Ms. Castro called the meeting to order.
The Building Committee Regular Agenda was presented.
Kim Smith of Smith & Davis protested award of Item 1 on the Regular
Agenda, the contract for the Pine Street Parking Lot Reconstruction,
to Reith-Riley Construction Company, Inc. because his company failed
to meet Section 4.1.7 of the Contract (Bidder Instructions).
Bob Hall told the Building Committee that DTMB, Design and
Construction followed procedure properly in recommending award to
Reith-Riley construction Company, Inc.
Following discussion, Mr. Forstner moved that the Regular Agenda be
recommended to the State Administrative Board for approval. Supported
by Ms. Clement, the motion was unanimously adopted.
Ms. Castro adjourned the meeting.

Description and Justification
The purpose of this contract is to provide for the reconstruction of the existing Pine
Street Parking Lot located between South Pine Street, Allegan Street and Kalamazoo
Street in Lansing, Michigan. The asphalt paving surface along with its sub-base has
deteriorated and is in need of replacement. Work also includes the replacement of
concrete gutters, sidewalks and underdrains. Sustainable features such as a rain
garden and a bio-swale, along with the installation of pervious pavement in selected
areas, are also incorporated into this project.

LEASE FOR PRIVATE PROPERTY
3. DEPARTMENT OF STATE, CLIO — New Lease No. 11579-2012 with 4270W.
Vienna Road, LLC, 27033 Van Dyke, Warren, MI 48092 as Lessor, and the State
of Michigan by the Department of Technology, Management and Budget for the
Department of State, as Lessee, for 3,517 square feet of office space located at
4270W. Vienna Road, Vienna Township, MI, 48420. This Lease is effective
upon obtaining State Administrative Board approval and required signatures.
The annual per square foot rental rate for this space beginning May 1, 2013, or
upon substantial completion is $14.00 ($4,103.16 per month). This rate does not
include utilities and janitorial. This Lease contains two 5-year renewal options
with an annual per square foot rental rate of $14.00 ($4,103.16 per month) for
each option. This Lease contains a Standard cancellation clause with 90 days
notice. The Attorney General has approved this Lease as to legal form.

Purpose/Business Case
The current location is too small to accommodate the increased traffic due to the
closure of other Secretary of State offices in Genesee County.
Benefit
The new space is larger and will be designed to fit the needs of the Agency to help
provide better customer service in a more centralized location. The rental rate is within
current market rates.

ADDENDUM TO LEASE FOR PRIVATE PROPERTY
4. DEPARTMENT OF TECHNOLOGY, MANAGEMENT & BUDGET, LANSING Addendum No. 1 for Lease No. 10990 approved by the State Administrative
Board on January 15, 2008, between Paul V. Gentilozzi, 201 North Washington
Square, 900 Victor Office Center, Lansing, Michigan 48933 as Lessor, and the
State of Michigan for the Department of Technology, Management and Budget,
as Lessee, for 18,800 square feet of space located at 515 Westshire Drive,
Lansing, Michigan 48917. This Addendum provides for lowering the square foot
rate and adding a renewal option to the Lease. This Addendum is effective upon
obtaining State Administrative Board approval and required signatures and
continues to the termination date of the Lease, or any extension. The annual per
square foot rental rate for this space beginning February 1, 2013 is $15.00
($23,500 per month). Effective February 1, 2014, the annual per square foot
rental rate for this space $15.30 ($23,970.00 per month). This Addendum
contains a Standard cancellation clause with 30 days notice. The Attorney
General has approved this Addendum as to legal form.
Purpose/Business Case
The purpose of this Addendum is to add a renewal option of five years to the current
Lease, and lower the rental rate.

The Department is able to take advantage of a lower monthly rental rate, which allows
them to recognize a Lease savings.

5. DEPARTMENT OF COMMUNITY HEALTH, KALAMAZOO - Addendum No. 2 for
Lease No. 10555 approved by the State Administrative Board on May 19, 1998,
between Western Michigan University, 3050 Seibert Administration Building,
Kalamazoo, Michigan 49008, as Lessor, and the State of Michigan by the
Department of Technology, Management and Budget for the Department of
Community Health, as Lessee, for 35.08 acres of land, buildings and other
improvements thereon located at 1312 Oakland Drive, Kalamazoo, Michigan
49008. This Addendum provides updates to the description of the leased space
and contact information for Lessor and Lessee. This Addendum is effective upon
obtaining State Administrative Board approval and required signatures and
continues to the termination date of the Lease, or any extension. The annual per
square foot rental rate is $1.00 ($1.00 per month). The Property was sold to
Western Michigan University and leased back to the State for $1.00, as long as
the space is used for mental health purposes. This Lease contains a Standard
cancellation clause with 60 days notice. The Attorney General has approved this
Addendum as to legal form.
Purpose/Business Case
To provide updates to the description of the leased space and contact information for
Lessor and Lessee.
Benefit
This Addendum adds clarity and certainty to the leased premises description while
reducing the size of the leased area to that which is actually used and needed by the
State. It also updates essential contact information and procedures for the Lessor and
Lessor.

CONVEYANCE OF SURPLUS STATE REAL PROPERTY
6. THE DEPARTMENT OF TECHNOLOGY, MANAGEMENT AND BUDGET
recommends the conveyance of surplus state real property described below,
located in the City of Traverse, Grand Traverse County, Michigan (the "Property")
to Traverse City Area Public Schools, for consideration of One Dollar ($1.00).
The office of the Attorney General has approved the quitclaim deed as to legal
form.
Legislative Background
2012 Public Act 434 (the "Act") authorizes the State Administrative Board to convey the
following property, located in the City of Traverse, Grand Traverse County, Michigan,
more particularly described as follows: Former Chesapeake and Ohio Railroad Right Of
Way, Traverse City, Michigan
Description of Property
North 25 feet of Lots 8 through 21, Block 12, according to the recorded plat of Hannah's
Fifth Addition to Traverse City, commonly known as the former Chesapeake and Ohio
Railway Right of Way.
Subject to any restrictions, right-of-ways or easements of record. The property
description is approximate and is subject to adjustment as the State Administrative
Board or Attorney General considers necessary by survey or other legal description.
Purpose/Business Case
The conveyance satisfies the criteria set forth in P.A. 434. That Act authorizes the
conveyance of vacant property that has been declared surplus. The Property is not
being utilized and the recommended conveyance will return the Property to productive
use.
Benefit
The approval of this recommendation releases vacant surplus property into full
utilization and relieves the State of further ownership responsibilities.

"Property") to the City of Munising for consideration of One Dollar ($1.00). The

Description of Property
That certain parcel of land being part of Lots 2 and 3, Section 2, Town 46 North, Range

follows: Beginning at a point which is South 61 degrees, 15' East 300.00 feet from a
monument at the intersection of the North Line of Superior Street with the East Line of
Cedar Street of the original "Plat of the Town of Munising"; thence South 61 degrees 15'
East 200.00 feet; thence North 24 degrees East 179.00 feet to the Southerly right of
way line of old M-94 or Munising Avenue; thence North 50 degrees, 24' West 207.00
feet along said right of way; thence South 24 degrees West 218.3 feet to the point of
beginning. This parcel contains 0.91 acres more or less in Alger County, Michigan.
Subject to easements, right-of-ways and restrictions of record, if any. The property
description is approximate and is subject to adjustment as the State Administrative
