DIRECTOR'S REPORT
V
igyan Prasar invites the attention of fellow citizens of India to this report. Details
regarding a large number of initiatives to reach out to several stakeholders in
the interface of science, technology and development are presented. This is with
special reference to the period of report 2012 – 2013. VP’s initiatives are aligned
with India’s continually evolving democratic and resilient information sharing ad
inclusive communication strategies. These are to deliver appropriate information
in a timely manner, build capacities to sustain access and enable an enriching
learning experience.
Science and technology are at the core of development. Citizens in all walks
of life and spheres of activities should be enabled to comprehend the spread
and depth of scientific thinking and applications of such insights, in addition to
a glimpse of the emerging frontiers of science and technology. These are directly
relevant to the quality of life and the roles they can play to sustain transitions.
Knowledge systems in communities and individuals can also enrich learnings and
sharing of insights.

Vigyan Prasar believes in this vibrant two-way communication process to
establish synergies between locally relevant thinking and larger scale knowledge
hybridization and adaptation. Topical and temporal relevance are critical for
success through this framework. Several themes and tools of communication have
been the focus of initiatives during the period of report. Stakeholders included
institutions that could enable large scale and wide spread outreach signifying
synergies. Knowledge products were developed in response to felt needs and
could be suitably adapted for local use.

Vigyan Prasar also recognizes the growing relevance of bilateral and
multilateral science, technology and development considerations. This also
creates the context to use principles and tools of knowledge economy to
recognize the uniqueness of locally relevant and micro level knowledge systems
and establish the scope for transfers and mutually reinforcing enrichment.
Scientists in Vigyan Prasar recognize the unique opportunity they have to
also function as forerunners of target specific information delivery through
various missions of the Government of India in particular. As forerunners we
can strengthen the enabling circumstances for easier integration of knowledge
and enable well informed action. The way ahead is truly exciting.

INTRODUCTION

igyan Prasar is an Autonomous Institution under the Dept of Science &
Technology, Govt. of India; established in the year 1989. The principal
objective of VP’s initiatives is to enable citizens and stakeholders in diverse
sectors of development, access appropriate information on the robust attributes
of science and technology. This is expected to help them recognize the openendedness and continually evolving facets of these two instruments / enablers
of inclusive growth.
Vigyan Prasar takes note of India’s development on several frontiers and
that successes and challenges in sustaining momentum of transitions call
for integrated science and technology solutions that can be locally adapted.
Communication on the relevance of emerging frontiers includes principles,
practices and use of tools/techniques, technologies, preparedness of citizens to
comprehend and engage in well informed action. These aspects are central to
optimal delivery of related services and outcome. Sector specific top-down and
bottom-up approaches are essential to build on unique knowledge systems
already with stake holders aligned with an understanding of the enabling
circumstances.

The present framework for the way forward builds on VP’s profound history
and insights derived from 24 years of work. The staff of VP acknowledges the
wisdom and tenacity of purpose demonstrated by its leadership over the years
and will consolidate the institution’s niche in areas it has delivered in. VP is also

poised to enhance the value of services it provides to our country by adopting
mutually reinforcing multi pronged strategies and synergies in newer and
strategically important thrust reas too. This assumes the form of the renewed
framework that goes beyond stand - alone approaches to an integrated
programmatic approach with forward and backward linkages with initiatives in
progress across the country and overseas.
This over arching perspective is aligned with India’s developmental aspirations
wherein her people’s inclusive and emphatic involvement in initiatives through
well informed action, guided by scientific temper that comprehends the scope
of appropriate and verifiable action is central to sustain development. This
approach is consolidated and reinforced in the recent Science Technology &
Innovation Policy 2013 (http://www.dst.gov.in/sti/policy/eng.pdf), building on
the earlier resolutions too.
These information support and capacity building initiatives have enormous
implications for

information pertaining to science, technology and gender related aspects
highlight programmes through television, radio, the Edusat interactive terminals,

and focus on theme specific designated dates, films, ham radio, consultations with
science & technology councils, inputs through round tables and conferences,
and technical assistance to the Indian Science Congress.

