource management for better utilization of resources APDIM Case • Asia Pacific Disaster Information Management Center established in Tehran • Giving disaster information to the States in the Region…. TARSIM CASE • A private company established and owned by Turkish Government www.tarsim.gov.tr • Over 3 billion of assets to cover agricultural risks of agricultural activities including drought… • Covering the risks of drought disasters • Working well since established. An effective business system; Just the start is given by government • This system can be shared by other states What to do • The need for intangible instruments • More social and psychology scientists must be integrated to the DRM systems • Society is damaged after disasters. Buildings can be re-built; infrastructures can be renewed; government investments can be re-financed; but the destruction among societies; the deterioration of the psychology of the individuals; the safety of children and the damages of life style after disasters are not easy to be recovered. What To Do • Establishment of Sociology and Psychology Institution just to work on Disasters. The experience of Philippines and Nepal and similar countries must be shared. How the society can be recovered? • Orphans and Women victims of disasters must have a universal and specific legislation protection like Universal Health Coverage systems • Establishment of standing comities to work permanently rather than temporarily • Countries can be pushed to protect disasters victims by favorable fiscal incentives. It must be harmonized among countries and must be supported by international fiscal organizations What To Do • The self-management of societies among NGOs and civil society during disasters • State systems cant work properly during disasters…more NGO engagement needed during disasters..
