HOUSING INVENTORY
As of January 1978, there were 192,776 dwelling units in
Fairfax County, which represents an increase of 3.7 percent over the 1977 inventory of 185,879 units. Singlefamily units continue to account for a majority of the
housing units (58.9 percent) followed by garden apartments (21.0 percent), townhouses (10.6 percent), and
high-rise apartments (4.1 percent). Mobile home pads
and scattered units comprise 1.3 percent of the total
housing inventory. Duplex, multiplex, and mid-rise
units account for the remaining 5.4 percent.
Mount Vernon Planning District has the largest number
of housing units (31,040), while the Lower Potomac
District has the fewest units (2,015). Rose Hill
Planning District has the highest proportion of
single-family units (92.0 percent), while the Lincolnia
District has the lowest proportion (34.9 percent).
With respect to townhouse and garden apartment units,
Upper Potomac District has the largest number and percentage of townhouses (5,220 units or 25.0 percent),
while the Lincolnia District has the highest proportion
of garden apartments (43.0 percent).
The median market value of individually owned housing
units is estimated at $68,200, which represents an
increase of 5.6 percent over the estimated 1977 median
of $64,600, and an increase of 93.2 percent since 1970.
Thus, half of all owned housing units in the County
have values exceeding $68,240 and half have values
less than $68,200. The number of housing units with
values of $70,000 or more exhibited an increase of
nearly 28 percent between January 1977 and January
1978, while the number of units with values under
$70,000 leclined by 8.4 percent.
As was true between 1976 and 1977, housing units in the
upper price ranges showed the most dramatic increase,
with the categories of $90,000 - 99,999 and $100,000
and over increasing by 56.3 percent and 53.1 percent,
respectively. Similarly, the number of units in the
$80,000 - 89,999 price range increased by 25.7 percent
during 1977. Sales price categories showing significant
declines include $55,000 - 54,999 (-23.6 percent),
$40,000 - 44,999 (-20.0 percent), and $45,000 - 49,999
(-15.5 percent). Housing units with values of under
$35,000 remained at virtually the same level.

CONSTRUCTION ACTIVITY
The only other development stage besides authorized
and not started exhibiting a decline during 1977 was
rezoning granted, which declined from 20,978 units to
20,122 (-4.1 percent). Whereas the number of units
in granted rezoning cases declined, units in pending
rezoning cases increased by 53.3 percent, or 6,266
units, during 1977. The composition of the January
1978 pipeline, therefore, shows not only a short-term
but also a long-term potential of increased residential

development activity.
As of January 1978, there were 102,330 units in the
County's housing development pipeline. This pipeline
total represents an increase of 12.2 percent, or
11,118 units, from the 1977 pipeline total of 91,212
units. The residential development pipeline encompasses the entire land development process; from the
rezoning of land through iite plan review, issuance
of building permits, construction of the units, and
completion of construction. For the 1978 Standard
Reports, the housing development pipeline has been
redefined to exclude those, units in the stage of
rezoning denied or withdrawn. This change was made
in order to make the pipeline total more representative of future construction activity. In this
analysis, the 1977 pipeline total of 96,033 units,
which was previously published in the 1977 Standard
Reports, has been revised to 91,212 so that 1977
and 1978 pipeline totals are comparable. The residential pipeline reflects development activity
specific point in
occurring in the County a
time (January 1978) and does not reflect cumulative
activity occurring during the preceding year.

Of the total 102,330 housing units in the pipeline,
approximately 8,700 units were under construction
as of January and another 1 3,600 units were authorized for construction with no starts recorded. The
number of units under construction exhibited an
increase of 59.3 percent between January 1977 and
January 1978, while authorized but not started units
showed a decline of 12.0 percent. Units in the stages
of site plan approved and site plan submitted also
showed increases during 1977, with units in the site
plan approved stage increasing by 12.6 percent (1,703
units) and units in the site plan submitted stage
increasing by 3.5 percent 1(1,254 units).
Changes in the housing development pipeline which
occurred during 1977 reflect a continued recovery from
the 1975 recession which acted to reduce development
and construction activity in the County. Between 1975
and 1977 the number of units in the development pipeline declined continuously from over 133,000 units to
91,000 units, reflecting the effects of the economic
recession. The 1978 pipeline total of 102,330 units
represents a significant shift in development and construction activity occurring in the County.