cience programmes on Television are predominantly through the DD
National, Lok Sabha TV, Rajya Sabha TV, regional DDK’s, and Gyan Darshan.
VP has also entered into a MOU with Doordarshan and All India Radio for

technology, scientific inventions, discoveries, biographies of scientists, science

film DVDs as video guides on simple physics experiments. A film on
OTR has been taken up by UNICEF for wider dissemination, considering

SCIENCE TECHNOLOGY PROGRAMMES ON RADIO
T
his year four major serials were produced on topically relevant aspects and
in response to a felt need in collaboration with leading institutions.
THE 26 - EPISODE SERIAL ON “COLOUR OF CHEMISTRY”
Highlighted the fact that chemistry pervades all aspects of our daily life. This
serial was a part of initiatives undertaken during the International Year of
Chemistry (IYC-2011). Broadcast of the serial commenced in December 2011
in major 19 Indian languages; from 117 radio stations of All India Radio and
completed in October 2012. Around 1200 prizes were given to listeners.
THE 26 EPISODE SERIAL ON GRASSROOTS INNOVATIONS: SUJHBUJH
The serial was in 19 languages. It commenced on the 27th of January 2013 from
117 radio stations. The life and work of 26 innovators has been highlighted
through the serial. This was in partnership with the All India Radio and the
National Innovation Foundation, Ahmedabad, an autonomous institution of the
Department of Science & Technology, Government of India.
NEW RADIO SERIAL ON LIFE AND WORK OF MATHEMATICIANS
The 26-episode New Radio Serial on life & work of mathematicians is in
association with the National Council for Science & Technology Communication

It is also proposed to produce a radio-serial on disaster management with
NIDM. Research for developing a brief for the radio serial has already been
carried out.
THE RADIO SERIAL IN BALTI/PURUGI DIALECT FOR KARGIL & LEH REGION
OF J&K:
As part of the ongoing programme for popularizing science among tribals and
other minorities through radio, a two-day workshop was organized at All India
Radio, Kargil (J&K) over the 24th and -25th of May 2012. This was to deliberate
on the possible themes and topics for the proposed radio serial in Balti/Purugi
language. The scripts are being developed with the help of local experts.
Vigyan Prasar recognizes the unique outreach that can be optimized through
the radio systems and fosters related proficiencies.

(NCSTC) and AIR. The serial covering the life and work of several mathematicians
will be produced in 19 languages. An activity-based kit on mathematics is also
being developed to be given to scores of registered listeners in each language.
The broadcast in all languages will commence by the end of September 2013.

NETWORKING & PROGRAMMES ORGANIZED THROUGH
EDUSAT INTERNATION INTERACTIVE TERMINALS
E
duSAT Communication network is a versatile form of education with the
help of Satellite named EduSAT (Education Satellite). This satellite is fully
dedicated for educational purpose in India. The satellite was launched by the
ISRO (Indian Space Research Organization) on 20th September 2004. It intends
to promote outreach across the country for the benefit of people of all walks
of life. It also supports curriculum-based education, teachers training and
community participation.
Vigyan Prasar has established
an EduSAT based two-way-AudioVideo-interactive-communication
network in association with the
Development and Educational
Communication Unit (DECU) of
Indian Space Research Organization
(ISRO) Ahmadabad. This is mainly
used for science communication/
science popularization and at times
also for education partaining to
EduSAT programme in progress at Delhi
disaster management. At present
fifty SIT (Satellite Interactive
terminals), also known as field centres are working across the country. Vigyan
Prasar started its multicast through this network on January 3, 2006.

Transmission through this network is called multicast. Some of the important
activities include:

Five training programmes on disaster management in collaboration with
the National Institute of Disaster Management (NIDM) involving about
650 teachers and science communicators.
2.
Three training programmes on Chemistry Kit with 300 teachers.
3.
Fifteen popular science lectures in English, Hindi, Marathi, Malayalam and
Tamil with 2250 students.
4.
Summer Science Festival through EduSAT network from 21 May to 15
June 2012 involving 5000 students 10-15 years of age.

Vigyan Prasar has a well-equipped studio for EduSAT Interactive Network.
In this network, this central studio is termed the “ teaching end”. All other SITs
spread over 50 centres are known as “class room ends”. Since our network is
a two-way communication system, subject experts or teachers who conduct
classes from the teaching end can see and interact with people or students at
each of the SIT classrooms.

