Director’s Report
I am happy to present this report on programmes and activities
undertaken by Vigyan Prasar during the period April 2005 –
March 2006.
The year 2005 was declared as the World Year of Physics (WYP
2005) by United Nations to commemorate 100 years of the
seminal contribution by Albert Einstein to our understanding
and the way we perceive nature. As part of WYP 2005,Vigyan
Prasar chalked out a national campaign in association with
NCSTC. For this purpose, Vigyan Prasar produced a variety
of software for different media and organized training programmes for resource persons in
collaboration with NCSTC in different parts of the country. In particular, Vigyan Prasar
produced a series of seven films on important discoveries made during the period 1895 –
1905 called the Golden Decade that completely changed the face of the world. A large
number of radio programmes on topics related to WYP 2005 were produced and transmitted
from various stations of All Indian Radio, WorldSpace and Gyan Vani channel of IGNOU.
Also a number of books, interactive CDs and activity kits were brought out.
A significant achievement of Vigyan Prasar was the establishment of Edusat Satellite
Interactive Terminal Network for Science and Technology (S&T) communication in the
country. To begin with 20 satellite interactive terminals were established in different States,
especially those prone to natural disasters. An up-linking facility with a studio has been
established at Vigyan Prasar. The Edusat network is being extensively utilized for S&T
communication programmes for different target groups. Vigyan Prasar is in the process of
augmenting the network by adding another 30 terminals.
Vigyan Prasar has been actively collaborating with Development and Educational
Communication Unit (DECU), ISRO, for increasing S&T content on television. Vigyan Prasar
and DECU jointly began telecast of a children’s science serial Aisa Hi Hota Hai on Doordarshan

National Channel on Sunday mornings. The serial has proved to be extremely popular. We
hope to take more slots on television both on Doordarshan and other satellite channels in
future. Incidentally, several of the television programmes produced by Vigyan Prasar have
won accolades at national and international science film festivals.
Jointly with All India Radio,Vigyan Prasar has continued to produce and broadcast radio
serials on scientific topics from different parts of the country and in different Indian languages.
The daily broadcast on WorldSpace Satellite Digital Radio in English and Hindi has continued
uninterrupted for four years. Publications of Vigyan Prasar have steadily gained popularity
for their quality and content. Till date Vigyan Prasar has published some 130 titles in different
Indian languages. Vigyan Prasar Network of Science Clubs now has over 6500 members.
Vigyan Prasar continues to collaborate on programmes and projects of mutual interest
with Government and non-Government organizations. In particular,Vigyan Prasar produced
films on the life and contribution of Professor P C Vaidya and the late Professor A K
Raychaudhury – both known for their fundamental work in the field of General Relativity in association with Inter-University Centre for Astronomy and Astrophysics. Vigyan Prasar
also produced a film on the life and work of Professor P C Mahalanobis in association with
Indian Statistical Institute, Kolkata.
What are described above are only the highlights of what Vigyan Prasar has achieved
during the year 2005-2006. More details can be found in the following pages. I record my
appreciation for the entire Vigyan Prasar team for accomplishing all that has been stated
here. Vigyan Prasar family now has a few new members who have joined during the year.
The Governing Body and General Body members have been a source of inspiration and
encouragement for various endeavours of Vigyan Prasar. I record my gratitude for their
active participation in the activities of Vigyan Prasar.

activities that may help enhance interest in Physics amongst students and teachers.
Activities aim at conceptual understanding of physical phenomena rather than verification
of experiments described in a text book. The CD contains experiments and activities in
different branches of Physics. Video clippings of the actual activities help understand the
principles and concepts in a lucid manner. It is expected that students of class VIII to XII
would be able to perform the experiments using commonly available objects/equipment.
An Activity kit based on these experiments is under development.

Annexure III
Compliance Report on the Notes on Accounts and Accounting Policies made by the
Auditors in the audit of the accounts of Vigyan Prasar for the Financial Year 2005-2006
Schedule: 13
Notes on Accounts and Accounting Policies:
2005-2006
Vigyan Prasar’s Replies
1) Accounts have been prepared in accordance with
applicable mandatory Accounting Standards. The
Society has maintained books of accounts on
accrual basis except no provision has been made
for Leave encashment and Gratuity of the
employees. Salary of Regular Staff and Auditors
Remuneration has also been accounted for on cash
basis. Advances of Rs. 8,86,860/- given for various
programmes/activities have not been adjusted due
to non-receipt of adjustment accounts.
As regards provisions for payment of
leave salary encasement and gratuity,
it is stated that the payment of these
elements are being made from
recurring expenditure made under plan
head. Advances given to the
institutions/organizations for various
programmes/activities to be
undertaken by them on behalf of VP
will be adjusted on receipt of
adjustment accounts.
2) Depreciation is provided on written down value
method as per the rates specified in the Income
Tax Act 1961 except in the case of Library books
which is provided @ 10% on WDV. During this
year under audit Vigyan Prasar had sold the fixed
assets for Rs.24,410/- and the same has deducted
from the cost of various fixed assets. Depreciation
has been provided by reducing the said amount
from written down value of fixed assets in
accordance with Income tax Act/Rules, in our
opinion actual cost of fixed assets and depreciation
already provided for as these assets shall be reduce
from cost and depreciation provided upto 31st
March 2005.
Necessary entries has been made in
the books of account.
3) Various expenditure incurred for CD on video
films & for publication of books like payment to
authors, printers and consultants etc. has been
debited to Income & Expenditure Account under
respective account heads. Memorandum Stock
Register of this books/CD has been maintained.
However stock of this books/CD has not been
shown in the Balance Sheet. It has been explained
that the credit for the same will be accounted in
the books on cash basis on realization.
The stock of books has been
maintained.