The areas of Fairfax County exhibiting the largest
housing development potential are those located in
the outer, less developed portions of the County.
Pohick Planning District shows a potential growth
of 21,551 units, most of which are located in the
site plan approved and site plan submitted stages.
The Upper Potomac District has 19,058 units in
various stages of the pipeline, while the Bull Run
District has 15,289 units, most of which are in the
site plan submitted stage. Planning Districts
showing the lowest level of future residential
development include Bailey's, Lincolnia, and
Mount Vernon.
As of January 1978, there were 374 projects in the
nonresidential development pipeline. Of the 374
projects, 56 are under construction, 67 are authorized for construction but not yet started, 27 are
in approved site plans, 55 are contained in submitted
site plans, and 148 are in rezoning cases which have
been granted by the Board of Supervisors. Another 21
projects are in pending rezoning cases.
The Vienna Planning District accounts for the largest
number of nonresidential projects (54), followed by
Springfield Planning District (53), McLean Planning
District (48), and the Upper Potomac Planning District
(45). The Lincolnia and Bailey's Planning Districts
have the fewest number of nonresidential projects in
the pipeline.
With respect to dwelling unit type, single family
units comprise 45.3 percent of all units in the
pipeline, while townhouses and multi-family units
comprise 24.8 percent and 29.9 percent of the
pipeline, respectively. Approximately 40 percent
of all units authorized or under construction are
multi-family units, with single family units comprising 37.5 percent and townhouses 22.5 percent.
Of the total number of units in the site plan
approved stage, nearly 61 percent are single
family while only 16.9 percent are multi-family.
With respect to the type of land use associated with
each project, 76 or 20.3 percent are planned for office
use, while industrially-oriented projects account for
65 or 17.4 percent of all projects. Land use has not
yet been determined on approximately 32 percent of the
nonresidential projects since, in most cases, a project's land use is not determined until the project
has reached the building stage. Therefore, the projects
identified by land use are primarily those which are
currently under construction or have been authorized
through issuance of a building permit.
Publication of the 1978 Standard Reports marks the
first time that nonresidential construction activity
information has been included in the report. The
nonresidential pipeline data reflect the completion
of the first phase of a longer-term project designed
to monitor nonresidential construction activity,
produce an inventory of commercial and industrial
. structures, determine the type of businesses within
each structure, and measure employment associated
with the businesses.

POPULATION
Population estimates and projections are developed by
applying household size factors by three housing types
to the current and projected dwelling unit inventory.
Household size factors used in the 1978 analysis were
derived through a survey of households in the County,
which was conducted by the Office of Research and
Statistics during October 1977. The revised household
size factors are as follows:
As of January 1978, there were an estimated 578,900
persons residing in Fairfax County. This represents
an increase of approximately 11,300 persons, or 2.0
percent, over the estimated 1977 population of 567,600,
and an increase of 27.4 percent since 1970.
The Springfield Supervisor District is the largest
district both in terms of total population (81,700)
and total developable acreage (78,447). Mason ,
Supervisor District has the smallest total population among the eight districts (66,500) and the
smallest land area (8,183 acres). With respect to
population density, Mason Supervisor District exhibits
the highest density with 8.1 persons per acre, or 5,198
persons per square mile. Springfield District, on the
other hand, has the lowest population density with one
person per acre, or 667 persons per square mile. The
density for the entire County is estimated at 2.4 persons per acre, or 1,557 persons per square mile.
Fairfax County's population is projected to increase
by approximately 21,800 persons, or 3.7 percent, to
600,700 persons by January 1979. Between January
1979 and January 1980, the County's population is
expected to increase by 25,900 persons to 626,600.
Springfield Supervisor District is expected to show
the most significant population increase between
1978 and 1980, exhibiting an average increase of
approximately 9,700 persons per year. Mount Vernon
District, with an average annual growth of 38 persons, is expected to show the least amount of
population growth within the .next two years.