PUBLICATIONS PROGRAMME

ublication of science books that help easy comprehension of insights is a
significant programme of Vigyan Prasar (VP). For science popularisation on a
large scale, VP has consistently and pro- actively published books under various
themes / issues of topical relevance. These included publications on scientists’
biography, science classics reprints, do-it-yourself modules, natural history,
health, Indian scientific heritage, International Year of Planet Earth, International
Year of Astronomy etc. VP has so far, brought out more than 250 titles and
among these, about 170 are in English, 60 in Hindi and the rest in such Indian
languages as Bangla, Assamese, Odiya, Kannada, Gujarati, Punjabi and Marathi.
Our authors are renowned Indian scientists and science communicators from
across our country. For wider outreach through popular science publications,
VP has joined hands with Sasta Sahitya Mandal (a reputed publishing house
earlier founded by Mahatma Gandhi), Karnataka Rajya Vijanana Parishad, M.P.
Council of Science & Technology, Marathi Vijanana Parishad and Srujanika.

The publications of VP are received well by a majority of people. VP regularly
receives bulk orders from State governments, and such organisations as ”Room

All the programmes and activities of VP are regularly posted in the VP web
portal www.vigyanprasar.gov.in. The website is dynamic and interactive. Online
submission of subscription request for Dream 2047, change in address, VIPNET
science club registration details, daily science news, forthcoming events, online
feedback, Digital Library, Discussion Forum, etc., are some of the features of
the web portal. Separate links have been created to specific programmes as the
National Year of Mathematics 2012. This theme - specific site is to popularise
mathematics and users can register online with VP.

Vigyan Prasar has signed an agreement with google book on content hosting
services to promote its publications. Under this agreement, VP will provide soft
copies of all the books to Google Book. Google will host eBooks in it's server
and provide free access to public. People interested in buying such books will
be directed to the VP website.
VP has created a ‘Facebook’ profile to promote its programmes and activities.
It will help VP reach out to large member of citizens.

VIPNET (VIGYAN PRASAR NETWORK OF SCIENCE CLUBS)

he above stated network is to help coalesce efforts of science clubs, societies
and organizations willing to work with Vigyan Prasar to strengthen science
popularization initiatives in the country. At present hundred of clubs members
in 535 districts of 33 States and Union Territories of India are engaged through
the network. The strength of the VIPNET family is only growing over the years.
The VIPNET platform fosters spirit of inquiry, innovation and creativity through
locally relevant and feasible activities and knowledge sharing. The current
status of VIPNET Clubs and activities undertaken during the period of report is
as follows:

11,900 clubs function in 535 districts of the country. Details of location
are maintained in a database, to be uploaded on VP’s website.

As part of the National Mathematics Year, special features, articles,
biographies of mathematicians, word puzzles, quizzes have been
disseminated through the network as a feature in VIPNET News sent to
all registered science clubs and agencies. The total number of VIPNET
news subscribers is around 15, 000.

A special issue of VIPNET News was brought out on “Transit of Venus” on
6th June 2012, comprising resource articles and activities built around the
celestial event.

A series of workshops on Astronomy for VIPNET members was organised
to train Master Resource Persons to guide science clubs on the celestial
event. About 400 persons were trained to carry out the activities at

VP in collaboration with NCSTC and District Education Department (Leh)
organized a camp for school children to view the Transit of Venus. The camp
was organized in Govt. Boys Higher Sec. School, Leh, from 5-6 June 2012.

on 6th June 2012.

organise programmes in their locality.

7000 kits were also sent to Science clubs with a request to organize the group
viewing of ToV on June 6, 2012. As per the report, clubs at more than 1000
places organized viewing of ToV and undertook some activities during the
transit period as suggested in the kit.

VP jointly with MP Council of Science and Technology, Bhopal and Science Centre,
Gwalior, organised a training programme in Bhopal to provide a sustained base
for activities of science clubs (14-16 May 2012), in which about 80 teachers were
trained.

A focused interaction with VIPNET Clubs of Madhya Pradesh was
organized (31 January - 1 February 2013) to get a direct feed-back about

MP has the largest number of VIPNET Clubs amongst the States of the

A sensitization workshop to help form VIPNET Clubs was organized in
Ranchi (11-12 December 2012) involving about 100 teachers from 75
schools and colleges / voluntary organizations from across Jharkhand.
This helped form 50 Science clubs. The District Education Officer was
invited for the meet.

