APTA NTM and ROO Database: Introduction
• Funded by the XB (ROK) project on APTA promotion.
• The purpose of this database construction
‐ With a view to achieving greater transparency by reducing or
eliminating Non‐Tariff Barriers for intra‐regional trade expansion
among APTA Participating States;
‐ Provide AN information platform for global exporters, importers,
research instituations.

What did we do on NTMs database: before Incheon regional forum
• Decided to update SPS & TBT on all concession items
covered in the 4th Round tariff concessions under
APTA.
• RoO types included in the database:
– RoO for Developing Participating States
– Special RoO for Least Developed Participating States
– Product‐Specific Rules of Origin
• Updated all concession items covered under the 4th
round based on HS2007

• 35% for Least Developed Participating States.
B. Co‐equal Rule (Agreed in the 34th SC meeting –
yet to implement):

The Current Status of NTM and ROO Dataset: Sources and Features • Data Source: At the Incheon meeting (Oct. 2013),
the decision reached by all Participating States is to
use the data source of SPS & TBT notifications from
WTO I‐TIP database from 1995 through November
2014 with RoOs.
• The database is sorted by Participating States.
• HS code based on HS 2012, description, MOP, MOP
for LDPSs, objectives and the WTO notification
references, RoO (three levels) are included.
• Format: MS EXCEL

Further actions required
• Request for verification for implementation – Request each PS of APTA to verify the database by checking
with the nodal point of SPS & TBT for WTO;
– Revert verification by the NTM focal point of each
Participating State;
– Compilation and updating of the dataset by the Secretariat.
• Utilizing after the database is available
– Participating States provide the links to their relevant
websites;
– Continuous updating by the Secretariat in collaboration with
the NTMs database focal points of Participating States.
