To incentivate the transport of trailers by sea - benefits:
- Less cargo shipped by sea compared to the transport of a
combination of road vehicles ( tractor + trailer )

In the "bilateral road transport
. agreements" are normally
established annual quota installments of authorizations to be
exchanged between the countries

In the case of “bilateral agreements for road transport of goods” the
authorization may also be issued only to the “trailer” vehicle that is
normally highly specialized for the type
of load carried.

The quota exchange is increased for the use of semi-trailers when
they are trailed from operators located in the country of
disembarking or transported on railway wagons
