24 March 2015 RPES WORK PLAN, PHASE II 4th SGRPES Meeting 23-24 March 2015 Bangkok, Thailand OBJECTIVES OF THIS DISCUSSION • Decide on the broad (additional) activities for the work plan until end-Phase II • Assign roles and responsibilities across SGRPES and the secretariat • Agree on next steps and a timeline 1 24 March 2015 RPES outputs organized in 4 categories to deliver an inspiring 2020 vision and measurable progress 4 categories of outputs ... NSSs in Asia-Pacific have capacity to produce & disseminate the Core Set in line with international standards Coordination ...and reach our key goal of RPES Infrastructure Infrastructure Improved soundness of economic analysis & decision making through increased availability and effective use of timely, reliable and comparable economic statistics Skills We are progressing towards delivering our vision Preparatory Advocacy Coordination Phase 1 • Regional implementation plan • Country assessments • Advocacy for basic statistics for macro frameworks • Alignment with other • initiatives • Partnership agreements • Regional governance Phase 3 Phase 2 • Enhance advocacy at national level Coordination efforts • Links to other (subregional or enhanced with partners statistical output) programmes, and among national national plans agencies • Focus: Business registers • Focus: BRs, Quality Infrastructure Skills Programme Management 2011 • Focus: SNA and BR • Develop training on Core Set components and support national training institutes • Resource Mobilization • Detailed monitoring framework 2013 2015 2017 2020 Today 2 24 March 2015 Advocacy at the national level has to be strengthened • SGRPES to develop advocacy tools from the user perspective • User-producer meetings to be organized in order to create awareness among the users of the Core Set and its impact on policymaking • Development partners to support these meetings (cost-sharing is an option) Coordination has to be strengthened with subregional initiatives • SGRPES membership reflects subregional representation across Asia and the Pacific • Selected SGRPES members to act as subregional focal points: – Pacific: SPC, members (depending on the topic) – ASEAN: ?? – CIS: ?? – SAARC: ?? • Regular inputs from-to subregional discussions 3 24 March 2015 Coordination has to be strengthened with topical programmes • Trade and economic globalization: – India to take the lead in the organization of the focal area on trade statistics as an example of RPES implementation and to ensure coordination with the work plan of SGRPES – SGRPES members to facilitate establishment of the Trade Task Force with appropriate members • There is a proposal from UNSD to hold SGRPES meetings back-to-back with a regional meeting on 2008 SNA implementation Coordination at the national level to be strengthened • SGRPES members to get a national overview of the international working groups that their countries are represented on, e.g. ISWGNA, UBCG, etc. in order to ensure communication at the national level 4 24 March 2015 Coordination Committee to carry out part of the technical oversight role • Firm up the list of regional guidelines and tools to be adapted/developed: – – – – – – – – Peer Review tool incorporating Core Set/SDGs Enhanced Capacity Screening questionnaire User questionnaires Review of how existing tools such as enhanced GDDS can be used to collect monitoring information taking into account quality of economic statistics Guidelines for considering RPES outputs and Core Set in national planning Reference material for resource allocation and national spending on statistics Revised template for project proposals to Resource Facility Etc. Supporting the CC • Secretariat to draft TORs for any working groups for the development of tools/guidelines as advised by the CC • SGRPES members to submit their CVs to the secretariat for consideration in development of tools or delivery of technical assistance 5 24 March 2015 Monitoring of RPES • Secretariat to communicate the outcomes of the CST monitoring discussions to the SGRPES/focal points • CC/secretariat to come up with a monitoring framework in light of the above • CC/secretariat to propose a format and modality of national monitoring in the form of case studies (possibly appended with the regular progress reports of SGRPES to the Bureau/Committee) Next Steps • Secretariat to circulate a detailed work plan by end-April • Countries to comment on the work plan by mid-May • More regular meetings of CC members • Fifth meeting of SGRPES January 2016? • Sixth meeting of SGRPES January 2017? 6
