Key Messages from North-East
Asian Consultation Meeting

Chair of the Meeting
Overview of North-East Asia - Economy




NEA accounts for a quarter of world total GDP (2011)
Over 30% of intra-sub-regional trade
NEA is also a region with great disparity in terms of demographic,
economic, political and energy situations.
Variances in GDP per capita by country but on the growing track as a
whole

Overview of North-East Asia - Environment
 NEA shares 1/3 of global GHG emissions while its share is growing
 Two non-Annex I countries, i.e. China and Republic of Korea, are
world’s first and ninth CO₂emitting states, respectively.
 Most countries have relatively high carbon intensity of economy

Energy Situation and Challenges


Rising energy demand
China, Japan, Republic of Korea, and Russia combined accounts for 33% of
world primary energy (2011).
The region will maintain current growth pattern but not the pace is not as
fast as it was.

Energy Situation and Challenges



Dominance of fossil fuels in primary energy use
Fossil fuel is dominant energy source (Mongolia 95%~Japan 81%)
Difference in primary energy mix: natural gas and nuclear

Energy Situation and Challenges



Underutilized geographical proximity and trade potential
Intra-regional oil and gas trade is still limited in NEA
Limited interconnection infrastructure (oil/gas pipelines, electricity
grid)

Main massages and recommended action
•Making a renewed and more effective institutional design for energy
cooperation
•Upgrading the political level of energy cooperation
•Increasing the use of the lowest-carbon emitting fossil fuels
•Strengthening cooperation on cross-border energy infrastructure
•Strengthening cooperation for capacity building and R&D
•Encouraging transfer of technology and knowledge in the areas of energy
efficiency, renewable energy and cleaner fossil fuel combustion
Possible synergy with the rest of the
Asia-Pacific region