Five regional meets were organized with the involvement of about 350
active science clubs in different parts of the country to plan activities for
the next two years. During the meets, a wide variety of activities were
demonstrated and the resource facilities expected to emerge were also
discussed. An activity calendar for each region/state was also developed.
It was also agreed that every month a specific theme will be taken up for
targeted activities.

An assessment of VIPNET CLUBS was organized in collaboration with the
Educational & Rural Development Society, Bharatpur. The study based
on qualitative and quantitative data collected from nearly 630 students
and 75 teachers in 40 randomly selected schools in 7 districts of Madhya
Pradesh & Rajasthan.
The study assessed the functioning and outcomes of science club programme
in schools by examining such facets as formation and sustainability of science
clubs, programmes and activities, use of literature received, involvement of
teachers and students etc., in the context of awareness and enhancement
of scientific temper building partaining to science and technology among
students. It also sought to identify gaps in strategy and working of clubs if any
and, recommend priority areas for interventions.
VIPNET NEWS
The bilingual VIPNET News as stated above has now established itself as a major
link between Vigyan Prasar and Science Clubs. Reports of the clubs are also
published in this newsletter. The newsletter is being sent also to about 2500

CAMPAIGN ON TRANSIT OF VENUS (6 JUNE 2012)

igyan Prasar captures the opportunity
provided by such important celestial events
as eclipses, occultations and transits to carry out
large-scale astronomy popularisation activities
in the country. In June, Vigyan Prasar completed
the year-long activity related to the Transit
of Venus (TOV-2012). For this, VP scientists
worked in collaboration with research scientists,
planetaria and science communicators to
structure the plan for a national campaign.
Such institutions as Inter-University Centre
for Astronomy and Astrophysics, Pune; Indian
Institute of Astrophysics, Bengaluru; Aryabhata
Research Institute of Observational Sciences, Nainital; and the University of
Delhi were involved in addition to Directors of planetaria from Mumbai, Kolkata,
Bengaluru,and others. Over a period of one year, following activities were
undertaken by Vigyan Prasar as part of the ToV-2012 campaign:-

TRAINING PROGRAMMES

Five Regional level Master Resource Persons’ Training Workshops
were organized with the National Council of Science and Technology
Communication (NCSTC) to maximise utilisation of resource materials.
These were held in Chandigarh (9-10 April), Chennai (24-25 April), Mumbai
(30 April, 1 May), Shillong (8-9 May), and Bhopal (14-15 May), with State

A series of five state level workshops were also organized to orient science
communicators, coordinators of various science clubs and teachers to
mobilize people to witness the celestial event on June 6, 2012. The
workshops were organized in the states of Madhya Pradesh, Delhi, Uttar
Pradesh, Jammu & Kashmir and Uttarakhand during April-May 2012.
Around 300 resource persons were trained to handle the telescopes and
to organise a programme in their locality.

A special training workshop on Day-time Astronomy in association with
Homi Bhabha Centre for Science Education (HBCSE), Mumbai and All
India Peoples Science Network (AIPSN) was organised on 1 and 2 March
at the HBCSE, Mumbai.

A special programme on observation of the transit of Venus from its NOIDA
campus on 6 June 2012. Telescopes were set up for direct viewing as well
as for projection of the Sun’s image with transiting Venus. Film shows and
a quiz programme and various competitions for school students were
also organised on the occasion. Nearly 450 people visited the campus to
watch the transit. Specially developed activity kit for Transit of Venus was
sent to more than 2000 institutes/organizations/individuals to organize
the public viewing of Transit of Venus on June 6, 2012. As per the report
received, at more than 200 places, the viewing of ToV was organized.

on communication of technologies to improve quality of lives and
opportunities for gainful empowerment of women in urban, rural areas and in
unorganized sectors, women living in disaster zones, women and men farmers,
artisans, tribals etc.
A special emphasis is on preventive approaches to improve livelihood
options, access to technical options and knowledge, improve decision making
on choice and use of technologies, handling of techniques to overcome
drudgery in everyday life and support a workforce for skill development and
capacity building.