Publication of the 1978 Standard Reports marks a shift
in the use of household size factors to project the
County's future population. Past trends have shown
that, in general, the average number of persons per
household has been declining. This decline is due
primarily to lower birthrates and increases in the
number of one-person households. In order to take into
account expected continued declines in the average number of persons per household, different sets of household size factors were generated for use in projecting
the County's 1979 and 1980 populations. These factors
are slightly lower than the factors used to estimate
the County's 1978 population and are based on trends
which occurred between 1968 and 1977. In those areas

of the County where the population growth has stablized,
or where little or no new residential construction is
planned, a calculated loss of population will result
due to the lowering of the household size factors.
Tables in this section which present projected population
will show these areas as declining in population and will
show their population change in terms of a loss in population. The household size factors used in projecting
the County's 1979 and 1980 population are as follows:

land, which declined from 2,887 acres in 1977 to
2,859 acres in 1978, comprises 1.2 percent of all
zoned land.
Fairfax County comprises approximately 262,300 acres,
of which 238,003 are classified into various zoning and
land use categories. The remaining 24,300 acres are in
roads, water, and small areas of land which cannot be
developed.
4pproximately 85,000 acres of zoned County land is
vacant, which represents a decline of 3.6 percent
since 1977. This vacant land accounts for 35.7 percent of all zoned land, whereas slightly over 37
percent of all zoned land was vacant as of January
1977. The Pohick Planning District has the largest
amount of vacant land (23,882 acres), followed by
Upper Potomac (19,831) and Bull Run (14,45 - ). Bailey's
Planning District contains the smallest amount of
vacant acreage (440 acres).
Excluding zoned acreage in the towns of Clifton, Herndon
and Vienna, which are excluded since their zoning classifications differ from those used by Fairfax County,
approximately 94 percent (219,601 acres) of the County's
zoned acreage is zoned for residential development.
, Land zoned for single family units with a density of
one unit per acre (RE-1) accounts for 49.8 percent of
the County's zoned land. However, the number of acres
in the RE-1 zoning district has been steadily declining,
from 128,656 acres in 1976 to 116,145 acres as of
January 1978.
A list of zoning codes which are currently in use by
Fairfax County is provided on the following page.
New zoning codes, which will reflect changes to the
County's Zoning Ordinance, are in the process of being
implemented by planning area throughout the County.
The revised zoning codes will be fully implemented by
the end of 1978.
Land zoned for industrial development comprises 6,090
acres, or about 2.6 percent of zoned County land.
This signifies an increase of approximately 29 percent
in the amount of zoned industrial land since January
1976. Nearly one-fourth (24.9 percent) of all zoned
industrial land is located in the Springfield Planning
District followed by Upper Potomac Planning District
(22.4 percent), Bull Run Planning District (14.9 percent), and Annandale Planning District (10.3 percent).
Mount Vernon Planning District contains the lowest
percentage of zoned industrial land (1.6 percent).
With respect to land use, as of January 1978, approximately 41 percent (96,648 acres) of the developable
land in the County was in actual residential or residentially-related use. The large majority of that
land is used for single family dwelling units. Slightly
over 7,500 acres, or 3.2 percent, are devoted to industrially-oriented uses while 3,893 acres, or 1.6 percent,
are used for commercial, business, or office functions.
Almost 17,100 acres are devoted to parks, while educational use accounts for nearly 3,800 acres. The public
and quasi-public land use categories, which include
post offices, fire stations, police stations, correctional institutions, and military installations, require
nearly 12,900 acres.

There are 4,572 acres of land zoned for commercial
development in the County, which signifies an increase
of 5.8 percent in the number of zoned commercial acres
since January 1977. Mount Vernon Planning District
accounts for the largest proportion of zoned commercial land, while Lower Potomac District accounts
for the smallest -percentage—C2-A—percenty.____Public107
