Single Window Environment
EU “Single Window Environment“*
 Development of automated platforms for stakeholder
collaboration (IOS)
 These platforms will be networked
 Single Window is not a system, but a collaboration of
systems (similar to Internet)
Greece Architecture
 Greece Single Window is a network of IOS systems
 Independent, stepwise development
 Schedule: Customs, MENOS (agriculture), Port SW, ..
  development of agriculture SW platform in Greece
as a pilot for Greece Single Window

Strategy for
Greek Smarter Fo
Customs
1.
smarter food:
Information technology and trade
facilitation to improve the supply chain
and deliver new products to international
markets
14
Step 1: Business Process Analsysis
BPA for key agriculture produce: Feta Cheese, Kiwi, Olive Oil,
Peaches, Fish, Cosmetics
Based on the UNNEXT BPA Guide
Objectives:
 Get stakeholders together
 Understand the export processes
 What are the specific Greek issues
 Where are the bottlenecks
16
Step 2: Improve and automate inspection system
FFV exports to 3rd countries require an EU conformity
certificate
 Large number of inspections, paper work and
delays
Projects for improvement:
 Approved Exporters: Exporters can apply for
preferential status
 Electronic Risk Managment: Assessment of risks
and targeted inspections
 Electronic managment of conformity certificates
(application, issuance)
 Re-organization of the inspection and control
system incl. payments
17
Step 3: Specifciation for electronic certificate exchange
 Automated conformity certificate managment
system
 Automated Customs data management
system
Next: electronic exchange platform Ministry of
Agriculture and Customs
System specifcation: busines processes, data
structures, document flows, cost and
implementation plan,..
Lessons learned:
 Time needed to build a joint project team
 Electronic documents are NOT the equivalent of paper documents
 Requires integration of processes between two agencies and joint
risk managment
18
Building an automated Risk Managment System
Electronic information: which agency will check which data,
when, what is the risk, which rules apply, what is the legal
basis, ..?
20
Step 4: Data Model and electronic documents
Electronice document exchange between two ministires
 Questions: Which data, which data formats, what is the
meaning of this data.
 Systematic analysis of the sematic and structure of the
data
 Data Model: All data elements needed to manage cross
border trade
 Messages/Documents: subset of a the data model; data
elements that are exchanged between two parties
 EU standard (2014): WCO Data Model 3
 off-the-shelf data model with focus to cross border trade
 Extension packages : Licenses Permits Certifcates Others
(LPCO)
 System of national extensions: «My Information Package»
21
Step 4: Greek Data Model and electronic
documents
Challenge: develop the «Greek Information Package»
 Change management
 Why shall we use a data model?
 Why a Customs data model?!
 Which standards/technology shall we use?
 How can we get organised?
Technical work:
 Greek data harmonization expert group
 Electronic Greek Conformity Certificate
22
Step 5: Supply chain benchmarking
Birds eye view:
How to transform Trade Faciltiation achivements
into export opportunities?
How do similar supply chains work in other
countries?
What can we learn from others?
Approach:
 Stakeholder consultation
 Assessment of the current situation of Greece
 Benchmarking with EU best practice
 SWOT analysis
 Development of recommendations
23
Benchmarking Strategy Greece
Fresh fruit and vegetable exports from Greece:
challenges
Identification of hotspots
and potential solutions
International benchmarking

Step 6: Vision for Greek Smarter Food
Concept for a Greek Smarter Food Vision
“..develop premium, IT-enabled brands and focus on delivering high
value products, such as organic and socially aware products, to high
income markets”
Cornerstones:
 Risk managment and paperless trade
 Quality of Greece Produce
 Origin of Greece as a world class tourist destination
 Tradition of Greek Smallholders and regions
25
The Greek Roadmap: Were are we now?
 Now: Greece international ranking in trade facilitation
competitiveness improved from rank 84 to 48 in World
Bank DoingBusiness ranking
 Agriculture:
 Authorized exporter, electronic conformity certificate, Risk
Managment System(s), improvement inspections system,
specification for agriculture Single Window, Mata Model
 Next: technical development of the platform, discussion with
policy leaders on smarter food vision
 Looking ahead: WTO Trade Facilitation Agreement