An Advisory Committee meeting on GTCD was held on 8 August 2012 to

SAFE AND HYGIENIC LIFE STYLE FOR SCHOOL CHILDREN
VP initiated a programme on Safe & Hygienic life style for school children with
a multi pronged approach to generate awareness and strengthen good habits
for safety of food that is eaten, water consumed, environment cleanliness and
personal hygiene. In the first phase, the IEC materials have been developed in
English, Hindi and Bengali in the form of comic strips, poster, pamphlet, audio
CD and video clipping, covering issues related to Food Safety and Quality, Water
Safety and Quality, Personal Hygiene, Environmental Sanitation and hygiene,
Domestic and home hygiene and School hygiene.
BRAINSTORMING WORKSHOP ON “ADDRESSING HOUSEHOLD LEVEL
FOOD AND NUTRITION SECURITY FOR TRIBAL AREAS”
A two-day brainstorming workshop on “Addressing household level food
and nutrition security for tribal areas” was organized by Vigyan Prasar in
collaboration with the M S Swaminathan Research Foundation (MSSRF) on 24
and 25 May, 2012 at the MSSRF, Chennai. The workshop was to understand
the existing scenario, identify appropriate technologies, scope for interagency
learning and popularization of successful community based food security

LOW COST RESOURCE MATERIAL FOR PREVENTION OF GYNAECOLOGICAL
CANCERS IN WOMEN
VP in collaboration with World Trust, a NOIDA based NGO has developed resource
material on prevention of cancers in women. In this programme effective IEC/
resource material (in the form of Posters, Brochures, Pamphlets, Booklet ) on
four gynaecological cancers (Cervical Cancer, Breast Cancer, Ovarian Cancer and
Endometrial Cancer)have been developed in English and Hindi. These materials
will be used for creating awareness, and training of health workers.
TECHNOLOGY AWARENESS FOR WOMEN
A survey has been carried out with nearly 150 women in Gujarat and Madhya
Pradesh to assess the information needs of women in rural areas. The
communication material developed aims to impart proper understanding of
local and daily use technologies for drudgery reduction, water, agriculture and
animal husbandry, electricity and technology related problems. Special outreach
material including posters, Flip Charts, Activity kit, technical charts and reference
manual for better understanding by women in unorganized sectors and rural
areas are being produced.

NATIONAL LEVEL SEMINAR ON “VALUE ADDED SCIENCE AWARENESS

& SUSTAINABLE DEVELOPMENT”
A national seminar on “Value added Science Awareness to Strengthen Women’s
Role in Climate Resilient Agriculture and Sustainable Development” was held
on 4th January, 2012 at the Navsari Agricultural University, Navasari jointly with
the National Council for Climate Change Sustainable Development and Public
Leadership (NCCSD) and Navsari Agricultural University. This was in response
to the need to define the scope for focused information support and technical
assistance for women farmers aligned with the emerging national missions with
a special focus on management of climate change impacts. 200 women farmers
and representatives of the farming community converged at the seminar. A
large number of women shared their insights, voiced their concerns and helped
sharpen the focus on information and capacity building needs with special
reference to climate change impacts management.

ROUND TABLE MEET ON SCIENCE AND TECHNOLOGY COMMUNICATION
FOR GENDER HARMONY
A Round Table Meet with national and international experts on gender
sensitization issues and its communication strategies was organised on 6
March 2013 the occasion of International Women’s Day. The round table was
aligned with the framework of VP’s programme on “Science and Technology
Communication and mainstreaming for Gender Harmony”.
Experts from multilateral agencies like UNICEF, FAO, ICRISAT, WHO and
from the Ministries Department of Women and Child Development, Planning
Commission, National Commission for Women and NCERT, DST, Public Health,
and other experts in field of nutrition, water etc. were present and deliberated in
the round table meet. During the discussion, the experts shared their experiences
and provided knowledge inputs for policy and plan initiatives to establish and
reinforce enabling circumstances for well informed actions towards gender
harmony.

Science Congress - 2013 held at Kolkata during 3-7 January 2013. The expo
at the Salt Lake Stadium Campus in Kolkata was inaugurated on the 3rd of
January, 2013 by Shri Sudini Jaipal Reddy, Hon’ble Union Minister for Science,
Technology and Earth Sciences.

professionals, students and the public. The exhibition also enabled meaningful
interactions amongst the scientific fraternity, academia & entrepreneurs,
technology transfer processes, collaborations in R & D, launch of tech-driven
innovative products, concepts, etc.

