How IBM applications are typically licensed?
IBM has 143 active licence metrics (charge metrics) as of March 2015. By
including legacy metrics the figure goes beyond 200.
3 of these metrics can be tracked by any tool

Per Install

Per Processor Value Unit (PVU)

Per Core (Core based RVU)

What is RVU?
Resource Value Unit (RVU) is a unit of measure by which the Program can
be licensed. RVU Proofs of Entitlement are based on the number of units of
a specific resource used or managed by the Program. Licensee must
obtain sufficient entitlements for the number of RVUs required for Licensee's
environment for the specific resources as specified in the table below.
RVU entitlements are specific to the Program and the type of resource and
may not be exchanged, interchanged, or aggregated with RVU
entitlements of another program or resource.

Mainframe Compliance & Cost Savings
Unlicensed Product & Features
The built-in SCRT report on average only reports
75% of the enabled products and features
Sysplex & Sub-Capacity Violation
Undeployed Software
You are charged for all entitled MLC titles in your
contract even they are not deployed
Unnecessary Licensed Capacity
Stringent eligible criteria causes incompliance
which often increases licence cost by 10+ times
The average licensed capacity excess (unused
capacity) is over 20% per mainframe contract
Complex Licence Calculation
Sub-Capacity Licensing Discounts
From PSF Printers points to IPLA Value Units,
calculating correct licence count is challenging
Many customers are unaware or unclear of the
platforms and products eligible for sub-capacity

What’s IBM Licence Management Option

ESSO/NGSA Customers Only, offered at contract renewal or under audit

You need to be able to demonstrate to IBM that you have a mature SAM process
that satisfies IBM Licence Management requirements, and these processes must be
certified by IBM auditors first (Process Audit instead of Licence Audit).

Quarterly self-audited compliance reporting to IBM

Replacement of audit clause with self-reporting
