HOUSING INVENTORY
As of January 1977, there were 185,879 dwelling units
in Fairfax County, which represents an increase of
4.9 percent over the 1976 inventory of 177,176 units.
Single family units continue to account for a majority
of the housing units (58.7 percent) followed by garden
apartments (21.8 percent), townhouses (10.1 percent),
and hi-rise apartments (3.8 percent). Mobile home
pads and scattered units comprise 1.3 percent of the
total housing inventory. Mid-rise apartment units,
which were previously classified under garden apartments, account for 1.8 percent of all units. Duplex
-and multiplex units account for the remaining 2.5
percent. .
Housing units in the upper price ranges exhibited the
most dramatic increases with the category of $100,000
or more increasing by 21.6 percent since 1976. Similarly, the categories of $75,000 - $80,000 and
$80,000 - $90,000 increased by 21 percent and 16.9
percent, respectively. Sales price categories showing
significant declines included $35,000 - $40,000 (-16.3
percent) and $45,000 - $50,000 (-10.3 percent).
Housing units with values of under $30,000 increased
by 541 units, due primarily to the recent conversion
of one rental apartment complex (Fairfax Heritage) to
individually owned condominium units.
Providence Supervisor District has the largest number
of housing units (25,342), while Mount Vernon and
Lee Districts have the fewest (21,006). Dranesville
District has the highest proportion of single family
units (73.3 percent), while Mason District has the
lowest percentage (47.3 percent). Providence District
has the largest percentage of garden apartments (36.9
percent), while Centreville District has the largest •
percentage of townhouses (17.3 percent).
The median sales price of individually owned housing
units is estimated at $64,600, which represents an
increase of 3.2 percent over the estimated 1976 median
value of $62,600 and an increase of 83 percent since
1970. Thus, half of all owned housing units in the
County have values exceeding $64,600 and half have
values less than $64,600. The number of housing units
with values of $65,000 or more exhibited an increase
of 16 percent since January 1976, while the number of
units with values under $65,000 continued to decline
(-2.5 percent).

Based on the number of housing units in each stage of
the housing development pipeline as of January 1977,
Fairfax County exhibits a potential pipeline growth
of 96,033 units. This marks a decline of -19.2 percent from the 1976 pipeline total of 118,852 housing
units. Single family units account for 40.7 percent
of the total units, while townhouses account for 30.3
percent and multi-family units 29 percent. This signifies a shift from the 1976 pipeline distribution
which showed a higher proportion of multi-family
units (40 percent) than single family units (33
percent). Springfield Supervisor District comprises
38,484 of the total pipeline housing units, or
about 40 percent. Mason District, with 3,287 units,
has the smallest share.
Whereas the number of housing units in the early
stages of the development pipeline exhibited significant increases between January 1975 and January 1976,
the number of units in the stages of site plan approved,
rezonings granted, and rezonings pending showed declines
during 1976. Units in approved site plans declined by
1,432 (-9.6 percent), while units in the rezoning
granted stage decreased by 799 (-3.7 percent). Housing
units in pending rezoning cases continued to decline,
from 31,286 units in January 1976 to 11,746 units in
January 1977, a decline of -62.5 percent. Only those
units in the development stage of site plan submitted
showed an increase during 1976, from 31,461 units to
35,379 (12.4 percent).
Of the total 96,033 housing units in the pipeline,
approximately 9,500 have been authorized by issuance
of a building permit, but are not yet completed.
Nearly 5,500 of these units are shown as under construction, with construction on the remaining 4,000
units not yet started. The number of units under
construction showed a decline of -21.7 percent since
January 1976, while authorized but not started units
showed a slight increase of nearly 7 percent.
Dranesville Supervisor District has the largest number of authorized housing units (2,162), while the
Mount Vernon District has the fewest (431). Slightly
less than half (43.3 percent) of all units under construction are multi-family units, with single family
units comprising 29.5 percent and townhouses 27.2
percent. With respect to units authorized but not
started, single family units account for slightly .
over half of the total (51.0 percent), while multifamily and townhouse units comprise 26.9 percent and
22.1 percent, respectively.