HAM RADIO PROMOTIONAL ACTIVITIES
H
AM (Amateur) Radio communication can serve as a hobby and an important
back-up during any emergency. VP provides consultancy and technical
assistance for setting up radio stations, training of operators, opportunities for
creative activities and links with amateur operators across the world.
Vigyan Prasar has been promoting ham radio especially among school
children and students of technical institutes, to motivate students to become
ham radio operators. During the period under the report, following programmes
were conducted:™™
State Level Ham Radio Orientation Programme at Dehradun. This was
part of an initiative to establish a high altitude ham radio repeater
station (at 10,000 feet altitude in Uttarakhand) to enable a dedicated
ham radio network with stations in schools and colleges in 13 districts
of Uttarakhand. The orientation workshop for 50 ham radio licensees/
licence aspirants trained by Vigyan Prasar was conducted jointly with
U-COST [Uttarakhand State Council for Science and Technology] at the
Doon University (October 26 and 27, 2012).

NATIONAL YEAR OF MATHEMATICS
T
he Year 2012 was declared as the National Year of Mathematics in recognition
of contributions of Srinivas Ramanujan to mathematics. Vigyan Prasar
undertook a series of programmes and activities to create interest in mathematics
especially among students. The following activities were undertaken during the
period of report.

Book published: ”Moments in mathematics” this book highlights the fact
that mathematics is an integral part of our life. We encounter mathematics
in different forms in our everyday life. It also plays a predominant role in
the overall development of the society.
An understanding and appreciation of
mathematics is therefore an essential life
skill. While it aids solving many real-life
problems, it also helps develop a logical
thinking process. The book ‘Moments
in Mathematics’ will take the reader to
the beautiful and mesmerising world of
mathematics.

The National Lecture Series: “Legacy in Science - Prof S Chandrasekhar
(1910 - 2010) and Srinivasa Ramanujan (1887 - 2012)” received
enthusiastic response from across the country. ‘An Expression of Interest’
was invited through Dream 2047 in June 2011. 50 places were selected
across the country, based on the responses received. VP designed the
programme including lectures on astronomy and mathematics, screening
of documentary on Prof S. Chandrasekhar and a quiz programme. The
winners of the competition were given books on Prof Chandrasekhar. A
Booklet on Prof S Chandrasekhar and poster, badges and photo frames on
Prof S Chandrasekhar and Srinivasa Ramanujan and a Quiz on Astronomy
and Mathematics were developed for distribution.

Vigyan Prasar in association with Institute of Mathematical Sciences
(IMSc) organised a three-day review and workshop over 5-7 April 2012 at
IMSc, Chennai. The objective of the workshop was to review the current
efforts in popularising mathematics, assess tools and techniques being
used, and propose suitable programmes for mathematics popularisation.
Thirty-nine mathematics educators / communicators, and practitioners
were at the workshop. Initiatives in mathematics popularisation for the
benefit of interested citizens and math education at the school level were
presented and discussed.

Workshop-seminar series for news media persons were organised to
create awareness about mathematics and its importance to our society’s
progress. This was in collaboration with the Press Club of India and Press
Clubs in the various states, other professional media organizations and
educational institutions. In seven months 10 workshops-seminars were
organised in Delhi, Chandigarh, Jammu, Lucknow, Mumbai, Hyderabad,
Dehradun, Ranchi, Patna and Bhubaneswar. These workshops received
excellent news media coverage and participation in all places.

NORTH-EASTERN STATES
A
two-day brainstorming session was organised by Vigyan Prasar to discuss
science communication activities to be taken up in the North-Eastern part
of India. The meeting was held at the Jagadis Bose National Science Talent
Search (JBNSTS), Kolkata over 13-14 August 2012. National Council of Science
Museums, Bose Institute, JBNSTS, National Institute of Science Communication
and Information Resources (NISCAIR), and VP collaborated in preparing the
roadmap Member Secretaries of the
State Councils of S&T of the NE States,
science communicators, representatives
from All India Radio, and several other
organisations
engaged in science
communication deliberated at the
event.
As a special initiative, a series of
skill-upgradation workshops for science
teachers/coordinators of clubs were
organized in the States of Manipur,
Arunachal Pradesh, Meghalya and
Sikkim. In all these workshops, about
400 Master Resource Persons were
trained to take-up various science
popularisation activities in the region.

