Overview about Nexus Proposal

Current situation in Da Nang Eastern Coastal Area: high ground
water table, narrow walkways/accessibility to connect septic tanks,
the pollution of the groundwater and the river with coli bacteria and
the unaffordable costs of conventionally separated waste water and
drainage water systems.

Promoting waste water vacuum sewer collection system allowing
also further usage of sludge combined with organic waste for
energy production, the treated waste water for irrigation (urban
agriculture, green areas) and the remaining residues as fertilizer.

DPI and DoNRE intend to implement a pilot project on vacuum
sewer collection with 110 households in An Hai Bac Ward of
Eastern Coastal Area.

Purpose of the pilot project: to gain concrete experiences on the
technology which apparently is apt for waste water collection and
treatment in Da Nang.

Progress since the 3rd Regional Workshop

Continuous in-depth meetings with related departments and Da
Nang People’s Committee on the pilot project in June, July, August,
October 2014.

A full report about the pilot project on vacuum sewer system in An
Hai Bac ward has been elaborated integrating comments from the
city partner and including a technical solution for every household of
110 households in the pilot area.

In the meeting with GIZ Nexus team on September 30, 2014 in Ha
Noi, World Bank representative agreed conventional gravity system
is not always the best solution and WB is looking for a new solution
as well as ready to support and finance it.

Progress since the 3rd Regional Workshop

GIZ Nexus project also supported Da Nang delegation to site visit in
Chiangmai from Oct. 27-30, 2014 to learn experience about
appropriate technology with regard to methane gas collection and
processing both from the landfill and the leachate to produce energy
and the residues as fertilizer for non-food agricultural and forestry
products are being experimented.

An intern from Austria coming to Da Nang will look more into details
of urban agriculture (UA) and how treated irrigation water and
sludge could be used in a safe manner for UA.

GIZ Nexus project invited the Da Nang delegation to Viet Water Fair
2014 to be organized in Ho Chi Minh City from Nov. 12-14, 2014 to
further observe the demonstration of vacuum system equipment.

Expected Benefits

Demonstration project on vacuum sewer system for Pilot Project An
Hai Bac Ward in Da Nang Eastern Coastal Area ready for
implementation.

Scaling up for the whole Eastern Coastal Area to be envisaged after
the demonstration project to be implemented, monitored and
evaluated.

Awareness to be created among Da Nang decision makers on
vulnerability of city with regard to pollution of coast line and river
because of inappropriate waste water management with septic tanks
and combined surface and waste water drainage system.

Vacuum sewer as alternative to costly gravity sewer has been
presented including feasibility considerations with regard to
investment and operation and maintenance.

Lessons Learnt

Mobilizing resources for financing takes time and efforts as the
budget of Da Nang city is limited and the city has always relied on
external sources to finance their development projects.

It needs time for synchronous inter-sectoral cooperation to approach
the problem comprehensively from multiple angles.
