General Professional (GP) Deconsolidation
1. Why is the General Professional class series being deconsolidated?
Colorado law requires that state employee pay be aligned with pay that is prevailing in the market. In 2014,
the State Auditor recommended that the Department of Personnel and Administration (DPA) review the
General Professional class series to determine if more specific job classes might enhance the state’s ability to
compare jobs with the market.
As part of the annual salary survey process in 2015, DPA engaged a third party consultant to evaluate
deconsolidation. The consultant supported the recommendation of the State Auditor and included initial job
matches in the compensation survey.
2. Will my position description be reviewed during this process?
All positions currently classified in the General Professional class series were considered in the development
of new class series. The work currently performed by state employees provided the basis for both the type of
new class series (e.g. specific professions/disciplines of work) and the levels that would be necessary in each
(e.g. entry level, fully-operational, supervisory, etc.). Individual position descriptions were not reviewed to
assess current placement within the General Professional class series.
3. What do I do if I believe my current classification in the General Professional class
series is incorrect?
The current classification of your position cannot be evaluated as part of the deconsolidation. If you have
questions or concerns about current classification, you must discuss your questions or concerns first with your
supervisor. Supervisors should work with department human resource professionals to determine if a formal
individual position review is warranted.
4. Will the deconsolidation impact my pay?
Phase I of the deconsolidation will not impact employee pay.
Phase II will be focused on the evaluation of pay data for the new class series. If, at the conclusion of Phase
II, data supports changes in the pay ranges and a pay range minimum exceeds an individual employee’s salary,
the salary must be increased to match the new minimum. In addition, for salaries that exceed the maximum
of the pay range, saved pay revisions will apply.

5. When my position is moved to the new class series will my position be announced and
will I have to apply for my job?
No. Class placement as a result of the deconsolidation (which is considered a system maintenance study) is
not an individual position allocation. Therefore, the rules for upward or downward allocation do not apply,
e.g. the requirement to announce the position does not apply.
6. How will my new classification be determined?
The nature of the position’s job duties is the first determining factor. Once the classification series is
determined, as discussed in the answer to question #2 above, the position is assigned to the appropriate level
within the classification series. Each new classification series has levels (classes) that align with the current
levels in the General Professional series. For example, if your position is classified at the fully-operational
level in the General Professional series (i.e. General Professional III), your position will be placed in the new
series at the fully-operational level.
Depending on the levels required to fully accommodate the work performed by state employees, the number
assigned to a level in the new series, e.g. I, II, III, etc., may be different than the number in the General
Professional series. This doesn’t impact you in any way. The pay ranges for each level remain unchanged.
7. How can I get more information about the deconsolidation project and how it affects
my position?