NEW DELHI - 31ST JANUARY TO 4TH FEBRUARY 2013
VP in collaboration with National Science Centre, New Delhi (NCSM) organised
a series of activities with the school children of Delhi & NCR. They included
popular science lecture and quiz; a stall displaying its books and other software.
About 1000 students and teachers participated in the event.
LUCKNOW - 30TH JANUARY TO 3RD FEBRUARY 2013
Vigyan Prasar in association with Regional Science City, Lucknow organised a
Science Expo and interacted with several reputed scientific institutions, research
labs and universities at the Expo. An exhibition to showcase research activities
of scientific institutions was also organised.
VP conducted a workshop on ‘Science Communication on Nuclear Energy’
for media persons and students and quiz competitions for the latter on energy
options and climate change along with popular lectures, and a poster exhibition.
A stall with VP publications and software was also put-up during the Science
Expo at Lucknow. About 5000 students, teachers and distinguished scientists
participated in the Science Expo.

VP’S PARTICIPATION IN ALL INDIA TECHNOLOGY CONGRESS
VP participated in the 9th All India Peoples Technology Congress 2013 on the
theme ‘Technology for development of sustainable livelihood’ and organized
a session on Awareness generation and Community Participation. Discussions
centred on aspects of renewable energy, food and nutrition, eco-friendly housing
technologies, water technologies and, irrigation. VP explored the possibilities of
communicating, ready-to-transfer, cost effective and, sustainable technologies
for the benefit of communities.

workshop was part of VP’s national campaign for the IYC (International Year

science communicators attended the workshop.

Vigyan Prasar (VP), in collaboration with Jagadis Bose National Science Talent
Search (JBNSTS), organised a three-day workshop at Kolkata (5-7 June 2012). The
workshop was part of VP’s national campaign for the IYC (International Year of
Chemistry) 2011 to highlight achievements in chemistry and their contribution
to the development. Forty-three teachers and science communicators from
eight districts of West Bengal attended the workshop.
THE PEOPLES’ SCIENCE MOVEMENT (PSM) SCHOOL ON AGRO-ECOLOGICAL
APPROACHES TO RURAL DEVELOPMENT
The Peoples’ Science Movement (PSM) School on Agro-ecological Approaches
to Rural Development was organized in Hyderabad (December 24-29, 2012). The
school was attended by representatives of peoples’ science movements from
Himachal Pradesh, Haryana, Bihar, West Bengal, Madya Pradesh, Chattisgarh,
Andhra Pradesh, Kerala, Tamilnadu and Pondicherry and members of All India
Kisan Sabha from Orissa, Karnatka, Andhra Pradesh, Maharasthra, Tamil Nadu
and Delhi Headquarters, the Centre for Sustainable Agriculture and Green Peace.
NATIONAL LEVEL WORKSHOP ON MICRO LEVEL ACTION PLAN AT TALUKA
LEVEL FOR CLIMATE RESILIENT AGRICULTURE
VP contributed towards the science & technology communication
opportunities for climate change related agriculture productivity with special
reference to Taluka level systems and opportunities / challenges in a National
Level Workshop on Micro Level Action Plan at Taluka Level for Climate Resilient
Agriculture. VP explored its role in examining implications for adaptation
planning emphasizing livelihood, nutrition and food security and sustainable

THINK TANK MEET ON SUSTAINABLE & CLIMATE RESILIENT AGRICULTURE
A Think Tank Meet was held on 13th February 2013, New Delhi to discuss on the
Sustainable & Climate Resilient Agriculture, a need based approach to ensure
climate efficient agriculture.In the discussion, it was felt that, there is a need to
promote Sustainable and Climate Resilient Agriculture by active and focused
convergence of efforts, with government - by non government organization:
voluntary agencies, cooperative farmers’ organization, research institutions,
Industrial houses - both national and international, organization of trade and
industries and educational organizations. The purpose of this deliberation was
to prepare a layout for promoting sustainable and climate resilient agriculture
in the areas like Knowledge economy, Market linkages, Quality inputs, Soil
health and Moisture Analysis - based on scientific farming , Communicating to
farmers at door step, Focus on women farmers, Development of wasteland and
wetland, Rural Industrialization (out sourcing to rural areas), Urban agriculture
for public - private or even only private initiative that can play significant role
in enhancing rapid agriculture growth. In this discussion, Vigyan Prasar offered
its expertise in communicating scientific information to farmers and prepares
resource material for tools and techniques on climate resilient agriculture.

