Current status Enenrgy consumption • The ratio of electrification less than 60%, • high dependence on fossil fuel, 46,7% (2011) • Non fossil energy share 5% 3 Energy Production and Potential Source: Ministry of Energy and Mineral Resources, 2013 4 2. Indonesia target for renewable energy development By 2025, increase renewable energy sources to cover 17% of the total national energy consumption 5 3. Challenges Renewable energy utilization remains well below its potential because: • Policy coordination : energy implementation is sectoral, sporadic, and fragmented • Human resources : capacity, acceptance, research • Technology : conventional, advance renewable energy technology still provided and dominated by developed countries • Production cost and investment: high, do not carried out in the country, components are still imported 6 4. Partnership and Lessons Learned Desa Mandiri Energy Desa Mandiri Energi is an Indonesian government program launched on 14 February 2007, targeted at remote villages, which are dependent on fossil-fuel, to be energy self-sustaining; 1. Type of energy/ Technology needed: bio-energy (jatropha, sugar cane, palm oil & cassava), wind-energy, solar-energy, microhydro 2. Type of partnership: Public-Private-Local Community 3. Role : – Central and local Government, inline Ministries: initiatial resouces, policy coordination and implementation – universities & research agencies: research and advisory – Local community group/enterprises: implementation 7 4. Partnership and Lessons Learned (ii) 4. Leassons learned: – village self-sufficiency energy program (Desa Mandiri Energi) open job opportunity and eliminate poverty at isolated or remote villages by promoting local resources and empowering the society to fulfill their energy need. – Open opportunity to market renewable energy as the current government fully supports the development. – encourage policy coordination by involving related central and local government in implementation (such as. Environment, Mine & Energy, Agriculture, Employment & Transmigration, Home Affair, Development of Disadvantaged Regions, and Marine & Fisheries). – Desa Mandiri Energy is regarded as having been highly successful now replicated accross the nation 8 5. Critical Policy Elements for Post 2015 Development Agenda • To promote transfer and to build science, technology and innovation capacity in developing countries • To undertake technology assessment and research, development and adaptation of clean and environmentally sound technologies (i.e. through the possible implementation of a UN global technology facilitation mechanism) • To encourage domestic resources, and empower local community (i.e through education, training, network, and establishment organization, enriching partnership) • To accelerate energy diversification and creating market (i.e through improving energy infrastructure and pricing policy - fee, tax exemption, feed in - tariff, incentives, and facilities) • To enhance and to accelerate investment climate through partnership and cooperation with other countries and international organization 9 Thank you 10 11