As of January 1977, there were an estimated 567,600
persons residing in Fairfax County. This represents
an increase of approximately 13,100 persons, or 2.4
percent, over the estimated 1976 population of
554,500, and an increase of 25 percent since 1970.
Springfield Supervisor District is the largest district both in terms of total population (75,700)
and total developable acreage (78,291), while Lee
District has the smallest total population of the
eight districts (66,700) and Mason District the
smallest size (8,172 acres). With respect to population density, Mason District exhibits the highest
density with 8.2 persons per acre, or 5,246 persons
per square mile. Springfield District, on the other
hand, has the lowest population density with one
person per acre, or 619 persons per square mile.
While Springfield District comprises one-third of
the County's total land area, it contains only 13.3
percent of the County's total population. The
density for the entire County is estimated at 2.4
persons per acre, or 1,531 persons per square mile.

Fairfax County's population is projected to increase
by approximately 15,000 persons, or 2.6 percent, to
an estimated 582,600 persons by January 1978, and by
13,800 persons, or 2.4 percent, to an estimated
596,400 persons by January 1979. Dranesville District
is expected to show the largest population increase
between 1977 and 1979, exhibiting an increase of
approximately 3,500 persons per year. Mount Vernon
District is expected to show the least amount of population growth within the next two years. The following
table shows estimated and projected dwelling units and
total population from 1970 to January 1979.
Population estimates and projections are developed by
applying household size factors by three housing types
to the current and projected dwelling unit inventory.
In order to take into account expected declines in the
average number of persons per household that have
occurred since the last School Census in 1974, the
Office of Research and Statistics prepared revised
household size factors. These revised household size

factors, which are shown below, were incorporated
into this report. In those areas of the County
where no new housing construction occurred during
1976, a calculated loss of population will result
due to the lowering of the household size factors.

LAND USE
Fairfax County comprises approximately 262,300 acres,
of which 237,195 are classified into various zoning
and land use categories, as shown in the following
series of reports. The remaining 25,100 acres are
in roads, water, and small areas of land which cannot
be developed.
percent in the amount of zoned industrial land since
January 1976. Slightly more than one-fourth (26.6
percent) of all zoned industrial land is located in
Centreville Supervisor District followed by Lee District (23.4 percent) and Springfield District (17.8
percent). Mount Vernon District has the smallest
percentage of zoned industrial land (1.7 percent).
As of January 1977, almost 38 percent (88,897 acres)
of the developable land in Fairfax County was in
actual residential use. The large majority of that
land is used for individually owned single family
dwelling units, with only a small percentage used
for rental units. Almost 3,800 acres are devoted
to educational use, public and private, while the
public and quasi-public land use category, which
includes post offices, police stations, fire stations, correctional institutions, and military
installations, requires almost 12,700 acres.
Private and public recreational facilities account
for 19,470 acres, which represents an increase of
13.3 percent since 1976.
There are 4,322 acres of land zoned for commercial
use in the County. Lee District accounts for the
largest proportion of zoned commercial land (16.8
percent), while Annandale District accounts for the
smallest percentage (5.3 percent). Public land,
which declined from 2,913 acres in 1976 to 2,887
acres in 1977, comprises 1.2 percent of all zoned
land.
Approximately 88,200 acres of zoned County land is
vacant, which represents a decline of 3.2 percent
since 1976. This vacant land accounts for 37.2 percent of all zoned land, with the Springfield Supervisor District having slightly less than half (45.2
percent) of all vacant zoned land. Mason District
has the smallest amount of vacant zoned land (1,243
acres).
Land zoned for residential development accounts for
the largest proportion of zoned acreage. Excluding
zoned acreage in the towns of Clifton, Herndon, and
Vienna, approximately 94 percent (219,282) of the
County's zoned acreage is zoned for residential
development. Land zoned for single family units
on one-acre lots (RE-1) accounts for 51 percent of
the County's zoned land.
The following is a list of zoning codes which are
currently in use by Fairfax County. New zoning codes,
which will reflect changes to the County's Zoning
Ordinance, have been adopted and are in the process
of being implemented by planning area throughout the
County. The revised zoning codes will be fully implemented by 1978.
Land zoned for industrial development comprises
5,798 acres, or about 2.4 percent of zoned County
land. This signifies an increase of almost 23