communicators from Punjab, Uttarakhand, Uttar Pradesh, Bihar, West Bengal,
Assam, Meghalaya, Madhya Pradesh, Jharkhand, Maharashtra, Gujarat, Karnataka,
Orissa, Goa, Andhra Pradesh, Tamil Nadu, and Kerala participated in the meet.

Major organisations and individuals in different regions working in the field
of science and technology communication were invited and representatives
presented their work done in regional languages. The meet provided a platform
to science communicators and scientists to share insights on challenges and
the prospects of communicating science to people at the grass root level. Based
upon the recommendations a ‘Way Forward’ was prepared for future strategies
for popularising science and creating scientific temper in the society.

countries (CIS countries) in New Delhi organised a one day seminar on “Realities
and Prospects of Scientific Cooperation between CIS Countries and India” on
20th February 2013 at RCSC, New Delhi.
Delegates from CIS countries and India participated in the seminar and stressed
on an integrated long-term programme of cooperation in Science, Technology

habitat of Bhil tribe of Madhya Pradesh. Two workshops were organised to train
30 Bhili artists of 5 theatre groups of Jhabua district. This group performed
nukkad nataks in 5 villages of Jhabua district. These nataks highlight issues
related to health and hygiene, environment, water, energy, natural disaster,
agriculture, home remedies etc. Similar nataks will be developed and performed
in 5 villages of Dhar, Alirajpur, Khargaun and Badwani districts of Madhya
Pradesh as well.

NEW INITIATIVES
DEVELOPMENT OF DATABASE OF SCIENCE COMMUNICATORS IN
INDIA
VP is developing a database of science communicators in India in collaboration
with Manpower Management Centre, New Delhi. VP invited science journalists,
science reporters, science writers, science communicators, students of mass
communication and science communication, people and organizations who are
engaged in science popularization activities to submit their inputs in responce
to the Questionnaire available online and offline.
The database will serve as a useful source of information for scientists,
technologists, implementing institutions, planners and policy makers. The
services of the listed Science Communicators can also be made use of by
various government and non-government agencies in such diverse areas as
evaluation/comments on science popularization tasks/activities, associate them
as members of different task committees, training programmes & seminars etc.

and remote areas, media persons and science communicators as well as urban

President of India, Dr. A.P.J. Abdul Kalam and Minister of HRD on 24 October

VP contributed towards value addition on science lessons at secondary
level by incorporating life skill elements to enhance learners’ ability towards
critical thinking, decision making, problem solving and application of science in
real life situation and strengthen scientific temper among students.

IMPLEMENTATION OF THE OFFICIAL LANGUAGE POLICY
Activities of Vigyan Prasar Official Language Implementation Committee:
Hindi Pakhwara during 14-28 September, 2012 was observed and various
competitions like essay writing, typing and debates etc, were organized. A
series of lectures and a Kavi Sammalen was also organized by inviting some
renowned scientists, science writers, poets and science communicators during
Hindi Pakhwara.
Vigyan Prasar’s official language implementation committee organized regular
Rajbhasha meetings.
Prevention of sexual harassment of women at work place
Necessary mechanism has been placed in compliance of the instructions on the
subject. No complaint received during the year.

Vigilance Report
During the year no complaint was received by the Vigilance Officer of the
organization. The monthly and quarterly reports relating to vigilance were
submitted regularly to the Chief Vigilance Officer, DST, Govt. of India.
Grievances Redressal Mechanism
The mechanism of redressal of grievances of the employees of the organization
is available. The first Wednesday of every month is observed as Grievance
Redressal Day, if any. A Suggestion/Complaint box is installed at office premises,
which is checked regularly.
Implementation of Right to Information Act
The provisions of RTI Act have been implemented through nomination of CPIO
and the Appellate Authority of the organization.

books of account maintained by the said society. These financial statements
