Session 31 Shawn Justice PBS&J District 3 - Project Scoping & Estimates Process Topic Description FDOT D3 utilizes a rigorous and highly selective concept process for all of its candidate resurfacing projects. The concept process is D3's chosen method for controlling the type and amount of work to be included in each particular contract. Intergral to the concept process is the LRE. Multiple versions of each project are generated in an effort to provide D3 Work Program Office with the information needed to make informed decisions. Speaker Biography Shawn Justice, P.E. is the Operations Function Manager within the FDOT D3 GEC contract. Mr. Justice is responsible for all D3 GEC activities that service FDOT D3 Maintenance, Construction, Traffic Operations and Materials. Shawn has 11 years of professional experience in the fields of Structures Design, Traffic Operations, and Project Management (6 years with FDOT D3 and 5 years with PBS&J).
